Village of Channahon Board of Trustees met Feb. 3.
Here are the minutes provided by the board:
VP Moorman Schumacher called the meeting to order at 7:10 p.m. and led the Pledge of Allegiance.
Roll call was taken with Trustees Slocum, Perinar, Host, McMillin and Scaggs present. Trustee Greco was present remotely.
Also present were Village Administrator Thomas Durkin, Assistant Village Administrator Michael Petrick, Director of Community Development Scott McMaster, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Chief of Police Adam Bogart and Village Clerk Kristin Hall. Village Attorney Silverman was present remotely.
VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS
A. VILLAGE PRF,SIDENT VP Schumacher stated State of the Village will be on April lO'h, and include breakfast as usual. She asked Dolezal if M&I Steel, with their new construction project going on, the owner has a tree that was planted as a memorial to his mother and he would like to know if we have space in the memorial tree walk. He would pay for the moving of the tree.
Dolezal stated we will see if it meets the criteria for the tree walk. If not, we will find a location somewhere.
VP Moorinan Schumacher stated that Illinois Rivers, Cities and Towns Initiative is a group that is working to make sure that the rivers are navigable. There are some things that you really don't want on the roads that get moved by barge. It's about 70-80 trucks per barge, so keep barge traffic moving saves a lot of truck traffic on the roads. She also chairs CREW, which is the Communities for Responsible and Efficient Waterways, that is with Will County Governmental League, and Illinois River Cities is a little bit further southwest towards the Mississippi River.
We will be meeting with them to have a joint message that is consistent for anything that is coming up. EOC training is Wednesday, February 5'h and the water meeting on Thursday, February 6'h. Frosty 5 Mile is this Saturday, February 8Ih. The PD and the EMA volunteers will be out there directing traffic and keeping everybody safe. The Park District Putts and Suds is coming up on February 22nd and she will once again be volunteering at Lallo's. The library is currently holding their Tiny Art Show. She and Trustee Host both participated, so those are on display at both the Channahon and Minooka branches through mid-February. BP Amoco has applied to the State for gaming. They qualify by having diesel sales over 10,000 gallons a month, which they do and pay sales tax on. We do not regulate gaming but we do charge a fee, so she told the owner to come in once he gets his State license.
B. VILLAGE ADMINISTRATOR

Trustee Perinar made a motion to approve A Resolution Authorizing the Village Administrator to Enter into a Contract for the Purchase of Electricity from the Lowest Cost Electricity Provider for the purposes of Commercial Accounts through Northern Illinois Municipal Electric Collaborative Bid Process. Seconded by Trustee Scaggs.

Durkin stated that he along with Bogart and Fricke will be having interviews tomorrow for the selection of a Police Department architect. He will be attending the Illinois Cities Managers Conference this Wednesday afternoon through Friday. The landscape maintenance RFP will go out tis week. We are going to do two separate RFP's this year, since we've increased our mowing and we want more attention paid to the landscape beds at the Village Hall and Route 6.
Those contracts should come forward to the board sometime in March.
C. ADMINISTRATION DEPARTMENT Petrick stated that he will also be at ILCMA conference Wednesday through Friday of this week.
If you need him, he will be available by cellphone. The Boardroom technology update permanent solution has been contracted for and they are going through their initial phase of schematics. When we have the schedule, we will let the board know. At the next board meeting, a5 will be doing a presentation on the logo and branding. They will be bringing forward a couple of options on logos and taglines for Board input. Board Minutes 2 February 3, 2025
D. COMMUNITY DEVELOPMENT
Reminder - Planning and Zoning Commission Regular Meeting, Monday, February 10, 2025 at the Channahon Municipal Building at 6:00 p.m.
McMaster stated that on the agenda is a rezoning application for 24647 S. Ford Rd, an amendment to the Henneberry Farms PUD (at the northwest corner of Drake Drive and Plainview Drive) and a Final Plat of Subdivision for Henneberry Farms PUD Unit 15 which is along Bluegrass.
VP Moorman Schumacher asked if you were able to get a hold of the Remington Woods folks.
McMaster stated that he did have cornrnunication with the Community Manager. He and Durkin decided that they were going to bring her in for a face-to-face communication.
VP Moorman Schumacher stated that the residents were told that they could no longer use the clubhouse for storm shelter. That was part of the original PUD.
McMaster stated that the Community Manager has been there since October of 2024, so she is learning the ropes and learning that there is a little bit of a strained relationship between the management and the residents there.
VP Moorman Schumacher stated that when that park was purchased, they have not been very good to those people.
Durkin stated that Dolezal had alerted him today that the drainage issue that they were having back by DOKA, that was fixed by DOKA, with the significant rains we had last week, it seems to be functioning as intended.
E. FINANCE DEPARTMENT Consider Approval - 5-Year Capital Improvement Plan for Fiscal Years 2026 - 2030
Wagonblott stated that this is a first read. She also wanted to mention that the payroll check stubs that you receive every two weeks will be provided paperless. We will request an email address and will send something with one of the payroll checks coming up.
VP Moorman Schumacher asked if there was anything on the BS&A updating.
Wagonblott stated no, the date has not been set yet for the next meeting.
F. POLICE DEPARTMENT
Bogart stated he had no formal items for discussion.
G. PUBLIC WORKS DEP ARTMENT
Consider Approval - 2024 MFT Road Resurfacing Project Change Order No. 2

