Village of Frankfort Board of Trustees met Feb. 21.

Here are the minutes provided by the board:

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Tuesday, February 21, 2023, at 7:01 P.M.

ROLL CALL

Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Margaret Farina, Michael Leddin, and Daniel Rossi. Also in attendance were Attorney George Mahoney, Police Chief Leanne Chelepis, Village Administrator Rob Piscia, and Assistant Administrator John Burica. Trustees Jessica Petrow and Gene Savaria were absent.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

C. Committee of the Whole Report

1. Jackson Creek Sanitary Sewer Cleaning and Televising: Bid Approval - Resolution Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 23-02) AUTHORIZING THE EXECUTION OF A CONTRACT WITH VISU SEWER OF ILLINOIS, LLC FOR THE JACKSON CREEK SANITARY SEWER CLEANING AND TELEVISING PROJECT, in the amount of$156,790.50.

2. 2023-2024 Contractual Lawn Mowing: Bid Approval - Resolution

Accept the recommendation of the Committee of the Whole and adopt A RESOLUTION (NO. 23-03) AUTHORIZING THE EXECUTION OF A TWO-YEAR CONTRACT WITH INTEGRITY LANDSCAPING, INC. FOR 2023-2024 CONTRACTUAL LAWN MOWING, in the amount of $127,350.00 per year.

3. Disposal of Surplus Equipment - Ordinance

(Waive 1st and 2nd Readings)

Accept the recommendation of the Committee of the Whole, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3391) AUTHORIZING THE DISPOSAL OF A SURPLUS 2000 OLD DOMINION BRUSH CO. LCT 6000 LEAF V AC COLLECTOR, owned by the Village Frankfort, Will and Cook Counties, Illinois.

D. Plan Commission Report Summary

4. Markunas Residence Rear Yard Setback Variance: 700 Birchwood Road - Ordinance (Waive 1st and 2nd Readings)

Accept the recommendation of the Committee of the Whole, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3392) GRANTING A REAR YARD SETBACK VARIANCE TO CERTAIN PROPERTY LOCATED WITHIN THE LIMITS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS, (MARKUNAS RESIDENCE: 700 BIRCHWOOD ROAD), from 30 feet to 23 feet to permit the construction of a rear covered deck for the home located at 700 Birchwood Road, in accordance with the reviewed plans, public testimony, and Findings of Fact.

Trustee Farina made a motion, seconded by Trustee Borrelli, to approve the Unanimous Consent Agenda.

Trustees Borrelli, Farina, Leddin, and Rossi presented a brief overview of the consent agenda docket items under consideration for approval.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, and Rossi. Nays: None. Absent: Trustees Petrow and Savaria. The motion carried.

MAYOR'S REPORT

• Mayor Ogle reported the Village is currently implementing a new ERP computer software system which will provide a comprehensive solution for managing Village operations.

• Mayor Ogle announced the 2nd annual "Spring on the Green" event is scheduled for Sunday, March 19, from Noon to 2:00 P.M.

• Mayor Ogle congratulated Phillips Chevrolet for earning the 2022 Illinois Sales Leader for Chevrolet. Phillips Chevrolet has earned this award for 17 consecutive years, recognizing their achievements in retail sales.

• Mayor Ogle wished Clerk Schubert a happy birthday.

BOARD COMMENTS

Clerk Schubert stated Early Voting for the April 4th Consolidated Election begins at the Village Hall on Monday, March 20. She encouraged residents to check their voter registration status online at www.willcountyclerk.gov and reported on ways to register to vote.

The Village Board congratulated Phillips Chevrolet on their award and recognized their contributions to the community. Happy birthday wishes were extended to Clerk Katie Schubert and Trustee Petrow's grandmother, who turned 90 years old today.

VILLAGE ADMINISTRATOR REPORT

Administrator Piscia gave a shout out to Asst. Administrator John Burica and Finance Director Jenni Booth for their leadership with the new software system. He voiced his excitement for the new technology which will provide an improved interface, increased functionality, and more capabilities for staff, residents, and customers. He stated no credit card or auto payments can be accepted during this upgrade and voiced his appreciation for the public's patience. Administrator Piscia extended his congratulations to Phillips Chevrolet and wished Clerk Schubert a happy birthday.

POLICE DEPARTMENT REPORT

Chief Chelepis reported the Frankfort Police Department is accepting applications for the position of Police Officer through March 8. Applications can be found on the Village website, copsandfiretesting.com, and theblueline.com. Chief Chelepis reminded residents to lock their vehicles, remove valuables from sight, and never leave keys or key fobs inside of vehicles.

VILLAGE ATTORNEY'S REPORT

Village Attorney Mahoney had no report.

OTHER BUSINESS

There were no other items of business for discussion.

PUBLIC COMMENT

No public comments were addressed to the Village Board.

ADJOURNMENT

Hearing no further business, Trustee Farina made a motion, seconded by Trustee Borrelli, to adjourn the regular board meeting of Tuesday, February 21, 2023. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7:15 P.M.
