City of Crest Hill City Council met July 1.

Here is the minutes provided by the council:

The regular meeting of the City of Crest Hill was called to order by Mayor Raymond R. Soliman at 7:00 p.m. in the Council Chambers, 1610 Plainfield Road Crest Hill, Will County, Illinois.

The Pledge of Allegiance was recited in unison.

Roll call indicated the following present: Mayor Raymond Soliman, City Clerk Vicki Hackney, City Treasurer Glen Conklin, Alderman Scott Dyke, Alderman John Vershay, Alderwoman Barbara Sklare, Alderwoman Claudia Gazal, Alderwoman Tina Oberlin, Alderman Marco Coladipietro, Alderman Nate Albert, Alderman Joe Kubal.

Also present were: City Administrator Heather McGuire, Deputy Police Chief Tony Rossetti, Community Development Director Scott McMaster, Director of Water/Wastewater Mark Siefert, Public Works Director Tom Migatz,

Absent were: Deputy City Clerk Janet Serdar, Police Chief Ed Clark, Director of City Services Greg Koch, Assistant City Administrator/HR Director Megan Fulara, Finance Supervisor Ashli Motyka.

APPROVAL OF MINUTES: Mayor Soliman presented the minutes from the regular meeting held on June 17, 2019 for Council approval.

(#1) Motion by Alderwoman Sklare, seconded by Alderman Coladipietro, to approve the minutes from the regular meeting held on June 17, 2019 as presented. On roll call, the vote was: AYES: Ald. Albert, Kubal, Dyke, Vershay, Sklare, Gazal, Oberlin, Coladipietro. NAYES: None. ABSENT: None.

There being eight (8) affirmative votes, the MOTION CARRIED. (38)

CITY ADMINISTRATOR: (54) City Administrator Heather McGuire presented AN ORDINANCE ANNEXING CERTAIN TERRITORY TO THE CITY OF CREST HILL, WILL COUNTY, ILLINOIS (City-Owned Parcel on Gaylord Road) Administrator McGuire went over the background of the proposed ordinance and parcel of property.

(#2) Motion by Alderman Albert, seconded by Alderman Coladipietro, to approve AN ORDINANCE ANNEXING CERTAIN TERRITORY TO THE CITY OF CREST HILL, WILL COUNTY, ILLINOIS (City-Owned Parcel on Gaylord Road) On roll call, the vote was: AYES: Ald. Kubal, Dyke, Vershay, Sklare, Gazal, Oberlin, Coladipietro, Albert. NAYES: None. ABSENT: None. There being eight (8) affirmative votes, the MOTION CARRIED. Ordinance #1814 (63)

(79) Administrator McGuire announced that there will be a work session on Monday July 8, 2019 for discussion on the Administrative Hearing Officer, City Hall/Police Station Site Layout, and the Camiros Proposal for Broadway TIF District.

PUBLIC WORKS DEPARTMENT: (90) Director of Public Works Tom Migatz presented AN ORDINANCE AMENDING CHAPTER 13.04.110 OF THE CITY OF CREST HILL CODE OF ORDINANCES REGARDING EQUITABLE CONNECTION CHARGES. Director Migatz went over the background of the proposed ordinance.

(#3) Motion by Alderwoman Oberlin, seconded by Alderwoman Gazal, to approve AN ORDINANCE AMENDING CHAPTER 13.04.110 OF THE CITY OF CREST HILL CODE OF ORDINANCES REGARDING EQUITABLE CONNECTION CHARGES. On roll call, the vote was: AYES: Ald. Coladipietro, Albert, Kubal, Dyke, Vershay, Sklare, Gazal, Oberlin. NAYES: None. ABSENT: None. There being eight (8) affirmative votes, the MOTION CARRIED. ECONOMIC DEVELOPMENT DEPARTMENT: (123) Community Development Director Scott McMaster presented a request for the hiring of Building Inspector Candidate John Sweeney per the memo dated July 1, 2019. Director McMaster went over the background of the position and the candidate's qualifications.

(#4) Motion by Alderman Dyke, seconded by Alderman Vershay, to approve the hiring of John Sweeney to the position of Building Inspector per the memo dated July 1, 2019. On roll call, the vote was: AYES: Ald. Sklare, Gazal, Oberlin, Coladipietro, Albert, Kubal, Dyke, Vershay. NAYES: None. ABSENT: None. There being eight (8) affirmative votes, the MOTION CARRIED. (155) Members of the Council welcomed Mr. Sweeney to the City. Mr. Sweeney gave a brief speech. Director McMaster announced that there will be a ribbon cutting at Sophie's on July 10th. Alderwoman Gazal questioned who was hosting this event. Alderman Albert explained that Sophies is hosting the event but had asked the Chamber to be involved. Discussion followed. Alderwoman Gazal would like to know in the future who will be hosting the ribbon cuttings. Alderman Albert explained that the owners approached the Chamber and the information was forwarded to the Council. Alderwoman Gazal would like to see the Chamber and City work together. Alderwoman Gazal would like to see the Chamber added to the work session for discussion on their role in the City. Administrator McGuire said that in the past the City has worked with the businesses to schedule ribbon cuttings. Now that the chamber has reorganized we need to make sure there is a process in place to schedule the events.

