Village of Channahon Board of Trustees met Nov. 4.
Here are the minutes provided by the board:
VP Moorman Schumacher called the meeting to order at 6:35 p.m. and led the Pledge of Allegiance.
Roll call was taken with Trustees Greco, Host, Perinar and Scaggs present.
Also present were Village Administrator Thomas Durldn, Assistant Village Administrator Mike Petrick, Director of Community Development and Information Systems Scott McMaster, Director of Public Works Ed Dolezal, Chief of Police Adam Bogart, Village Attorney Jim Murphy and Village Clerk Kristin Hall.
VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS
A. VILLAGE PRESIDENT
VP Moorman Schumacher stated that a5, our logo committee, has started their one on one interviews. We will have another phone check in with them and get started on some focus group interviews soon. Last week, she, along with Administrator Durkin and Executive Assistant Anselme, we went to Four Rivers, Enviromnental Education Center for a new, beautiful photography exhibit. If you have an opportunity to experience it, it is there until the end of January. The Regional Partner meeting is Wednesday morning and Trustee Perinar will be attending. On November 7th, staff and 2 trustees will be touring Mokena's new Police Department facility. On November 81h, staff and trustees will be touring Aurora and Fox River Grove Public Works facilities. Channaholidays is coming up and we are lighting the tree early this year on Sunday, November 24th 2-5 p.m. Petrick and Thompson had a really fun idea for projecting in the windows for Halloween and they are working on expanding that for next year. Our Police Department did a phenomenal job on Halloween. That situation could have looked a lot different than it did, so congratulations Chief, very well done. Veteran's Day is coming up and many thanks to Commissioner Myers and the many members of the police department for their service. We have a very special flag flying outside the Village Hall for the month of November. The flag was donated by Karen Anderson. The flag was her husband's Gerald Anderson. Gerald served in the United States Navy from 1957 to 1960. He was born in 1939 and grew up in the Channahon/Minooka area and graduated in 1957 from Minooka Community High School. He raised his three children in Channahon and has eight grandchildren and six great grandchildren. He passed away on December 24, 2019 and his flag will be flying in front of the Village Hall for the entire month ofNovember, as a reminder of why we celebrate Veteran's Day and the countless sacrifices of the young men and women of our nation; to protect our nation's freedoms. We also have our Veteran's Day display out in the lobby.
B. VILLAGE ADMINISTRATOR
Consider Approval - Authorize Execution of a Funding Agreement between the Village of Channahon and the Illinois Department of Transportation for State Planning and Research Funds for the Development of a Regional Infrastructure Collaboration Plan for Northeast Grundy County and Surrounding Areas
Trustee Perinar made a motion to approve Authorizing the Execution of a Funding Agreement between the Village of Channahon and the Illinois Department of Transportation for State Planning and Research Funds for the Development of a Regional Infrastructure Collaboration Plan for Northeast Grundy County and Surrounding Areas. Petrick stated that he had no formal items.
D. COMMUNITY DEVELOPMENT & INFORMATION
Reminder - Planning and Zoning Commission Regular Meeting, Tuesday, November 12, 2024 at the Channahon Municipal Building at 6:00 p.m.
McMaster stated that due to next week Veteran's Day holiday the meeting will be moved to Tuesday. On the agenda is a presentation for a concept plan for a Mallard Pointe development for 55+ housing. We are also waiting for some information on UGL facility and storage for their tractor/trailers, proposed far west on Bungalow Rd.

Trustee Perinar made a motion to waive second read and approve An Ordinance Amending the Village of Channahon Code of Ordinances with Respect to Board of Fire and Police Commissioners. Seconded by Trustee Host.

Village Attorney Jim Murphy stated he had no report.
LIAISON REPORTS
Trustee Sam Greco and Trustee Patricia Perinar - Finance/Human Resources Trustee Greco reminded everyone if they haven't already voted, to get out and vote tomorrow.
Trustee Perinar stated that everyone should have received a Budget Workshop invite from Wagonblott for March 29th.
Trustee Scott Slocum and Trustee Scott McMillin - Community Development Trustee Mark Scaggs and Trustee Chantal Host - Public Works and Facility Trustee Scaggs wished everyone a happy Veteran's Day and to please thank veterans for their service.
Trustee Host stated that the police department is once again going to participate in the Grundy County Heroes and Helpers event. The event is on December 7th in Morris and it pairs underprivileged children with local police officers, firefighters, EMS or military personnel to ensure that the children receive necessary items, like clothing and a fun item or toy. The hiring panel has endorsed seven candidates for our current hiring pool. While we don't have any openings at this time, this list will help us identify qualified candidates.

Trustee Host stated that the recent Grundy County Assessment has come out and we need to pay attention. Even though we have been watching what we are doing here and being transparent, it unfortunately just doesn't translate out to the people when they get their assessment. It is her hope, that as we progress with these projects, that we are transparent and have dialogne with other taxing bodies. We have to be cognizant of how all this is affecting our residents.
Trustee Greco stated that a lot of it is the High School District, that is causing the consternation amongst the residents.
Trustee Scaggs stated that that he is finding that on the Grundy County side, the assessor out there has been raising the assessments.
VP Moorman Schumacher stated that we have been talking about that quite a bit. One of our other concerns is that commercial and industrial property are not being reassessed properly. So when we try and put in TIP measures, there is no increment because those properties have not been reassessed for decades. Home values are being reassessed but commercial and industrial is sitting stagnant, especially in Channahon Township. What that does is forces additional tax burden on the residents. We are poised to once again lower the tax rate, again this year, but we are only part of the picture.
