City of Joliet Finance Committee met Oct. 17.

Here are the minutes provided by the committee:

ROLL CALL:

Present: Councilman Pat Mudron, Councilman Larry E. Hug and Councilwoman Jan Hallums Quillman

ALSO PRESENT:

Kevin Sing - Director of Finance, Armando De Avila - Risk Management, Sgt. Ed Grizzle - Tri-County Auto Task Force, Bob Filotto, Jeff Pierson and Wade Walsh of the Railto Square Theatre Board.

APPROVAL OF MINUTES:

September 2023 Minutes

A motion was made by Councilwoman Jan Hallums Quillman, seconded by Councilman Larry E. Hug, to approve the Minutes for September 19, 2023.

The motion carried by the following vote:

Aye: Councilman Mudron, Councilman Hug and Councilwoman Hallums Quillman

CITIZENS TO BE HEARD ON AGENDA ITEMS:

AGENDA ITEMS:

Ordinance for the Levy and Assessment of Taxes for the Fiscal Year Beginning January 1, 2023 and Ending December 31, 2023, in and for the 1996 Joliet Special Service Area Number Fourteen (Joliet City Center)

Kevin Sing - Director of Finance, presented TMP-6529 regarding the Ordinance for the Levy and Assessment Taxes for the Joliet City Center. No further discussion was held.

A motion was made by Councilwoman Jan Hallums Quillman, seconded by Councilman Larry E. Hug, to approve TMP-6529: Ordinance for the Levy and Assessment of Taxes for the Fiscal Year Beginning January 1, 2023 and Ending December 31, 2023, in and for the 1996 Joliet Special Service Area Number Fourteen (Joliet City Center).

The motion carried by the following vote:

Aye: Councilman Mudron, Councilman Hug and Councilwoman Hallums Quillman

Ordinance for the Levy and Assessment of Taxes for the Fiscal Year Beginning January 1, 2023 and Ending December 31, 2023, in and for the 2009 Joliet Special Service Area Number Seven (Park Hill Subdivision).

Mr. Sing presented TMP-6531, regarding the Levy and Assessment Taxes for the Park Hill subdivision. A brief discussion was held.

A motion was made by Councilman Larry E. Hug, seconded by Councilwoman Jan Hallums Quillman, to approve TMP-6531: Ordinance for the Levy and Assessment of Taxes for the Fiscal Year Beginning January 1, 2023 and Ending December 31, 2023, in and for the 2009 Joliet Special Service Area Number Seven (Park Hill Subdivision).

The motion carried by the following vote:

Aye: Councilman Mudron, Councilman Hug and Councilwoman Hallums Quillman

Ordinance Abating the Taxes Heretofore Levied for the Year 2023 to Pay Debt Service on $3,665,000 General Obligation Bonds, Series 2020A, and $6,535,000 General Obligation Bonds, Series 2020B, and $93,595,000 General Obligation Bonds Series 2022 of the City of Joliet, Will and Kendall Counties, Illinois of the City of Joliet, Will and Kendall Counties, Illinois

Mr. Sing presented TMP-6532 regarding the Ordinance Abating the Taxes levied for the year 2023 to Pay Debt Service on the General Obligation Bonds. A brief discussion was held.

A motion was made by Councilman Larry E. Hug, seconded by Councilwoman Jan Hallums Quillman, to approve TMP-6532: Ordinance Abating the Taxes Heretofore Levied for the Year 2023 to Pay Debt Service on $3,665,000 General Obligation Bonds, Series 2020A, and $6,535,000 General Obligation Bonds, Series 2020B, and $93,595,000 General Obligation Bonds Series 2022 of the City of Joliet, Will and Kendall Counties, Illinois of the City of Joliet, Will and Kendall Counties, Illinois.

The motion carried by the following vote:

Ordinance Authorizing Execution of an Intergovernmental Agreement for the Tri-County Auto Theft Task Force

Mr. Sing presented TMP-6535, regarding the Ordinance Authorizing Execution of an Intergovernmental Agreement for the Tri-County Auto Task Force. Sergeant Ed Grizzle from Tri-County Auto Task Force gave an overview of the execution of the agreement. A brief discussion was held.

A motion was made by Councilwoman Jan Hallums Quillman, seconded by Councilman Larry E. Hug, to approve TMP-6535: Ordinance Authorizing Execution of an Intergovernmental Agreement for the Tri-County Auto Theft Task Force.

The motion carried by the following vote:

Aye: Councilman Mudron, Councilman Hug and Councilwoman Hallums Quillman

Resolution Approving a Grant to the Will County Metropolitan Exposition and Auditorium Authority (Railto Square Theatre)

Mr. Sing, presented TMP 6536 regarding the Resolution Approving the Grant to the Will County Metropolitan Exposition and Auditorium Authority (Railto Square Theatre). Bob Filotto and Wade Welsh from the Railto Square Theatre Board, gave an overview of the processes surrounding the grant request. A brief discussion was held.

A motion was made by Councilwoman Jan Hallums Quillman, seconded by Councilman Larry E. Hug, to approve TMP-6536: Resolution Approving a Grant to the Will County Metropolitan Exposition and Auditorium Authority (Railto Square Theatre).

The motion carried by the following vote:

Aye: Councilman Mudron, Councilman Hug and Councilwoman Hallums Quillman

REPORTS:

Mr. Sing, gave an overview of TMP-6520 for the September 2023 Monthly Financial Report, Invoice Exceptions and the Quarterly Report for the Joliet Public Library.

None.

Armando De Avila - Risk Management, presented TMP 6522 for the October Personnel Summary Report regarding employment positions currently open within the City of Joliet and the Local 440 Union. A brief discussion was held.
