City of Wilmington City Council met May 21.

Here are the minutes provided by the council:

MAYOR BEN DIETZ CALLED TO ORDER THE REGULAR MEETING OF THE WILMINGTON CITY COUNCIL AT 7:00 P.M.

ROLL CALL

After the pledge of allegiance, the following answered to Roll Call: Alderpersons Kevin Kirwin, Ryan Jeffries, Dennis Vice, Ryan Knight, Todd Holmes, and Thomas Smith. Alderperson Leslie Allred and Jonathan Mietzner was absent. The number present constitutes a quorum.

Also present: City Administrator Jeannine Smith, Finance Director Nancy Gross, Public Works Director James Gretencord, Chief of Police Adam Zink, City Attorney Bryan Wellner, and Deputy City Clerk Joie Ziller.

PUBLIC HEARING

Alderperson Jeffries made a motion and Alderperson Knight seconded to open the public hearing related to the consideration of an Intergovernmental Jurisdictional Boundary Line Agreement between the City of Wilmington and the Village of Channahon at 7:02 PM

Upon roll call, the vote was:

AYES: 6 Jeffries, Knight, Kirwin, Vice, Smith, Holmes

NAYS: 0

ABSENT: 2 Allred, Mietzner

The motion carried.

Attorney Wellner stated that the previous boundary agreement with Channahon was expiring, so we are renewing the same regulations as before.

No additional public comments were made.

Alderperson Jeffries made a motion and Alderperson Holmes seconded to close the public hearing related to the consideration of an Intergovernmental Jurisdictional Boundary Line Agreement between the City of Wilmington and the Village of Channahon at 7:03 PM

Upon roll call, the vote was:

AYES: 6 Jeffries, Holmes, Knight, Kirwin, Vice, Smith

NAYS: 0

ABSENT: 2 Allred, Mietzner

The motion carried.

MAYOR’S REPORT

Alderperson Vice made a motion and Alderperson Jeffries seconded to approve the Mayoral Appointment of Dean Shepherd to the Wilmington Police Pension Board for a 2-year term (May 2024-May 2026)

Upon roll call, the vote was:

AYES: 6 Vice, Jeffries, Kirwin, Knight, Smith, Holmes

NAYS: 0

ABSENT: 2 Allred, Mietzner

The motion carried.

Mayor Dietz administered the oath of office to Dean Shepherd.

ORDER OF BUSINESS

Alderperson Jeffries made a motion and Alderperson Kirwin seconded to approve Resolution No. 2024-06, A Resolution Authorizing a Jurisdictional Boundary Line Agreement Between the Village of Channahon and the City of Wilmington

Alderperson Knight made a motion and Alderperson Jeffries seconded to approve Ordinance No. 24-05-21-01, An Ordinance Amending the City of Wilmington Code of Ordinances as it Pertains to Chapter 46 Cost Recovery

AYES: 6 Knight, Jeffries, Kirwin, Vice, Holmes, Smith

NAYS: 0

ABSENT: 2 Allred, Mietzner

The motion carried.

Alderperson Kirwin made a motion and Alderperson Vice seconded to approve table the decision to modify Berkot’s Liquor License until the June 4, 2024 City Council meeting

NAYS: 0

ABSENT: 2 Allred, Mietzner

The motion carried.

Alderperson Kirwin made a motion and Alderperson Jeffries seconded to approve the modification to Mobil’s Liquor License from a Class B2 to a Class B

The motion carried.
