PROCLAMATION - TAKE BACK THE NIGHT

Councilwoman Quillman read a Proclamation issued by Mayor O'Dekirk recognizing the efforts and dedication of those involved in the cause against sexual violence and invite women and men of all ages to take a stand against sexual violence at the 20th annual Will County Take Back the Night march, vigil, and rally on Sunday, October 16, 2016 at 4:30pm, being held at St. John Lutheran Church, 2650 Plainfield Rd. in Joliet.

Amirrah Abou-Youssef, Co-Chair for Will County-Take Back the Night, accepted and thanked the Mayor and Council for their support.

Code of Ordinances in Regards to Water and Sewer Rates - 2016

COUNCIL MEMO #459-16

Council and the City Manager discussed the latest date the Council has to adopt the water rate increase.

The City Manager discussed at length the water rate increase, capital improvement projects to the water and sewer systems, water losses (water being pumped out of wells into towers versus what the City is billing customers), difficulties with software implementation causing water billing delays, and two sewer districts outside of Joliet City limits. Then, he stated Council's vote on a water rate increase should have already taken place.

Mayor O'Dekirk addressed the responsibility of the Council to increase water rates to comply with the mandates of the EPA concerning Joliet's water system. He also discussed the need for a contingency plan to address the need for a future water source for the City.

XI. CITY MANAGER:

The City Manager stated the warning siren at the Woodruff Golf Course is out of service for the next few weeks.

The City Manager asked the Council for a consensus concerning cancelling the October 31, 2016 Pre-Council Meeting and combining all City business to be conducted on November 1, 2016.

XII. NEW BUSINESS (Not For Final Action Or Recommendation):

Mayor O'Dekirk stated Pace Bus will have a Public Hearing on Thursday, October 13, 2016 at 4:00 p.m. at the downtown Joliet Public Library regarding Bus Route 511 - Joliet to Elwood.

Mayor O'Dekirk asked the City Manager to give an update on the Multi-Modal Transportation Center. The City Manager discussed the official groundbreaking at the Multi-Modal Transportation Center.

XIII. PUBLIC COMMENTS:

Candace Johnson, St. John's neighborhood representative, addressed the Mayor and Council concerning the condition of Pine Street and future repairs after the capital improvements are completed.

Jim Eggen, Director of Public Utilities, stated Pine Street will be resurfaced.

XIV. MAYOR AND COUNCIL COMMENTS:

Councilwoman Hernandez Brewer thanked the Mayor and Council for their trust and support in her.

The Mayor and Council welcomed Councilwoman Brooke Hernandez Brewer to the Council.

Councilman Mudron gave a brief update on the Rialto Square Theatre.

Mayor O'Dekirk highlighted the success of the City Center Partnership Blue Brews and BBQ Event, new Computer Lab located at Fairview Housing Center, housing development on Water Street, Washington Junior High School’s 3rd Annual Blazing Pathway Ceremony. He stated he was invited to Farragut Elementary School and Lynne Thigpen Elementary to speak with the second graders and enjoyed his visit.
