City of Wilmington Committee of the Whole met June 10.

Here are the minutes provided by the committee:

Call to Order

The Committee of the Whole meeting on June 10, 2025, was called to order at 5:30 p.m. by Alderperson Kirwin in the Council Chamber of Wilmington City Hall.

Roll Call

Upon Roll Call by the Clerk the following members of the corporate authorities answered “Here” or “Present”: Alderpersons Present Kirwin, Orr, Vice, Knight, Conforti, Mietzner, Holmes, Smith

Quorum

There were sufficient members of the corporate authorities in attendance to constitute a quorum, so the meeting was declared in order.

Other Officials in Attendance

Also, in attendance were City Administrator Jeannine Smith, Finance Director Nancy Gross, Public Works Director James Gretencord, Chief of Police Adam Zink, ESDA Director Dennis Housman, Building Permit Tech Susie McDavid, Isabella Villadolid, and Deputy City Clerk Joie Ziller

Approve Previous Meeting Minutes

Alderperson Mietzner made a motion and Alderperson Kirwin seconded to approve the May 13, 2025 meeting minutes and have them placed on file. Upon the voice vote, 8 yes. The motion carried.

Public Comment

Mac from Mobile/Subway requested a liquor license amendment to sell hard liquor, citing completed remodels and new amenities. The City Council will consider this amendment at their June 17, 2025, meeting.

Ivana Longest, representing Prairie Farms subdivision, requested updates to covenants to match city codes, particularly regarding fence heights and pool regulations.

Mayor’s Report

Nothing to reprt.

Administrator’s Report

Consideration to Approve the Scope of Services to be Provided from Lauterbach & Amen, LLP The Committee reviewed the information for services and concluded to place it on the June 17, 2025, City Council consent agenda.

Consideration to Approve the Donation of $1,000 to Will County Center for Community Concerns The Committee reviewed the donation request and concluded to place it on the June 17, 2025, City Council consent agenda.

Other Pertinent Information

City Administrator Smith introduced Isabella Villadolid. She is the Economic Development summer intern.

City Administrator Smith recently met with our Rick Management agency, and overall, there has been a reduction in claims and speaks proudly of the City’s employees who are all working safely and keeping the job sites safe.

City Administrator Smith asked if the Council had an interest in establishing a specific permanent parking spot for food trucks to set up in our parks. A program would need to be developed as well as the parking area but the Committee expressed interest in seeing what this would look like on paper.

The Committee reviewed the May 2025 Building Department Report as provided in the agenda packet.

May Code Enforcement Report

The Committee reviewed the May 2025 Building Department Report as provided in the agenda packet.

Consideration to Approve the 2025 Catfish Days Contracts and Agreements

No contracts needed for approval at this time.

Police & ESDA

Chief of Police Monthly Summary Report

The Committee reviewed the Chief’s report as included in the agenda packet. Chief Zink stated that our second detective started in the office on June 9th, patrol members are out and very busy, a lot of new specialized training is taking place, and gearing up for the big summer events.

Director of ESDA Monthly Summary Report

The Committee reviewed the report as provided in the agenda packet.

Buildings, Grounds, Parks, Health & Safety Committee

Consideration to Approve the quote submitted by Team REIL, Inc. for the South Island Park Playground Equipment Project

The Committee reviewed the quote and revisions to the playground equipment. After some discussion, the Committee agreed to place this on the June 17, 2025, City Council consent agenda for full approval.

Consideration to Approve the quote submitted for tree removal and stump grinding in the South & North Island Parks

Director Gretencord provided his memo and quotes to the Committee members. After some discussion, the quote from Homer Tree Services will be placed on the June 17, 2025, City Council consent agenda for full approval.

Discussion… Multi-Use Path Renderings as provided by Chamlin

The Committee reviewed the renderings. The Committee agreed to place this on the June 17, 2025, City Council consent agenda for final action.

Discussion… Council Chambers Technology Upgrades (streaming meetings)

Alderperson Orr proposed upgrading the technology in the council chambers for better transparency and emphasized the importance of public access to the council meetings. Alderperson Orr stated that he would provide a proposal for cost at a future meeting.

Other Pertinent Information

Alderperson Knight requested that staff investigate the cost of improving the walkway area near the pedestrian bridge.

Alderperson Kirwin proposed adding floral planters to the downtown street lamps to enhance the area.

Water, Sewer, Streets, and Alleys Committee

Director of Public Works Monthly Summary Report

The Committee reviewed Director Gretencord's monthly report, which was included in the agenda packet.

Consideration to Approve the renewal contract from Brightly Solutions for a 3-year period The Committee approved the contract and agreed to place this on the June 17, 2025, City Council consent agenda.

Consideration to Approve the material purchase from Underground Pipe and Valve for the Downtown Infrastructure project for a total cost of $15,466.80

The Committee approved the purchase and agreed to place this on the June 17, 2025, City Council consent agenda.

Adjournment

The motion to adjourn the meeting was made by Alderperson Mietzner and seconded by Alderperson Knight. Upon the voice vote, the motion carried. The Committee of the Whole Meeting held on June 10, 2025, adjourned at 6:48 p.m.
