Village of Channahon Board of Trustees Met Nov. 2.

Here is the minutes provided by the board:

VP Moorman Schumacher called the meeting to order at 6:22 p.m. and led the Board in the Pledge of Allegiance.

Roll call was taken with Trustees Greco, Host, Perinar, McMillin, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Director of Community Development and Information Systems Mike Petrick, Director of Public Works Ed Dolezal, Deputy Chief of Police Shane Casey, Village Attorney David Silverman and Leti Anselme, Deputy Village Clerk. Finance Director Heather Wagonblott was present electronically. Village Clerk Kristin Hall was not present.

VP Moorman Schumacher informed everyone present that the meeting was being recorded and anyone speaking at the meeting deems his/her consent to the recording of their likeness and speech.

CITIZEN/SPECIAL REQUESTS/PUBLIC HEARING

PUBLIC COMMENT

CONSENT AGENDA

A. Approve Payment of the Bills List of November 2, 2020 for $ 1,121,540.06

B. Approve Payment of Manual Checks of November 2, 2020 for $ 2,671.62

C. Approve Payment of Net Payroll Expenses for the two week period ending October 18, 2020 for $133,049.97

Trustee Greco made a motion to approve the consent agenda as read. Seconded by Trustee Perinar.

ROLL CALL AYES: Greco, Host, McMillin, Perinar, Scaggs and Slocum.

NAYS: NONE         MOTION CARRIED

REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS

A. VILLAGE PRESIDENT

An Ordinance Temporarily Reducing the Fee for Certain Classes of Liquor Licenses VP Moorman Schumacher stated that this item is 1st read, but if everyone is comfortable, she would like to waive second read and approve.

Trustee Slocum made the motion to waive second read and approve An Ordinance Temporarily Reducing the Fee for Certain Classes of Liquor Licenses. Seconded by Trustee Scaggs. ROLL CALL AYES: Greco, McMillin, Host, Perinar, Scaggs and Slocum.

NAYS: NONE         MOTION CARRIED

VP Moorman Schumacher stated that Halloween was great. She also wanted to send a special thank you to our front office staff, Leti Anselme, Jean Chudy, Stephanie Mutz, Mary Jane

Board Minutes 1 November 2, 2020

Larson and Jodi Denton. There was a huge turnout for Early Voting here at the Village. On Friday there were 285 voters and last week the County Clerk’s office only did over 300 and that was for the County of Will. The overall total was 2,125 for the two week period.

Trustee Scaggs asked if anyone knew the amount from four years ago. Anselme replied that we were just short of 1,000. VP Moorman Schumacher stated that the County was busy all day and the lines went around the building. She stated that there was a huge voter turnout and thanked the front office staff for a phenomenal job. We received many compliments.

VP Moorman Schumacher mentioned that Busey Bank closed their branch here in Channahon and they donated some of their framed photos that were at the facility. Some of the other framed photos were from Minooka, Morris and Coal City. Durkin will be reaching out them to see if they would like possession of them.

VP Moorman Schumacher had an update for Trustee McMillin and the Board regarding the bike share program. She stated that the I & M Canal National Heritage Corridor sent a letter stating that they were able to secure ownership of the bicycle rentals. They will no longer do business with an outside company that decides to stop operation. She hopes that we will get the bikes back in the Spring to continue our program in 2021.

B. VILLAGE ADMINISTRATOR

An Ordinance Establishing the Channahon Emergency Management Agency Trustee Host made the motion to waive second read and approve An Ordinance Establishing the Channahon Emergency Management Agency. Seconded by Trustee Greco. ROLL CALL AYES: Greco, McMillin, Host, Perinar, Scaggs and Slocum.

NAYS: NONE         MOTION CARRIED

Durkin informed the Board that on Friday, October 30, 2020 the Village received two request for proposals for the landscaping maintenance of the Village Hall property and US Route 6 and I-55 area. The request for proposal was sent to 11 different firms, it was also posted online and social media. They will be reviewed and brought forth to the Board at a future meeting.

VP Moorman Schumacher also reminded the Board of Environmental Recycling & Disposal’s Ribbon Cutting & Tour on November 5 in Rockdale at 5 p.m.

Trustee Slocum asked if any complaints were received on our new garbage hauler. Overall response was no, but Durkin stated that there were a few issues at first when we switched over, but all was resolved. Trustee Perinar feels that it has cut down on the burning, since most people now dispose of the leaves in the landscaping cart.

C. COMMUNITY DEVELOPMENT & INFORMATION

Petrick stated that there is a Planning and Zoning Commission Regular Meeting, Monday, November 9, 2020 at the Channahon Municipal Building at 6:00 p.m.

D. FINANCE DEPARTMENT

Wagonblott stated she had no formal items.

E POLICE DEPARTMENT

An Ordinance Amending the Village of Channahon’s Code of Ordinances with Respect to Golf Carts and Utility Task Vehicles

Chief Casey stated that this would go into effect on January 1, 2021. This would allow staff to order the signs and prep for the changes.

Trustee Perinar made a motion to approve An Ordinance Amending the Village of Channahon’s Code of Ordinances with Respect to Golf Carts and Utility Task Vehicles. Seconded by Trustee Slocum.

ROLL CALL AYES: Greco, McMillin, Host, Perinar, Scaggs and Slocum.

NAYS: NONE         MOTION CARRIED

F. PUBLIC WORKS DEPARTMENT

• 2020 Sump Pump Conveyance Project, Change Order #2

• 2020 MFT Road Maintenance Project, Change Order #3

• Award Police Parking Lot Expansion Contract

VP Moorman Schumacher asked that these be an omnibus motion for the 2020 Sump Pump Conveyance Project, approval of Change Order #2 at a net savings of $6,433.00, 2020 MFT Road Maintenance Project, approval of Change Order #3, in the deduct amount of $65,619.86 and Award the Police Parking Lot Expansion Contract to P.T. Ferro Construction in the amount of $93,345.34.

Hiring of Laborer Position

VP Moorman Schumacher stated this would be to hire Matthew Serdar at the rate of $48,178 for the public works laborer position. This would be contingent on his background check and completion of the medical screening.

Trustee Perinar made a motion to approve Hiring of Laborer Position. Seconded by Trustee Slocum.

ROLL CALL AYES: Greco, McMillin, Host, Perinar, Scaggs and Slocum.

NAYS: NONE         MOTION CARRIED

G. VILLAGE ATTORNEY

Attorney David Silverman stated he had no report.

Board Minutes 3 November 2, 2020

Trustee Patricia Perinar – Community & Legislative Affairs

Trustee Perinar asked that everyone be safe tomorrow, since it is Election Day, and God Bless America.

Trustee Chantal Host – Public Safety/Emergency Support

Trustee Host stated that our Police Department will be participating in the “No Shave November”. For a donation the officers will be able to grow their facial hair for the months of November and December and all the proceeds will go to Pink Heals.

Officer Ethan Anderson has completed department field training program, ahead of schedule so he is now on solo patrol.

She also wanted to remind the public of the “9 p.m. Routine”, remove valuables, lock vehicles, close garage doors and turn outside lights on.

Trustee Mark Scaggs – Public Works and Facility – No Report.

Trustee Scott Slocum – Community Development – No Report.
