The Board of Education of Wilmington Community Unit School District No. 209-U met in regular session on Wednesday, November 13, 2019 at 6:00 P.M. in the Wilmington School District Boardroom. President Cragg called the meeting to order with the following members answering roll call: Anderson, Dziuban, Kunz, Southall, Stickel and Cragg. Moran, absent.
A motion was made by Stickel and seconded by Southall at 6:03 P.M. to discuss in closed session and to take action in open session: The appointment, employment, compensation, discipline, performance or dismissal of specific employees/coaches. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-absent, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.
A motion was made by Anderson and seconded by Stickel to leave closed session at 6:18 P.M. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-absent, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.

A motion was made by Anderson and seconded by Southall to approve the agenda and consent agenda for the Wednesday, November 13, 2019 meeting of the Wilmington Community Unit School District 209-U Board of Education as amended. All Aye. Motion carried.

Administrator Reports:
Mrs. Beth Norman, Bruning Principal reported:
Students and staff participated in Red Ribbon Week from 10/23 – 10/31. Parent/Teacher conferences were held on 11/7 and 11/8 with 99% parent participation. Thanksgiving Break will be from 11/27 through 11/29. Halloween Parties took place on 10/31. Staff and students wore pink on 10/15 to support Breast Cancer Awareness month and honor Val Horrie who is five years cancer-free. We participated in the Great Midwest Shakeout Earthquake Drill on 10/17. The First tri-mester ended 11/6. 11/13 was a school improvement day. First tri-mester awards will be on 11/15. First tri-mester celebration will be on 11/25. Jerry Jacobi will be the speaker at an assembly on 11/14 about Character education. The entire school will travel to the Mar Theater on 11/25 to see Frozen 2. Santa’s Secret Shop will be 12/3. Christmas Programs will be 12/10 at WMS.
Mrs. Venita Dennis, Stevens Intermediate School Principal reported:
Parent/Teacher conferences were held on 11/7 and 11/8. The first tri-mester ended 11/6. Tri-mester awards will be on 11/20. An assembly will be held on 11/14 titled “Character Counts”. Santa Secret Shoppe will take place December 4th and 5th. There was a Veterans Day celebration and luncheon on 11/12, with 15 Veterans in attendance. Mrs. Quigley sponsored a book fair from 11/4 – 11/12. Students will participate in a penny wars fundraiser the week of 12/1 to raise money for Kuzma Care Cottage. Thanksgiving Break is 11/27-11/29. Christmas programs will be on 12/11 for the second and third grades. Second Grade will have “Goodies with Grown-Ups” on 11/22, and Fifth Grade will have “Goodies with Grown-Ups” on 11/26.
Mr. Adam Spicer, Wilmington Middle School Principal reported:
Parent/Teacher conferences were held on 11/7 and 11/8 with 68% attendance. The IESA Speech contest was very successful with 23 1st place awards, 19 2nd place awards, and 2 3rd place awards. The first tri-mester ended 11/6. The 7th and 8th grade girls’ basketball season is winding down. The boys’ basketball teams have begun playing. Wrestling and volleyball will begin in early December. Teachers were provided professional development on 11/13. The Fannie Mae fundraiser for athletics ended – proceeds will be used to support our athletic programs. On 11/12 we hosted the author Joelle Charbonneau for an assembly and writers workshop. Congratulations to Wildcats of the Month Logan Van Duyne, Hunter Osipavicius and Alyssa Cieszkiewicz. We had a Veteran’s Day Assembly on 11/7. P.O.P.S. will take place on 11/7.
Mr. Scott Maupin, Wilmington High School Principal reported:
The following topics will be discussed at Departmental Meetings during the week of November 12th, 2019: 2020-2021 Course sequencing, 2019-2020 Program of Studies Update, 1st Quarter Core Curriculum Failures/At Risk, recent ESSA designation of “Commendable”, Curriculum binders, 1st quarter At-Risk Students, 1st Semester Exam Schedule. Second quarter Progress Reports are due in Guidance on 11/15. Juniors will begin scheduling for 20/21 during the first week of December. Veterans Day assembly was held on 11/12 where students Skyped with Mr. Tom Fritz in Afganistan. ICE conference Art Workshop was on 11/13. ICE Conference Chorus Festival was held at Peotone High School on 11/4. The ICE Conference Leadership Workshop was held on 11/4. Congratulations to the Wildcat Varsity Football coaches and players for making the IHSA playoffs for the 24th consecutive season. Volley For a Cure raised $8,000, which was matched by Marriott International for a total donation of $16,000 to Lurie Children’s Hospital. Girls Basketball season begins on 11/18. Boys Basketball will begin their season 11/25. The 2019-20 wrestling season opens at the Prairie Central duals on 12/7. Competitive Cheer is hosting an invite on 11/24. The Christmas concert will be held on 12/4 at 7:00 PM in the WHS main gym. Students of the Month are: Freshmen – Katlyn McGray and Ryder Meents, Sophomores – Neve VanDuyne and Cougar Forsythe, Juniors – Halle Haga and Lauren Fox, Seniors – Nick Sundine and Bella Egezio.
Mr. Mike McCorminck, Technology Coordinator reported:

