Wilmington City Council met April 16.

Here is the minutes provided by the council:

Call to Order

The Regular Meeting of the Wilmington City Council was called to order at 7:00 p.m. by Mayor Roy Strong in the Council Chambers of the Wilmington City Hall.

Roll Call

Upon Roll Call by the Clerk the following members of the corporate authorities answered “Here” or “Present”:

Aldermen Present Kirwin, Vice, Combes, Persic, Studer, Evans, Butler

Alderman Absent Tutor

Quorum

There being a sufficient number of members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order.

Other Officials in Attendance

Also, in attendance were the City Administrator/Deputy City Clerk Joie Ziller, City Clerk James W. Studer, Director of Public Works Darin Fowler, Accountant Kim Doglio and Attorney Bryan Wellner, Police Chief Phillip Arnold

Approval of Minutes

Alderman Combes made a motion and Alderman Butler seconded to approve the April 3, 2019

Regular City Council meeting minutes, as amended, and have them placed on file.

Upon roll call, the vote was:

AYES: 7 Combes, Butler, Persic, Evans, Kirwin, Vice, Studer

NAYS: 0

The motion carried.

Mayor’s Report

1. Mayor Roy Strong Commended Griffin Kinnett of the Wilmington Water Department for being named The Wilmington Chamber of Commerce’s Employee of The Month for April.

2. The Mayor also announced Tag Day will be held on May the 4th. The Wilmington Moose Riders will be raising money for flags to be placed on the graves of veterans.

3. The Mayor also announced that Prescription Drug Takeback Day will be held on April 27th from 10 AM to 2 PM at the CVS Pharmacy Parking Lot.

4. The Mayor also announced that The Wilmington Garden Club Arbor Day Sale & Raffle will be held on April 27th from 9 AM to 1 PM at Wilmington Street Fitness.

Public Comment

Bonnie Finley of 308 S. Main Street reported to the council her concern about truck traffic through the alley adjacent to her home. She stated the trucks frequently block her driveway and cause damage to her property. Below is an image of the damage provided by Bonnie.

Planning & Zoning Commission

The next meeting is scheduled for Thursday, May 2nd, 2019 at 5:00 p.m.

Committee Reports

Buildings, Grounds, Parks, Health & Safety Committee

The next scheduled meeting is Wednesday, May 15th, 2019 at 5:30 p.m.

Water, Sewer, Streets and Alleys Committee

The next scheduled meeting is Wednesday, May 15th, 2019 at 6:00 p.m.

Police & ESDA Committee

The next scheduled meeting is Tuesday, May 14th, 2019 at 5:30 p.m.

Finance, Administration & Land Acquisition Committee

1. Alderman Studer made a motion and Alderman Butler seconded to approve the Accounts

Payable reports dated February 5, 2019 in the amount of $397,485.64

Upon roll call, the vote was:

AYES: 7 Studer, Butler, Evans, Kirwin, Vice, Combes

NAYES: 0

ABSENT: 1 Tutor

The motion carried.

2. Alderman Studer made a motion and Alderman Persic Seconded to approve Ordinance No. 19-04-16-01, An Ordinance Appropriating for All Corporate Purposes for the City of Wilmington for the Fiscal Year Beginning May 1, 2019 and Ending April 30, 2020.

Upon roll call, the vote was:

AYES: 7 Studer, Persic, Evans, Kirwin, Vice, Combes, Butler

NAYES: 0

ABSENT: 1 Tutor

The motion carried.

The next scheduled meeting is Tuesday, May 21st, 2019 at 6:00 p.m.

Ordinance & License Committee

Alderman Butler made a motion and Alderman Combes Seconded to Approve Ordinance No. 19-04-16-02. An Ordinance Amending the Authorization, With Limitations, To Operate Golf Carts and Non-Highway Vehicles on City Streets Within the City of Wilmington.

Upon roll call, the vote was:

AYES: 5 Butler, Combes, Persic, Vice, Strong

NAYES: 3 Kirwin, Evans, Studer

ABSENT: 1 Tutor

Upon initial Roll Call this Motion did not pass. City Attorney Bryan Wellner informed Mayor Strong that he may record a vote in this instance. The Mayor voted Aye.

The motion carried.

The next scheduled meeting is Tuesday, May 14th, 2019 at 6:00 p.m.

Personnel & Collective Bargaining Committee

Nothing at this time.

Attorney & Staff Reports

Attorney Wellner had nothing at this time.

Administrator Ziller announced that the 2019 Amendment to the Tax Increment Financing Redevelopment Plan & Project is now available.

Executive Session

Alderman Studer made a motion and Alderman Butler seconded to go into Executive Session at 7:20 p.m. to discuss the Appointment, Employment, Compensation, Discipline, Performance or Dismissal of Specific Employee(s) [5 ILCS 120/2(c)(1)]

Upon roll call, the vote was:

AYES: 7 Studer, Butler, Persic, Evans, Kirwin, Vice, Combes

NAYES: 0

ABSENT: 1 Tutor

The motion carried.

Alderman Studer made a motion and Alderman Butler seconded to move to close Executive Session at 7:50 p.m.

Upon roll call, the vote was:

AYES: 7 Studer, Butler, Persic, Evans, Kirwin, Vice, Combes

NAYES: 0

ABSENT: 1 Tutor

The motion carried.

Action to be taken following the Executive Session

Alderman Studer made a motion and Alderman Kirwin Seconded to approve Authorization for the City of Wilmington to Seek and Hire a Utility Billing Clerk after written notification of the retirement of the current Utility Billing Clerk.

Upon roll call, the vote was:

AYES: 7 Studer, Butler, Persic, Evans, Kirwin, Vice, Combes

NAYES: 0

ABSENT: 1 Tutor

The motion carried.

Adjournment

Motion to adjourn the meeting made by Alderman Studer and seconded by Alderman Butler. Upon voice vote, the motion carried. The Regular Meeting of the City of Wilmington City Council held on April 16th, 2019 adjourned at 7:54 p.m.
