ALSO PRESENT: Allison Swisher - Director of Public Utilities, Greg Ruddy - Director of Public Works, Tony Anczer - Deputy Director - Engineering, Mike Todorovic - Deputy Director of Public Works, and Bob Okon - Herald News.

APPROVAL OF MINUTES

A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to approve the Minutes of the January 31, 2022 Public Service Committee Meeting.

a. Award of Contract for the Purchase of Replacement parts for the No. 2 Primary Tanks at the Eastside Wastewater Treatment Plant to Evoqua Water Technolgies / Envirex Products in the amount of $37,858.18

Allison Swisher, Director of Public Utilities, discussed the purchase of replacement parts for the primary tanks at the Eastside Wastewater Treatment Plant, in the amount of $37,858.18, on behalf of Evoqua Water Technologies / Envirex Products.

b. Award of Contract for the 2022 Public Works Landscape Restoration Program to Allied Landscaping in the amount of $44,346.00

Mike Todorovic, Deputy Director of Public Works, discussed the 2022 Public Works Landscape Restoration Program, in the amount of $44,346.00, on behalf of Allied Landscaping.

c. Award of Contract for the 2022 On-Call Lead Water Service Replacement Program not to exceed $350,000.00

Allison Swisher discussed the contract for the 2022 On-Call Lead Water Service Replacement Program for a not to exceed amount of $350,000.00. Approved contractors are Stip Bros. Excavating, Inc., Construction by Camco Inc., and Austin Tyler Construction, Inc. to be paid based on the unit prices provided in their bids.

d. Award of Contract for the 2022 On-Call Excavation and Underground Utility Repair Program not to exceed $250,000.00

Allison Swisher discussed the 2022 On-Call Excavation and Underground Utility Repair Program for an amount not to exceed $250,000.00. Approved contractors are Austin Tyler Construction, Construction by Camco, and Len Cox & Sons to be paid based on the unit prices provided in their bids.

e. Award of Contract for the Laraway Road Water Main Improvements Project to Steve Speiss Construction in the amount of $1,744,678.30

Anthony Anczer, Deputy Director - Engineering, discussed the contract for the Laraway Road Water Main Improvements Project, in the amount of $1,744,678.30, on behalf of Steve Speiss Construction.

f. Award of Contract for the River Bluff Water Main Improvements Project to Austin Tyler Construction Inc. in the amount of $6,568,215.34

Anthony Anczer discussed the contract for the River Bluff Water Main Improvements Project, in the amount of $6,568,215.34, on behalf of Austin Tyler Construction, Inc.

g. Award of Contract for the Reedwood Phase 2 Water Main Improvements Project to Len Cox & Sons Excavating in the amount of $3,725,711.04

Anthony Anczer discussed the contract for the Reedwood Phase 2 Water Main Improvements Project, in the amount of $3,725,711.04, on behalf of Len Cox & Sons Excavating.

h. Award of Contract for the Harwood Street (Cass Street -Sterling Avenue) Roadway Improvement Project - 2021 - MFT Sect. No. 21-00536-00-FP to Austin Tyler Construction, Inc. in the amount of $397,497.49

i. Award of Contract for the Phase II Professional Engineering Services for the Theodore Street Widening Improvements Project - Project 1A (Drauden Road - Wesmere Parkway) - MFT Sect. No. 18-00515-00-WR to V3 Companies, Ltd. In an amount not to exceed $383,511.00

Greg Ruddy, Director of Public Works, discussed the Phase II Professional Engineering Services for the Theodore Street Widening Improvements Project - Project 1A (Drauden Road - Wesmere Parkway) - MFT Sect. No. 18-00515-00-WR, in the amount of $383,511.00, on behalf of V3 Companies, Ltd.

Award of Contract for the Fairmont and Garvin Sanitary Improvement Project to Performance Construction and Engineering in the amount of $42,230.00

Anthony Anczer discussed the contract for the Fairmont and Garvin Sanitary Improvement Project, in the amount of $42,230.00, on behalf of Performance Construction and Engineering.

A motion was made by Councilwoman Gavin, seconded by Councilman Morris, to recommend for approval by the full Council Contract Item No's TMP-3212, TMP-3213, TMP-3214, TMP-3215, TMP-3224, TMP-3225, TMP-3226, TMP-3232, TMP-3233, and TMP-3243.

Allison Swisher discussed the Julie Illinois One-Call System Services, in the amount of $27,832.74, on behalf of JULIE, Inc.

b. Change Order No. 1 for the Garnsey Park Phase 2 Water Main Improvements Project to Austin Tyler Construction Inc. in the amount of ($138.700.36) and Payment Request No. 6 and Final in the amount of $207,330.44

Anthony Anczer discussed Change Order No. 1, in the amount of ($138,700.36), for the Garnsey Park Phase 2 Water Main Improvements. Also included is Payment No. 6 and Final, in the amount of $207,330.44, on behalf of Austin Tyler Construction, Inc.

c. Change Order No. 1 for the Florence Park Phase 1A Water Main Improvement Project to Austin Tyler Construction Inc. in the amount of $51,525.35 and Payment Request No. 5 and Final in the amount of $182,612.29

Anthony Anczer discussed Change Order No. 1, in the amount of $51,525.35, to the Florence Park Phase 1A Water Main Improvement Project. Also included is Payment No. 5 and Final, in the amount of $182,612.29, on behalf of Austin Tyler Construction.

A motion was made by Councilman Morris, seconded by Councilwoman Gavin, to recommend for approval by the full Council Change Orders / Pay Estimates / Final Payments Item No's TMP-3217, TMP-3227, AND TMP-3228.

Greg Ruddy discussed the Public Hearings for Special Service Area No. 1 - Walsh Avenue (Douglas Street - Taylor Street), Special Service Area No. 2 - Helen Avenue (Charity Avenue - Mills Road), and Special Service Area No. 3 - Dora Avenue (Woodruff Road - Garvin Street).

b. Public Hearing for and Request for Approval of an Ordinance Establishing the 2022 Special Service Area No. 2 - Helen Avenue (Charity Avenue - Mills Road)

Greg Ruddy discussed the Resolution regarding the Surface Transportation Program Local Funding for the Theodore Street Widening Improvements Project - MFT Sect. No. 18-00515-00-WR for the 20% match available should the grant be awarded to City of Joliet.

e. Resolution Appropriating Rebuild Illinois Bond Funds for the Phase II Professional Engineering Services for the Theodore Street Widening Improvements Project - Project 1A (Drauden Road - Wesmere Parkway) - MFT Sect. No. 18-00515-00-WR in the amount of $383,511.00

Greg Ruddy discussed the Phase II Professional Engineering Services for the Theodore Street Widening Improvements Project - Project 1A.

f. Resolution Accepting Illinois Environmental Protection Agency Low Interest Loan L175745 for the Lead Water Service Line Replacement Program Phase III

Allison Swisher discussed the IEPA Low Interest loan for the Lead Water Service Line Replacement Program Phase III. This is available for principle forgiveness.

g. Resolution Appropriating Motor Fuel Tax Funding for the Harwood Street (Cass Street - Sterling Avenue) Roadway Improvement Project - 2021 - MFT Sect. No. 21-00536-00-FP in the amount of $388,997.49

Mike Todorovic discussed the MFT Resolution for the Harwood Street (Cass Street - Sterling Avenue) Roadway improvement Project - 2021.

A motion was made by Councilman Morris, seconded by Councilwoman Gavin, to recommend for approval by the full Council Ordinances and Resolutions Item No's TMP-3234, TMP-3235, TMP-3236, TMP-3237, TMP-3238, TMP-3239, and TMP-3241.