Ms. Ellen Wandless, Business Manager reported:
Ms. Wandless stated that the State of Illinois is $247,652.26 behind in payments.
Ms. Wandless reported that the District will ask for a Levy which exceeds the 1.05% and will require a public hearing. The hearing will be held at 6:15 P.M. on 12/9/19 if approved by the Board. The District has been under tax caps for several years. Tax caps established that tax payers will not pay more in taxes than the prior year plus an inflation adjustment. This year the inflation adjustment is 1.9%. The levy will also include an amount of tax generated from new property that was not on the tax roll last year. The tax rate including Bonds is projected to increase by more than 5%.
Ms.Wandless informed the Board that she contacted Industrial Appraisal to do a
full capital appraisal of our District in 2020 since it has been five years since our last full appraisal was completed.
Kevin Feeney, Curriculum Director reported:
11/13 staff development activities took place
All WHS Juniors took the PSAT/NMSQT exam on 10/16.
Students will be recognized for achievements at upcoming Board meetings, instead of at one assembly in January.
The WHS Program of Studies is being expanded to include more CTE courses (Aviation Mechanics, Business Logistics, and Medical Assisting), along with new math, music, and science courses.
Summative ESSA designations for each school were explained in detail. Bruning and Stevens Intermediate schools earned Exemplary status, while the Middle School and High School earned a Commendable status.
Dr. Matt Swick, Superintendent Reported:
IASB Has Declared that School Board Member’s Day is November 15th. We are observing the occasion on November 13th with a Recognition of Board Members.
Illinois Freedom of Information Act (FOIA) Report: One FOIA was received from Nancy Holstein, Account Executive at Canon Solutions America, Inc, requesting information regarding any lease and/or maintenance agreements our school district has for copiers. Kevin Feeney responded via e- mail stating that we do not have any lease or maintenance agreements for our district copiers, and that we pay an hourly rate for repairs though the company we purchased the copiers through.

A motion was made by Stickel and seconded by Anderson to approve Adam Spicer’s recommendation to employ Jake Van Duyne as a volunteer assistant Wilmington Middle School Assistant Boys’ Basketball Coach, for the 2019-2020 school year. No stipend will be paid by the District. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-absent, Southall- aye, Stickel-aye, and Cragg-aye. Motion carried.
A motion was made by Stickel and seconded by Southall to approve Adam Spicer’s recommendation to employ Stacy Drown as a volunteer Wilmington Middle School Assistant Volleyball Coach, for the 2019-2020 school year. No stipend will be paid by the District. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-absent, Southall-aye, Stickel- aye, and Cragg-aye. Motion carried.
A motion was made by Dziuban and seconded by Stickel to approve Adam Spicer’s recommendation to employ Raquel Chavez as a volunteer assistant Wilmington Middle School Assistant Girls’ Basketball Coach, for the for the remainder of the 2019-2020 basketball season. No stipend will be paid by the District. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-absent, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.
A motion was made by Southall and seconded by Dziuban to approve Adam Spicer’s recommendation to employ Yasmine Chavez as a volunteer assistant Wilmington Middle School Assistant Girls’ Basketball Coach, for the remainder of the 2019-2020 basketball season. No stipend will be paid by the District. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-absent, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.
A motion was made by Anderson and seconded by Stickel to Approve Dr. Swick’s recommendation to utilize Skyward as our Student Information System software provider, and to enter into a multi-year service, license and hosting agreement with them for the total price of $120,247.00, to be paid between January, 1, 2020 and June 30, 2023. Pending review by the Superintendent and the District’s Attorney. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-absent, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.
A motion was made by Stickel and seconded by Dziuban to accept a bid for a Cash Rent Lease of farmland owned by Wilmington School District 209U from Dale Kestel for a four-year period beginning on January 1, 2020, and ending after the end of the Fall harvest of 2023. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-absent, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.
A motion was made by Stickel and seconded by Southall to approve Dr. Swick’s recommendation to seek bids for a tile replacement project at L.J. Steven’s Intermediate School to be completed during the summer of 2020. Anderson-aye, Dziuban-aye, Kunz- aye, Moran-absent, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.
A motion was made by Stickel and seconded by Southall to approve Dr. Swick’s recommendation to seek bids for a floor replacement project at Wilmington Middle School to be completed during the Summer of 2020. Anderson-aye, Dziuban-aye, Kunz-aye, Moran-absent, Southall-aye, Stickel-aye, and Cragg-aye. Motion carried.
