Village of Channahon Board of Trustees met Oct. 21.

Here are the minutes provided by the board:

VP Moorman Schumacher called the meeting to order at 7:13 p.m. and Matt Rittof led the Pledge of Allegiance.

Roll call was taken with Trustees Greco, Host, Perinar, Scaggs and Slocum present.

Also present were Village Administrator Thomas Durkin, Assistant Village Administrator Mike Petrick, Director of Community Development and Information Systems Scott McMaster, Director of Public Works Ed Dolezal, Chief of Police Adam Bogart, Village Attorney Jim Murphy and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

CITIZEN/SPECIAL REQUESTS/PUBLIC HEARING

PUBLIC COMMENT

Matt Rittof, resident of Channahon, stated that he just wanted to speak in support of Mr. Cook's rezoning, The Bridge Street Apartments, across from Tru Country, also has C-1 zoning. It used to have a barber shop and then it was converted to rentals years ago, so it is not unheard of to do this. As he stated, at the PZC meeting, there is a need for housing, especially essential housing, and he commends Mr. Cook for finding a use for this property and being able to get some rental income. The tenant has been a great neighbor. He thinks it is a good use for the property.

Trustee Scaggs made a motion to approve the consent agenda as read. Seconded by Trustee Perinar.

REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS

A. VILLAGE PRESIDENT

Reminder – Halloween Trick or Treat Hours on October 31, 2024 from 4 p.m. to 7 p.m. VP Moorman Schumacher reminded everyone of the Halloween Trick or Treat hours. Early Voting for Will County residents did start here today and will continue for two weeks. There are some limited hours, so please check the website. She asked Clerk Hall if Grundy County offered any satellite locations for Early Voting.

Clerk Hall stated that Grundy County residents can Early Vote at the Village of Minooka, during specific dates/times, which can be found on the website at: www.grundycountyil.gov.

VP Moorman Schumacher stated that today there were 269 people that voted. This past Saturday, the Men Who Cook fundraiser for the Will County Children Advocacy Center was held. The Channahon Police Department and our attorney Bryan Wellner presented "S'more of What" dessert. The theme this year was The Sandlot. They received 1st place for presentation and 2nd place for their dessert. It used to be just a Men Who Cook fundraiser and several years ago, our police officers decided to get into costume and that has forced all of the other teams to up their game. She attended the JJC State of the College this week, as well as the USF Annual Breakfast. Most of you were here for Crisis Communication Training this past Wednesday. On Thursday, we did have a Town Center design meeting and she asked Durkin to put it on the next agenda for an update so that the board can see some design ideas that have been developed. This Thursday is the State of the County, Joliet Chamber luncheon and Four Rivers VIP Night. They have a new exhibit opening up, so we will be going to that, as well.

B. VILLAGE ADMINISTRATOR

Consider Approval - Authorize Staff to Negotiate a Contract with Kluber Architects + Engineers for Design Services for the New Public Works Building

Trustee Host stated that she thought that we were going to do a review of the other facilities before we commit to negotiations.

VP Moorman Schumacher stated that she would like to see something so she has something to compare it to.

Trustee Host stated that we could go tour the facilities in Aurora and Fox River Grove. If she is not mistaken, the most similar, size wise, is the Woodridge facility. The most aesthetically pleasing one, in her opinion, is Fox River Grove.

VP Moorman Schumacher stated that this piece of property is incredibly visible, there is no hiding anything. It is visible to Route 6 and it is going to be a big building. What we build there should not look like a concrete barn.

Board Direction was to set up times to tour the Aurora and Fox River Grove facilities.

Trustee Scaggs made a motion to approve Authorizing Staff to Negotiate a Contract with Kluber Architects + Engineers for Design Services for the New Public Works Building. Seconded by Trustee Greco.

Consider Approval – Approval of an Intergovernmental Agreement between the Village of Channahon and the County of Grundy, Village of Diamond, Village of Minooka, the City of Morris and the Village of Shorewood related to the Creation of a Regional Collaboration Plan for Northeast Grundy County and Surrounding Area

Trustee Slocum made a motion to approve Approval of an Intergovernmental Agreement between the Village of Channahon and the County of Grundy, Village of Diamond, Village of Minooka, the City of Morris and the Village of Shorewood related to the Creation of a Regional Collaboration Plan for Northeast Grundy County and Surrounding Area. Seconded by Trustee Host.

