City of Braidwood City Council met Sept. 13.

Minutes of the Regular Meeting of the Braidwood City Council Wednesday, September 13, 2023 Braidwood City Hall 141 W. Main St., Braidwood, IL 60408

Call to Order: The Regular Meeting of the Braidwood City Council on September 13, 2023 was called to order at 7:00 p.m., by Mayor Hart in the Council Chambers of the Braidwood City Hall.

Pledge of Allegiance: Mayor Hart requested all rise for the Pledge of Allegiance.

Roll Call: Upon Roll Call by the Clerk, the following members of the corporate authorities answered "Here" or "Present";

Elected Officials;

Present: Commissioner Walsh, Commissioner Mikel, and Mayor Hart

Absent: Commissioner Money and Commissioner Wietting

Appointed Officials:

Present: City Clerk Weaver, City Administrator Altiery, Chief Lyons and City Engineer Dave Weber and City Attorney Wellner

Absent:

Quorum: There being sufficient members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order.

Public Comment: Fredrick Miller; 42 Dinosaur Shadow Lakes: First I would like to ask a question in regards to the proposal that I made at the last board meeting that I attended. There are several members here from Shadow Lakes in position of authority and I would like them to respond to this question. That if any attempt has been made with the City of Braidwood to discuss a Traffic Enforcement Agreement? Also, I would like to thank the Braidwood Police Department for their heightened patrolling during the Labor Day weekend, it was definitely effective. Also, after commenting and unexpectedly disappearing what I said in the newspaper, one week later, in the headlines. It sort of created a stir, a little bit of controversary but I was really surprised of the amount of support that I received from members within our community and also some residents of Braidwood. And I really appreciate their support. Also, it was controversial from some of the residents within our small community that believe that I was speaking on behalf of the members of the Association. I would like to make it perfectly clear that I was speaking for myself as a concerned resident addressing a problem that needed to be addressed. No Facebook post should be conducted to give me authorization to speak at a public meeting as suggested from some residents within our community, that doesn't make sense. We all have rights, stand up for your rights, if you do see a problem, go after the problem. But also, being ex-military, I know what a chain of command is, and once you utilize the chain of command and the first step is not effective or the problem isn't addressed then you escalate to the next chain. I feel that I did everything properly in the right order to have the situation addressed. And I really appreciate the time that each and every individual here is investing in this to help us out for the safety of the residents. Thank you very much and I really appreciate it.

Attorney Wellner: As a reminder I would just encourage everyone that public comment is to be directed at the board, not at any individual board members or members of the public.

Approval of Minutes: Commissioner Mikel made a motion, seconded by Commissioner Walsh, to approve meeting minutes from the August 22, 2023. Regular Council Meeting. Motion carried with 3 ayes: 0 nays. (Walsh, Mikel, and Hart)

Mayor's Report: First of all, if you didn't know I was on vacation and it's good to be back, going from 102 to putting jackets on is a little shock to the system. I also want to say that I am very pleased to see the amount of people that have been attending lately. I know Tony addressed it the last time, that is very encouraging that people will come and voice their opinions, that is what its all about.

Administrator Report: No Report

City Clerk Report: I do have a couple things, number one, I am requesting an approval for the City of Braidwood to host the 2nd Annual Veterans 5K on May 19th with a rain date of June 2nd if needed. They did do this last year; I have a flyer on the table for the route if anybody is looking for that. I am asking for the approval from the council. Commissioner Walsh made a motion, seconded by Commissioner Mikel to approve the Constellation Veteran 5K on May 19th Motion carried with 3 ayes: 0 nays. (Walsh, Mikel, and Hart)

I also wanted to remind everybody that this weekend the Knights of Columbus will hold their annual Tootsie Roll Drive, it will be September 15, 16, and 17th, so they will be uptown at all the corners. Just a reminder.

