CALL TO ORDER & ROLL CALL
Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Monday, May 5, 2025, at 7:02 P.M., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.
Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Michael Leddin, Jessica Petrow, Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Administrator John Burica, and Police Chief Leanne Chelepis.
PLEDGE OF ALLEGIANCE
Mayor Ogle led the Pledge of Allegiance to the Flag.
APPROVAL OF SPECIAL ORDERS – UNANIMOUS CONSENT AGENDA
All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

1. The Reserve of Copper Creek - 300 S. Maple Street
a. Rezone from R-4 Attached Single-Family Residential District to R-3 Attached Two-Family Residential District - Ordinance (Waive 1st and 2nd Readings)
Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3500) REZONING CERTAIN PROPERTY LOCATED WITHIN THE CORPORATE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (THE RESERVE OF COPPER CREEK - PIN: 19-09-28-222-001-0000) from R-4 Attached Single-Family Residential District to R-3 Attached Two-Family Residential District, in accordance with the reviewed plans, public testimony, and Findings of Fact.
b. Special Use Permit for a Planned Unit Development -- Ordinance (Waive 1st and 2nd Readings)
Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3501) GRANTING A SPECIAL USE PERMIT FOR A PLANNED UNIT DEVELOPMENT (PUD) TO CERTAIN PROPERTY LOCATED AT 300 S. MAPLE STREET, WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (THE RESERVE OF COPPER CREEK - PIN: 19-09-28-222-001-0000), granting a Special Use Permit for a Planned Unit Development for The Reserve of Copper Creek, a 55-unit mixed residential development, on the vacant 25.9-acre parcel located at 300 S. Maple Street, in accordance with the reviewed plans, public testimony, and Findings of Fact, subject to preliminary engineering approval, and additionally subject to the following conditions: the detached single-family homes shall reflect a minimum of five of the six historic architectural styles noted with the Downtown Frankfort Residential Design Guidelines and shall include front porches, and all residential buildings, including both the detached single-family homes and the attached single-family units, shall comply with Article 7, Section A, Part 6 (Residential Monotony) of the Village of Frankfort Zoning Ordinance.
c. Preliminary Development Plan – Approval
Accept the Plan Commission recommendation and approve the Preliminary Development Plan for The Reserve of Cooper Creek (PIN: 19-09-28-222-001-0000), prepared by DesignTek Engineering, Inc., dated 10.04.2023, for a 55-unit mixed residential development, in accordance with the reviewed plans and subject to preliminary engineering approval.
d. Preliminary Plat of Subdivision - Approval
Accept the Plan Commission recommendation and approve the Preliminary Plat of Subdivision for The Reserve of Copper Creek, prepared by DesignTek Engineering, Inc., dated 03.18.2025, in accordance with the reviewed plans and subject to preliminary engineering approval.
2. 900 Lambrecht Subdivision - Preliminary and Final Plat Approval
Accept the Plan Commission recommendation and approve the Preliminary and Final Plat for 900 Lambrecht Subdivision, prepared by DesignTek Engineering, Inc., dated 04.04.2025, in accordance with the reviewed plans, and subject to any necessary technical revisions prior to recording and final engineering approval.
3. Bulow Residence Building and Roof Materials Variances: 49 E. Bowen Street - Ordinance (Waive 1st and 2nd Readings)
Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3502) GRANTING TWO ZONING VARIANCES TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (MICHAEL AND
COURTNEY BULOW RESIDENCE – 49 E. BOWEN STREET), a first floor building materials variance from the masonry requirement to permit the use of non-masonry materials and a roof materials variance to allow the use of metal roofing for the construction of a single-family home on Lot 1 of the Voorn Lawndale Subdivision, in accordance with the reviewed plans, public testimony, and Findings of Fact.
Trustee Savaria moved, seconded by Trustee Rigoni, to approve the Unanimous Consent Agenda.
Following a motion to approve, Trustees Borrelli, Leddin, Petrow, and Savaria presented a brief overview of the consent agenda docket items under consideration for approval.
Clerk Schubert called the roll. Ayes: Trustees Borrelli, Leddin, Petrow, Rigoni, Rossi, and Savaria. Nays: None. The motion carried.
MAYOR'S REPORT
Mayor Ogle entertained a motion from the floor to designate May 2025 as "Historic Preservation Month" in the Village of Frankfort.
