City of Joliet Pre-Council met Dec. 5.

Here are the minutes provided by the council:

ROLL CALL:

Councilwoman Gavin attended the meeting remotely.

Present:

Mayor Robert O'Dekirk, Councilman Joe Clement, Councilwoman Bettye Gavin, Councilman Cesar Guerrero, Councilman Larry E. Hug, Councilman Terry Morris, Councilman Pat Mudron, Councilwoman Jan Quillman and Councilwoman Sherri Reardon

ALSO PRESENT: James V. Caparelli and Corporation Counsel Sabrina Spano. PRESENTATION:

Overview of the City’s NPDES Stormwater Quality Program

Greg Ruddy, Public Works Director, briefly explained the NPDES Program and introduced Dan Bounds.

Mr. Bounds with Baxter & Woodman gave a brief presentation on stormwater management, including new requirements issued by the IEPA.

A brief discussion was held regarding the City's sewer separation program and IEPA impairment findings on Rock Run Creek.

Joliet Public Library Budget - Megan Millen, Executive Director

Megan Millen, Executive Director, gave a brief overview of the services provided at the Joliet Public Library.

A lengthy discussion was held regarding the new media room, access of library cards, available tutoring, increase in the tax levy request, COVID money received by the library, number of visitors, number of Joliet residents with library cards, and the libraries form of governance.

Rialto Square Theatre Budget - Wade Welsh, Executive Director

Bob Filotto, Chairman of the Rialto Authority Board, briefly discussed the requested financial assistance from the city, application for American Rescue Plan Act (ARPA) funding, and introduced Wade Welsh.

Mr. Welsh, Rialto Executive Director, gave a brief presentation of the Financial Snapshot, Fiscal Year 2023 Snapshot, Programming & Entertainment, Venue Improvements, and Rialto Renovations.

Jen Howard, Vice President of the Rialto Board, spoke in support of the Rialto Square Theatre.

A lengthy discussion was held regarding the Rialto sign, weddings and shows held, funding for theatre, cost for roof restoration, shortfalls in funding, outreach to Will County Officials for ARPA funding, insurance for the Rialto, Venueworks employees, and necessary funding from the City to support operation cost.

Joliet Area Historical Museum Budget - Greg Peerbolte, Executive Director

Greg Peerbolte, Executive Director, gave a lengthy presentation on updates, expansions, and exhibits at the museum, old Joliet Prison stabilization plan, public native garden at the old Joliet prison, review of events at the old Joliet

prison, grant funding, upcoming Route 66 100 year celebration, and 2023 budget request from the City.

A brief discussion was held regarding the house on Elizabeth Street, sale of merchandise at the prison, total gross revenues and expenditures of the Museum, and the Brown Book and Katherine Dunham.

Boise Walk spoke in opposition of Council Memo #582-22: Public Hearing for Resolution Approving the 1st Amendment to the Annexation Agreement for 620 Sandall Place and 800 Richards Street.

A brief discussion was held regarding a meeting with local residents concerning Council Memo #582-22.

Suzanna Ibarra spoke in opposition of Council Memo #582-22.

Betsy Satcher spoke in opposition of Council Memo #582-22.

Megan Cooper spoke in opposition of Council Memo #582-22.

Nate Washburn, attorney on behalf of petitioner, discussed the existing quarry. Margie Cepon spoke in opposition of Council Memo #582-22.
