Wilmington Community Unit School District 209U Board of Education met Dec. 9.

Here is the minutes provided by the board:

The Board of Education of Wilmington Community Unit School District No. 209-U met in regular session on Monday, December 9, 2019 at 6:00 P.M. in the Wilmington School District Boardroom. President Cragg called the meeting to order with the following members answering roll call: Dziuban, Kunz, Moran, Southall, Stickel (via telephone) and Cragg. Anderson – Absent.

A motion was made by Southall and seconded by Moran at 6:06 P.M. to discuss in closed session and to take action in open session: The appointment, employment, compensation, discipline, performance or dismissal of specific employees/coaches, and The setting of a price for sale or lease of property owned by the public body. Anderson-absent,Dziuban- aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Dziuban to leave closed session at 6:15 P.M. Anderson-absent, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

Truth in Taxation hearing was conducted by Ellen Wandless from 6:15p.m. until 6:22 p.m. Pledge to the Flag 6:30 P.M.

5 guests were present.

A motion was made by Dziuban and seconded by Southall to approve the agenda and consent agenda for the Monday, December 9, 2019 meeting of the Wilmington Community Unit School District 209-U Board of Education as presented. All Aye. Motion carried.

Opportunity for Public Input:

Connie Forsythe asked the Board to look into why the Competitive Cheerleading team was not allowed to use the cafeteria during the competition they hosted in November. She asked that all athletic teams be given the same access rights.

Katherine Long asked the Board to explain their stand on E-learning days, specifically in relation to special needs students attending school at locations outside of Wilmington.

Administrator Reports:

Mrs. Beth Norman, Bruning Principal reported:

Santa Secret Shop was held on 12/3. Thank you to Karen and Michael Doyle for their generous $100 donation to ensure that every student had money to shop with for their loved ones. The Kindergarten Class presented their Christmas Program “Snow Day” on 12/10 at 6:00 at the Wilmington Middle School gym. First Trimester celebrations will be on 12/19. Second trimester progress reports will go to parents on 12/20. The Christmas Parties will be held on 12/20 with an early dismissal of 1:35 PM. There will be no school from 12/23 – 1/6. School will resume on 1/7. Bruning students will be benchmarked in January. The students are tested in Literacy and Math. RTI Intervention groups will be adjusted accordingly after the results are documented.

Mrs. Venita Dennis, Stevens Intermediate School reported:

Trimester awards were given out on 11/20. Second and third grade students will present their holiday programs on 12/11 at WMS at 5:30 and 7:00 PM respectively. Holiday parties will be held on 12/20 with an early dismissal of 1:50 PM for winter break. The Santa Secret Shop was held on 12/4 and 12/5. The Santa Secret Shop is a mini craft show presented by many local crafters. This is a service to the students to purchase Christmas presents for their friends and relatives. Penny Wars took place during the week of 12/2, proceeds raised will go to Kuzma Cottage. Second trimester midterm reports will be available on 12/20. Winter Break will be from 12/23 through 12/6. All students will be benchmarked for RTI during January. The next meeting of WE-PTO will take place 1/7 at the WMS Library.

Mr. Adam Spicer, Wilmington Middle School Principal reported:

The winter concert will be held on 12/17. The WMS Speech Team will participate in the Wreaths Across American program by traveling to Abraham Lincoln Cemetery on 12/14 to lay wreathes on veterans’ graves. 7th Grade math classes will welcome an engineer to WMS on 12/13 who will discuss the importance of math when building bridges and roads. Beta Club is collecting hats, gloves and scarves to donate to Our Caring Closet. Winter sports are well underway. Band and Chorus will travel to Northfield Mall on 12/13 to perform.

Mr. Scott Maupin, Wilmington High School Principal reported:

Semester exams will be administered from 12/18 through 12/20. First semester incomplete grades are due in Guidance by 1/10. The 2019 Christmas Concert was held on 12/4. WHS will offer the SAT prep class this year. We had 5 students named Illinois State Scholars. Each month students are selected from each grade level to be students of the month. For the month of November Jacob Hertz and Ella Cooper were selected from the freshman class, Alicea Wariner and Ken Shelton from the sophomore class, Rachel Wandless and Jesse Jenkins from the junior class, Mack Wilburn and Neena Dingillo from the senior class. Winter athletics are in full swing, and the Competitive Cheerleaders recently earned a 2nd place finish at the Wilmington Invitational. The cast has been set for the Spring Musical “High School Musical”. The WHS band performed at the Joliet Holiday parade on 11/29.

Mr. Mike McCorminck, Technology Coordinator reported:

Everything is running smoothly. We will have some shut-downs over Break.

Ms. Ellen Wandless, Business Manager reported:

 Ms. Wandless stated that the State of Illinois is $239,764.30 behind in payments.

 Ms. Wandless reported that the District will ask for a Levy which exceeds the 1.05% and will require a public hearing. The hearing was held at 6:15 P.M. on 12/9/19. The District has been under tax caps for several years. Tax caps established that tax payers will not pay more in taxes than the prior year plus an inflation adjustment. This year the inflation adjustment is 1.9%. The levy will also include an amount of tax generated from new property that was not on the tax roll last year. The tax rate including Bonds is projected to increase by more than 5%.