Trustee Petrow moved, seconded by Trustee Rossi, to approve a Proclamation declaring May 2025 as "Historic Preservation Month" in the Village of Frankfort.” A voice vote was taken. All were in favor. The motion carried.
Mayor Ogle entertained a motion from the floor to designate May 2025 as "Motorcycle Awareness Month" in the Village of Frankfort.
Trustee Borrelli moved, seconded by Trustee Rigoni, to approve a Proclamation declaring May 2025 as "Motorcycle Awareness Month" in the Village of Frankfort. A voice vote was taken. All were in favor. The motion carried.
Mayor Ogle extended his sincere thanks to everyone who applied and to all who served on a Village committee over the past year. With the advice and consent of the Village Board, he requested approval of the proposed appointments and reappointments to the committees and commissions for FY 2025/2026 as presented.
Trustee Borrelli moved, seconded by Trustee Rossi, to approve the Village of Frankfort committee and commission appointments for fiscal year 2025/2026 as presented.
Clerk Schubert called the roll. Ayes: Trustees Borrelli, Leddin, Petrow, Rigoni, Rossi, and Savaria. Nays: None. The motion carried.
Mayor Ogle extended his gratitude to all the volunteers who participated in the Village's Earth Day cleanup event on Saturday, April 26.
Mayor Ogle reported that National Police Week will be observed May 11-17, 2025. He extended his deepest gratitude to the law enforcement officers in our community and across the nation.

Mayor Ogle invited the public to join the Frankfort Arts Association and the Frankfort Public Library District for the opening reception of Reading Colors Your (Not-So-Small) World - a collaborative student art exhibition - on Thursday, May 15, from 6:00 P.M. to 7:30 P.M. at Frankfort Village Hall.
Mayor Ogle reported that Phillips Chevrolet has been named the 2025 Dealer of the Year by Cars.com for the fifth consecutive year. He extended congratulations to the entire Phillips Chevrolet team on this remarkable achievement and wished them continued success in the years ahead.
BOARD COMMENTS
Clerk Schubert announced that the next Committee of the Whole meeting will take place on Wednesday, May 15, at 5:30 P.M., and the next Village Board meeting will be held on Monday, May 19, at 7:00 P.M.
The Board expressed gratitude to those who attended this evening's swearing-in ceremony and participated in the election process. Congratulations were extended to Mayor Ogle, Clerk Schubert, and Trustees Leddin, Rossi, and Savaria on their reelection.
Trustees expressed enthusiasm for The Reserve of Copper Creek, commending the collaborative effort behind the new mixed residential development, which will incorporate the Downtown Frankfort Residential Design Guidelines and complement the charm and character of the downtown residential area.
Four new businesses were welcomed to the Frankfort community.
Phillips Chevrolet was congratulated on receiving the Dealer of the Year award and recognized for its continued partnership with the community.
Appreciation was extended to all residents who served on Village committees over the past year, as well as to those who applied for new committee/commission roles.
Members also reflected positively on the recent Coffee with a Cop event, highlighting it as a valuable opportunity for residents to engage with their local police officers.
Trustee Savaria wished his daughter Kadie a happy 30th birthday.
OTHER BUSINESS
There were no other items of business.
PUBLIC COMMENT
Amy Walthier, a resident of Lighthouse Pointe Subdivision, Phase 2, expressed her appreciation for the new Pfeiffer Road extension. However, she also raised safety concerns regarding the intersection of Pfeiffer Road and Colorado Avenue and urged the Village Board to further evaluate the area to improve its safety.
Patrick Barry, also a resident of Lighthouse Pointe Subdivision, Phase 2, echoed Ms. Walthier's comments, expressing gratitude for the new road extension while sharing similar concerns regarding safety at the same intersection. In addition, he advocated for the construction of a bike path along Pfeiffer Road to provide a safe connection to Chelsea School and Commissioners Park.
Mayor Ogle responded that the Village is awaiting a decision on an ITEP grant to fund a multi- use path along Pfeiffer and Laraway Roads, and noted the project is budgeted for FY 2025/2026 regardless of grant approval.
ADJOURNMENT
Hearing no further business, Mayor Ogle called for a motion to adjourn. Trustee Savaria moved, seconded by Trustee Borrelli, to adjourn the regular board meeting of Monday, May 5, 2025. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:35 P.M.
