City of Joliet Land Use & Legislative Committee met March 14.

ROLL CALL

Present Councilwoman Jan Hallums Quillman, Councilwoman Sherri Reardon and Councilman Cesar Guerrero

APPROVAL OF MINUTES

A motion was made by Councilwoman Sherri Reardon, seconded by

Councilwoman Jan Hallums Quillman, to approve the Land Use & Legislative Committee Minutes from January 11, 2024. The motion carried by the following vote:

Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and Councilman Guerrero

CITIZENS TO BE HEARD ON AGENDA ITEMS

None.

AGENDA ITEMS

Mr. Torri, Planning Director, gave background information about the proposed ordinance pertaining to solar energy systems.

Councilwoman Quillman had concerns when multiple homes share the cost of the panels and then someone sells their property. Mr. Torri and Mr. Regis responded.

Councilwoman Reardon and Councilman Guerrero are in favor of the proposed ordinance.

Mr. Torri can add covenants to the ordinance to update it and then it will go before the full City Council after it goes before the Plan Commission.

A motion was made by Councilwoman Sherri Reardon, seconded by

Councilman Cesar Guerrero, to recommend for approval by the full City Council with some amendments to the proposed Solar Energy Systems Ordinance. The motion carried by the following vote:

Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and Councilman Guerrero

Mr. Torri gave background information about the proposed ordinance regarding fences.

This will go before the Plan Commission in April and then to City Council in May. A motion was made by Councilman Cesar Guerrero, seconded by Councilwoman Sherri Reardon, to recommend for approval by the City Council the Definition in the Zoning Ordinance for Fences. The motion carried by the following vote:

Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and Councilman Guerrero

Mr. Chris Regis, Interim Corporation Counsel, gave background information about the ordinance amending the number of members and clarifying attendance requirement for the Arts Commission.

Councilwoman Quillman suggested that new members are given information when they start a new committee stating the importance of the commitment and what is expected of them.

Councilwoman Reardon agreed that pairing it down to 9 people will also send the message of the importance of attendance in order to get a quorum.

Mr. Ron Romero, Chairman of the Arts Commission, spoke about voting and non-voting members.

Councilman Guerrero inquired how many vacancies they currently have and if that has caused an issue in the past on obtaining a quorum for the meeting. Mr. Romero responded.

Councilman Guerrero inquired about the sub-committees. Mr. Romero responded.

There was minor discussion about the current murals and art projects around the City.

A motion was made by Councilwoman Sherri Reardon, seconded by Councilman Cesar Guerrero, to recommend for approval by the City Council An Ordinance Amending Number of Members and Clarifying Attendance Requirement for the Arts Commission. The motion carried by the following vote:

Aye: Councilwoman Hallums Quillman, Councilwoman Reardon and Councilman Guerrero