Trustee Slocum made a motion to approve 2024 MFT Road Resurfacing Project Change Order No. 2 and Award Tree Removal Contract Associated with Bridge Street Multi Use Path. Seconded by Trustee Scaggs.

H. VILLAGE ATTORNEY
Village Attorney Silverman stated he had no report.
LIAISON REPORTS
Trustee Sam Greco and Trustee Patricia Perinar - Finance/Human Resources
Trustee Greco stated Durkin mentioned that 25 years ago we embarked on this Town Center Development Plan. He and Silverman were around for that. It does his heart good to see it moving forward, and finally making some headway.
Trustee Perinar reminded the Board that we are less than two months away from our Annual Budget Workshop. If you have not responded, it's on Saturday, March 29th at 9:00 a.m. Please respond to Wagonblott. Minooka High School sent us an invitation to the Community Leaders
Breakfast. She went last year and it was very nice; if you have the opportunity to go its March 24th at 7:30 a.m.
Trustee Scoff Slocum and Trustee Scoff McMillin - Community Development Trustee Mark Scaggs and Trustee Chantal Host - Public Works and Facility
Trustee Host stated that the Police Department received a grant from the Illinois Department of Public Health and they were able to get 200 gun locks. They posted on social media that people can come get free gun locks at the Police Department.
VP Moorman Schumacher asked if there had been any response.
Bogart stated that its been shared but he didn't know if anyone had come to get one. We will take them to our events, so they will make their way out.
Trustee Sam Greco and Trustee Mark Scaggs - Community & Legislative Affairs
Trustee Scaggs stated that this CN project keeps him up at night, first it was the Lake Michigan water; so now this is the next thing. Is there any precedence in the United States or anywhere that this can be stopped or reduced?
VP Moorman Schumacher stated that she will let Silverman answer that because they have actually already reviewed that.
Attorney Silverman stated this project is essentially two projects. The first is the railroad project, which is the railroad lines coming in and there is really not much you can do because of the federal preemption. In terms of the industrial park, it is permitted by the village's zoning ordinance and the village annexed this property for this type of development. There is not a whole lot of room there as this is a permitted use.
Trustee Scaggs stated that we probably should have changed the zoning.
Durkin stated if you are going to have facility like tliis, you might as well have the benefits of that which is the developments that are going to be around there. This will add to the Village's tax base and create many local jobs.
Trustee Scaggs stated that he knows all that; he is just nervous like the rest of the Board.
Trustee Host stated that when CN had the Memphis intermodal, they subletted to CSX to use their lines and that interinodal. If they did that here, the one train in and the one train out could potentially be more. She asked if there was any way to restrict it.
Attorney Silverman stated that he doesn't think it matters which train line it is, federal preemption standing.
Trustee Host stated if there is more business being done or can we make money off of it. It's just something to think about. She is going to put more thought into it.
