Matthew Walsh: I am the Jackson Township Highway Commissioner. We have a stormwater issue in our Township that has been going on for decades. It is not Jackson Township jurisdiction but a combined State of Illinois, The County's and The City of Joliet. The water is dumping on the resident's property. It is coming from Illinois Route 53.

Instead of staying in the State right away it comes off and goes through residential property. It goes through one of the lady's here today's front yard. She has been in front of this committee about 4 or 5 years ago and presented her case. Had the State of Illinois and IDOT manager and everyone agrees that there is an issue. At that time there was no money. I was told that now there are funds available. We are looking at what direction to solve this problem, keeping that water on the right away to the creek. Opposed to going through the neighbors yard, through there property and down to the creek where it drains. Amy Piazza was called by Brian Radner and was told to come and make a presentation. We are here looking for direction and or how to apply for resources to solve this problem.

Chairman Joe Van Duyne: This Committee goal is to assist other taxing bodies and remedies of stormwater containment. The taxing body would have to come in and apply and fill out paperwork for additional funding. Sometimes we will be able to match depending on the money amount. We are open to consider giving some money to give aid to stormwater.

Dawn Tomczak: With the funding from the 50/50 program, our department does not have a division of workers. If Joliet, IDOT or Highway Department has a project that would like to assist in this troublesome area, they can present that project to the storm water committee then we could help. We do not have the resources or the man power to help the constituents. If the property owner has someone to do the work they may come and also put in a submission for help.

Chairman Joe Van Duyne: We have to find out which Taxing body would like to take on the project. Then this committee would try to entertain try to help fund.

Matthew Walsh: Unfortunately, the State of Illinois said this is worth while project but they did not have the resources. They are not interested in engineering, estimates or anything like that. We are trying to see where we can go to get some resources and do this.

Raymond Nugent: Matthew can you be more specific on where the area is?

Matthew Walsh: If you are familiar with Route 53, South of Joliet, Manhattan Arsenal Road just North of that is a creek. It's a quarter of a mile. This subdivision is on the North side of this creek. On the West side of Route 53. The water comes down the highway on the West side of Route 53 going South. Instead of going to the creek it turns and goes through the residential neighborhood. Mrs. Piazza that is here gets all the water in her front yard.

Raymond Nugent: You are just on the North side of that creek?

Amy Piazza: Yes

Matthew Walsh: We are just wanting to keep the water in the State right away. Move it South. It would take two hundred to three hundred feet of stormwater pipe to keep the water in the ditch to the creek. Therefore it wouldn't affect the residents.

Raymond Nugent: Is most of the water coming from the center strip or down the West side.

Matthew Walsh: No most of the water comes from the West side. There is a cross culvert under the highway because of the farm field on the East side of the highway. It filters underneath the road right there. That's why that State won't do anything. They say the natural flow of water is through the residential neighborhood.

Annette Parker: Is it a reimbursement program or no?

Dawn Tomczak: No. Has our departments been out at all to evaluate? As in Will County Land Use.

Amy Piazza: That's where I started with Greg. He directed me here.

Dawn Tomczak: I'll will give you my card. We can advise. Someone has to be responsible for engineers study and the work.

Amy Piazza: There was a study done in 2018 by IDOT. We have a hydraulic report. It states what needs to be done. IDOT'S advise was to contact Will County.

Dawn Tomczak: We do have an engineer. They can go out and access.

Raymond Nugent: If you had the resource what would it take to fix the problem or make it better?

Matthew Walsh: 18 inch storm sewer. We are looking for storm pipe to keep the water in the ditch.

Douglas Shreve: Is it in the IDOT rightway?

Matthew Walsh: Yes it is in the IDOT righ taway.

Chairman Joe Van Duyne: Will County works on the right away's that we own. Unless there is some kind of agreement with IDOT. We need to remedy the situation on the property that it is occurring. It sounds like it is not County property. We can try to get some contacts and try to help you out that way.

Matt Guzman: I was just going to 2nd that exact statement that you said. This is not County property. Going onto IDOT property might be a problem. Getting the reports that you have already to our engineers would help us identify if we can touch this. At this point that is step one.

Matthew Walsh: We were just coming here to make a presentation because we were told there were resources available for projects like this.

Kathy Hulina: I am with the Will County Environmental Network, Patty Nugent and I are working with the Illinois State water survey. We are working to evaluate managed aquifer recharge (MAR) feasibility in both urban and rural settings. We just wanted to introduce ourselves and present for 10-15 minutes next meeting.

VI. NEW BUSINESS CORRESPONDENCE

1. Discussion and Approval of 2024 Projects Village of Bolingbrook, Village of Homer Glen, Village of Manhattan, Village of Monee

Discussion was had. We have four project that have been submitted so far. Village of Homer Glen project, Village of Bolingbrook project, Village of Manhattan, and Village of Monee. It was voted to award The Village of Homer Glen 10,000. The Village of Bolingbrook 25,000. The Village of Manhattan 25,000. The Village of Monee 17,000. The Total of all dollar amounts is 77,000. New projects will be reviewed as they are submitted.

2. 2024- Storm Water Improvement Project Submission