 Ms. Wandless reported that our FY20 Impact Aid application was completed and filed on 12/4.

 Ms. Wandless reported that we will receive our final distribution of 2018 real estate taxes on 12/19. As of today, we have collected 96.70% of our total tax extension.  Ms. Wandless reported that there will be a special Board meeting on 12/18 to accept a bid on the 2018/2019 Building Trades house.

Mr. Kevin Feeney, Curriculum Director reported:

We will recognize students who exceeded expectations on last year’s IAR assessments at the February Board meeting. The 2019/2020 Illinois State Scholars will be recognized at the March meeting. We will be participating in Stop the Bleed training and CrisisGo App training during the 1/6 Teacher Institute. The PSAT scores have come back, and will be reviewed over the next several weeks in preparation for the April SAT test. 6-8 science teachers will begin piloting a new textbook series from Pearson in January. A recommendation for adoption and purchase of these textbooks will be made at the April Board Meeting. We will be scheduling a TAB meeting in January to discuss the 2020/2021 calendar.

Dr. Matt Swick, Superintendent reported:

Dr. Swick provided Fund Balances as of November 30, 2019.

Illinois Freedom of Information Act (FOIA) Report: One FOIA Request was received asking for information about all contracts and written agreements for athletic training and/or therapy services from 2016 to present. Kevin Feeney responded via e-mail, attaching our contract with ATI.

As of November 30, 2018, we had received 96.23% of our 2017 levy. 

As of November 30, 2019, we have received 96.70% of our 2018 levy.

Five WHS students have been selected as Illinois State Scholars.

The SAT Prep Course will begin February 11th, and run through April 2nd. Area 5 Speech Competition results.

We have been notified of the final 2020 IMRF Rate. We will increase from 12.83% to 15.61%.

SIS, and Bruning Principals all received letters of congratulations from the Will County Regional Office of Education for receiving Exemplary designation from the ISBE.

Act on the Consent Agenda: A motion was made by Southall and seconded by Moran to approve the Consent agenda items as amended for the Monday, December 9, 2019 meeting of the Wilmington Community Unit School District 209-U Board of Education. Anderson-absent, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Dziuban and seconded by Southall to approve the irrevocable letter of retirement submitted by Venita Dennis, L.J. Steven’s Intermediate School Principal. Anderson-absent, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Dziuban to acknowledge Venita Dennis has met all goals and indicators for existing contract, and to approve a new multi-year contract for Mrs. Dennis as Principal of L.J. Stevens Intermediate School with annual salary increases of 6% for 2020-2021, 6% for 2021-2022, and 5% for 2022-2023 school years. Anderson-absent, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Moran and seconded by Southall to approve the irrevocable letter of retirement submitted by Mike McCormick, District Technology Director. Anderson-absent, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Dziuban to approve the Retirement Contract for Mike McCormick, the District Technology Director, with annual salary increases of 6% for 2020-2021, 6% for 2021-2022, 5% for 2022-2023, and 5% for 2023- 2024 school years. Anderson-absent, Dziuban-aye, Kunz-aye, Moran-aye, Southall- aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Moran to approve the irrevocable notice of retirement submitted by Karen Doyle, a Bruning Elementary Kindergarten teacher. Anderson-absent, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Moran to approve 6% salary increases for Karen Doyle on the previous year’s TRS reported earnings, beginning in the 2020-2021 school year, and concluding at the end of the 2023-2024 school year. Anderson-absent, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Dziuban and seconded by Southall to approve Mr. Maupin’s recommendation to employ Dana Hodgin as the Wilmington High School Freshman Girls’ Basketball coach for the 2019-2020 school year at a Step 1 in the salary schedule. Stipends are set by the current Collective Bargaining Agreement, and employment is contingent on completion of all paperwork, and meeting all local, state and federal guidelines. Anderson- absent, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Dziuban to approve Mr. Maupin’s recommendation to employ James Cox as a Wilmington High School Assistant Wrestling coach for the 2019-2020 school year at 1⁄2 of Step 3 in the salary schedule. Stipends are set by the current Collective Bargaining Agreement, and employment is contingent on completion of all paperwork, and meeting all local, state and federal guidelines. A motion was made by Moran and seconded by Southall to approve Mr. Maupin’s recommendation to employ Richelle Janes as a Wilmington High School Volunteer Assistant Musical Director for the 2019-2020 school year. No stipend will be paid, and employment is contingent on completion of all paperwork, and meeting all local, state and federal guidelines. Anderson-absent, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Moran to approve Resolution No. 13- 19 – Certification of 2019 Levy. Anderson-absent, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Dziuban and seconded by Southall to approve the creation of a new non-union Maintenance (Grounds and Facilities) Position. Anderson-absent, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Southall and seconded by Moran to approve Mr. Spicer’s recommendation to renew the Athletic Cooperative Agreement with St. Rose School for the 2021-2022 and the 2022-2023 school years. Anderson-absent, Dziuban-aye, Kunz-aye, Moran-aye, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

TAB/Leadership Committee – Tim Cragg: There will be a meeting in January.

Three Rivers Governing Board – Terry Anderson: No Report.

WILCO Board of Control – Peggy Kunz: An effort is underway to coordinate Spring Break among all WILCO districts in 2021.
