A motion was made by Councilman Cesar Guerrero, seconded by Councilman Pat Mudron, to approve Land Use & Economic Development Committee Minutes-5/9/24. The motion carried by the following vote:

Comprehensive Plan Scope of Work Review and Award of Contract to Lamar Johnson Collaborative
Award of Professional Services Agreement for the Joliet Comprehensive Plan to Lamar Johnson Collaborative in the Amount of $564,250
Planning Director James Torri read the staff report into the record.
Planner Jayne Bernhard gave a brief overview about the Lamar Johnson Collaborative firm, five proposed phases of the comprehensive plan, structure of future meetings, and the comprehensive plan cost.
There was a lengthy discussion about the comprehensive plan, in which Councilman Mudron, Councilman Guerrero, and Councilman Cardenas asked questions. Mr. Torri and Ms. Bernhard responded. In response to a question about the need for Urban3, Interim Community Development
Director Dustin Anderson briefly discussed the comprehensive plan by Lamar Johnson Collaborative and the economic analysis by Urban3.
Councilman Mudron, Councilman Guerrero, and Councilman Cardenas agreed to hold the motion until after the second agenda item was heard.
A motion was made by Councilman Pat Mudron, seconded by Councilman Cesar Guerrero, to approve Award of Professional Services Agreement for the Joliet Comprehensive Plan to Lamar Johnson Collaborative in the
Amount of $564,250. The motion carried by the following vote:

Economic Analysis Scope of Work Review, Award of Contract to Urban3, and Execution of an Intergovernmental Agreement with the Joliet Arsenal Development Authority
Agreements Associated with an Economic Analysis
Award of Professional Services Agreement for An Economic Analysis to Urban3 in the Amount of $138,768.
Resolution Authorizing the Execution of an Intergovernmental Agreement with the Joliet Arsenal Development Authority and Acceptance of a $75,000 Grant to Fund an Economic Analysis
Mr. Torri read the staff report into the record.
There was a brief discussion regarding Lamar Johnson Collaborative and Urban3. Councilman Mudron asked a few questions, in which Mr. Torri and Ms. Bernhard responded. Councilman Cardenas commented on the comprehensive plan and economic analysis.
A motion was made by Councilman Cesar Guerrero, seconded by Councilman Pat Mudron, to approve Award of Professional Services Agreement for An Economic Analysis to Urban3 in the Amount of $138,768.

NEW OR OLD BUSINESS - NOT FOR FINAL ACTION OR RECOMMENDATION
Councilman Guerrero briefly highlighted Media Engagement and Communications Director Rosemaria DiBenedetto, the online feedback regarding the beautification of entryways, and public notification of the comprehensive plan and economic analysis.
City Manager Beth Beatty responded there was a press release prepared for after the meeting and communication would continue with the community.