POLICE DEPARTMENT: (516) Deputy Chief Tony Rossetti presented AN ORDINANCE AMENDING THE TITLE OF CHAPTER 5.10 AND SECTIONS 5.10.010, 5.10.020, 5.10.050, 5.10.060, 5.10.070 AND 5.10.140 OF THE CODE OR ORDINANCES OF THE CITY OF CREST HILL, ILLINOIS. Deputy Chief Rossetti went over the background of the request which is in regards to the tobacco ordinance. This is per the memo dated June 25, 2019.

(#5) Motion by Alderwoman Oberlin, seconded by Alderwoman Gazal, to approve AN ORDINANCE AMENDING THE TITLE OF CHAPTER 5,10 AND SECTIONS 5.10.010, 5.10.020, 5.10.050, 5.10.060, 5.10.070 AND 5.10.140 OF THE CODE OR ORDINANCES OF THE CITY OF CREST HILL, ILLINOIS. On roll call, the vote was: AYES: Ald. Coladipietro, Albert, Kubal, Dyke, Vershay, Sklare, Gazal, Oberlin. NAYES: None. ABSENT: None. There being eight (8) affirmative votes, the MOTION CARRIED. (557) Deputy Chief Rossetti informed the Council that we will have additional Police patrols out for the July 4th holiday. Alderwoman Oberlin announced that the annual Police Association golf outing will take place on September 25, 2019 at Inwood Golf Course.

MAYOR: (580) Mayor Soliman had no agenda items for discussion. Mayor Soliman reminded the residents to be safe on the 4th of July and fireworks are illegal.

CITY CLERK: (624) City Clerk Vicki Hackney had no agenda items for discussion. Clerk Hackney announced that the welcome booklet has been updated with new information and is available in the lobby of the City Hall.

CITY TREASURER: (645) City Treasurer Glen Conklin presented the regular and overtime payroll from June 10, 2019 through June 23, 2019 in the amount of $226,267.38.

(656) Treasurer Conklin presented the list of bills in the amount of $167,721.64 for Council approval.

(#6) Motion by Alderwoman Sklare, seconded by Alderman Dyke, to approve the list of bills in the amount of $167,721.64 as presented. On roll call, the vote was: AYES: Ald. Gazal, Oberlin, Coladipietro, Albert, Kubal, Dyke, Vershay, Sklare. NAYES: None. ABSENT: None. There being eight (8) affirmative votes, the MOTION CARRIED. (662)

UNFINISHED BUSINESS: (682) There was no unfinished business.

NEW BUSINESS: (686) There was no new business.

COMMITTEE/LIAISON REPORTS: (687) Alderwoman Oberlin announced that the annual City picnic will take place on Sunday August 4, 2019 from noon to 10:00 p.m. at St. Joseph Park in Joliet.

COUNCIL COMMENTS: (718) Alderman Dyke wished everyone a safe and happy 4th of July. Alderman Vershay welcomed Mr. Sweeney to the City. Alderwoman Sklare welcomed Mr. Sweeney and reminded the residents to be mindful of animals on the 4th of July as the fireworks scare them. Alderwoman Gazal reminded the residents that there will be a meet and greet on August 13, 2019 at 6:00 p.m. at the park on Borio and Longmeadow Drive. Alderwoman Oberlin welcomed Mr. Sweeney. She also wished an early birthday to Alderman Coladipietro. Alderman Coladipietro, Alderman Albert and Alderman Kubal welcomed Mr. Sweeney to the City. Various members of the Council wished the residents a safe and happy 4th of July.

PUBLIC COMMENT: (799) Mr. Garcia is having an issue with a business behind his house. They installed LED lighting that shines onto his property. Director McMaster explained that the inspector has been out to the property and is working with the business owner to resolve the issue.

There being no further business before the Council, and no action needed from the executive session a motion for adjournment was in order.

(#7) Motion by Alderman Dyke, seconded by Alderman Vershay, to adjourn the July 1, 2019 City Council meeting. On roll call, the vote was: AYES: Ald. Sklare, Gazal, Oberlin, Coladipietro, Albert, Kubal, Dyke, Vershay. NAYES: ABSENT:

There being eight (8) affirmative votes, the MOTION CARRIED. (876)