Also, want to remind everyone of our Food Pantry that is located behind City Hall at 112 S Center St. It is open every Tuesday from 8am to noon and all families in need are welcome to receive food once a month through this free program. For more information you can always go their Facebook page Braidwood Community Care Center Food Pantry or call City Hall and we will help you get the information as well.

Engineer Report: No Report

City Attorney Report: No Report

Accounts & Finance Report: Commissioner Money is not here tonight so Administrator Altiery asked for a motion to approve the payment of bills, Commissioner Mikel made a motion, seconded by Commissioner Walsh, to approve the Payment of Bills, in the amount of $173.950.37 as identified in the Accounts Payable General Ledger dated September 13, 2023. Motion carried with 3 ayes: 0 nays. (Walsh, Mikel, and Hart). Administrator Altiery asked for a motion to approve payroll, Commissioner Walsh then made a Motion, seconded by Commissioner Mikel, to Approve Payroll Expenses, in the amount of $89,681.51 as identified in the Payroll General Ledger dated September 1, 2023. Motion carried with 3 ayes; 0 nays. (Walsh, Mikel, and Hart).

Streets & Public Improvement Report: I just wanted to thank, I have 6 pages of notes from what the guys and streets people have been doing over the past 5 weeks, clearing ditches, filling ditches, and much more. I just want to thank Scott Howard, Nick Grygiel, Matt Waszkiewicz, Dakota Dyer, George Weaver, and Aubrey Glisson; who is retired now. They are doing a great job; I just want to make sure they are front and center and proud of them and just want to thank them again. I also would like to clarify in the paper a few weeks ago, when we fill the ditches for homeowners, the homeowner pays for the pipe and materials and the street crew does the labor, the city takes that cost. I think it was reversed in the paper, I just wanted to clarify it. It's the material that the homeowner pays for, pipe, concrete, whatever is used and our guys fill it in and the labor is not charged to the homeowner.

Public Property Report: Administrator Altiery said everything is moving along as normal. Fixing hydrants and getting things back up to par around town.

Public Health & Safety Report: From September 4 to 12 we had 140 calls to service and 2 arrests and total arrest charges are also 2.

I have an Ordinance tonight Authorizing the Execution and Approval of a Collective Bargaining Agreement between the City of Braidwood and our Police Sergeants and I would like to Table that tonight. Commissioner Walsh made a motion to Table the Ordinance, seconded by Commissioner Mikel, Motion carried with 3 ayes: 0 nays. (Walsh, Mikel, and Hart)

Planning & Zoning Report: No Report

Old Business: No Report

New Business: Commissioner Walsh: I just want to remind everyone that the second Town Hall meeting with Tony Altiery the City Administrator is Tuesday September 26, here at 6:00pm before the City Hall meeting. We had one a couple months ago, we will have this one, and one more in November. There is flyer on the front door.

Administrator Altiery: I have that Surf Wireless wants to come to the next meeting. They want to talk to the council about running fiberoptics through town.

Executive Session: No

Mayor Hart: The next meeting will be Tuesday September 26 and as Dale said to remind you that Town Hall will be a meeting with Tony if you wish to come be here at 6 o'clock, the regular council meeting will start at 7 pm. Dale, do you want them so submit questions? Comm. Walsh: Yes, it won't be streamed on Facebook like the last one. If people have questions come in please, we will have a sheet to write down questions.

Jay Dixon: Why won't they stream it?

Comm. Walsh: The thought starting out was, we want people to come in and talk to Tony Altiery face to face, we have some people who don't know who he is. We also have, like it has been mentioned before, where people have a hard time hearing us on Facebook. We are working on getting all these replaced, eventually, hopefully within the next year. So, the microphones will work better; those are a couple of the reasons why. It was not that council didn't want bad comments on Facebook. We want people to come in, this room was full two months ago.

Adjournment: Commissioner Mikel made a motion, seconded by Commissioner Walsh, to adjourn the September 13, 2023 regular meeting of the Braidwood City Council. Motion carried with 3 ayes: 0 nays.
