On May 9, 2025, the City of Joliet announced a Notice of Finding No Significant Impact and Intent to Request Release of Funds concerning the Hope Manor Village Joliet project. The Housing Authority of Joliet plans to develop this residential project at 1301 Copperfield Avenue to support women recovering from opioid addiction and their children. The development will include two three-story buildings with a total of 48 units.

The City of Joliet has determined that the project poses no significant environmental impact, negating the need for an Environmental Impact Statement under the National Environmental Policy Act (NEPA). This decision is based on an Environmental Review Record available for public review at the Neighborhood Services Division in City Hall.

Comments on this record can be submitted by individuals or agencies until May 26, 2025. Following this period, Joliet will authorize a request to release Project-Based Vouchers under Section 8(o)(13) from the Chicago HUD Field Office. The city clarified that it is not a funding partner but acts as a Responsible Entity for conducting environmental assessments.

Mayor Terry D’Arcy certified that all responsibilities related to environmental review have been fulfilled, consenting to federal court jurisdiction if necessary. HUD's approval will allow funds use by the Housing Authority.

Objections to fund release are permitted within fifteen days after submission or receipt date on specific bases such as improper certification execution or omitted procedural steps. Objections should follow procedures outlined in federal regulations and be directed to HUD's Chicago Field Office.