Discussion - Statistical Monthly Report – September 2024

Durkin stated that the RFP related to the IGA will go out later this week. There are five firms that have been identified by Ann Schneider & Associates, so we will give them time to get back to us on that while the contracts are being finalized by IDOT. The monthly report is attached, if there are any questions.

C. ADMINISTRATION DEPARTMENT

Consider Approval – An Ordinance Annexing Certain Territory to the Corporate Limits of the Village of Channahon 04-10-04-400-018-0000 and 04-10-04-023-0000 (QuikTrip) – 1st Read

Trustee Perinar made a motion to waive second read and approve An Ordinance Annexing Certain Territory to the Corporate Limits of the Village of Channahon 04-10-04-400-018-0000 and 04-10-04-023-0000 (QuikTrip). Seconded by Trustee Host.

ROLL CALL AYES: Greco, Host, Perinar, Scaggs and Slocum.

Petrick stated that the last Community Development monthly report that he did is under the Community Development header. He is working with Durkin on what would be some good statistics to track under Administration. If there is anything that the board would like to see, please let him know.

D. COMMUNITY DEVELOPMENT & INFORMATION Consider Approval -- An Ordinance Rezoning from C-1 Local Shopping District to R-2 Single Family Residence District for 25207 W. Bluff Street - 1st Read

Trustee Scaggs made a motion to waive second read and approve An Ordinance Rezoning from C-1 Local Shopping District to R-2 Single Family Residence District for 25207 W. Bluff Street. Seconded by Trustee Greco.

Trustee Perinar made a motion to waive second read and approve An Ordinance Granting a Special Use Permit for Cartage Facility/Truck Terminal in the I-1 Limited Manufacturing District at 23937 S. Northern Illinois Drive and approve the Site Plan Amendment for TVA Logistics, Inc. Located at 23937 S. Northern Illinois Drive contingent on staff approval and final engineering. Seconded by Trustee Scaggs.

Discussion - Statistical Monthly Report - September 2024 Petrick stated that the monthly report was attached, if there are any questions. The Village did pretty good on new housing this month, with 15 new starts. Things are going well. He wanted to bring to the Board's attention that, Karen James last day with us will be next Friday November 1. He would like to thank her for all of the work she has done for Community Development over the last six years and it certainly made life easier around Village Hall having her be a part of it.

VP Moorman Schumacher stated that she has been a valuable asset to the Village.

E. FINANCE DEPARTMENT

Consider Approval – Annual Comprehensive Finance Report for the Fiscal Year Ending April 30, 2024 audited by Miller Cooper & Co., Ltd.

Consider Approval – Channahon Police Pension Fund Tax Levy Demand Letter Consider Approval – Annual Municipal Compliance Report for the Fiscal Year Ending April 30, 2024

Trustee Perinar made a motion to approve the Annual Comprehensive Finance Report for the Fiscal Year Ending April 30, 2024 audited by Miller Cooper & Co., Ltd., the Channahon Police Pension Fund Tax Levy Demand Letter and the Annual Municipal Compliance Report for the Fiscal Year Ending April 30, 2024. Seconded by Trustee Greco.

F. POLICE DEPARTMENT

Bogart stated that the monthly report was attached, if there are any questions. We have 78 registered golf carts and we have only had one incident since our last Board Meeting, which was a warning to a couple of juveniles that were out and about. We will be auditing body cam footage, at random. Congratulations to the officers who participated in Men Who Cook,

G. PUBLIC WORKS DEPARTMENT

H. VILLAGE ATTORNEY

Village Attorney Jim Murphy stated he had no report.

LIAISON REPORTS

Trustee Sam Greco and Trustee Patricia Perinar – Finance/Human Resources Trustee Greco thanked Wagonblott and her staff on another great job with the audit. Congratulations on her birthday and she recently celebrated 10 years with the Village. VP Moorman Schumacher mentioned the Crisis Communication Training earlier and it was one of the better training that he has been to in the 33 year he has been here. It was a really good training.

Trustee Perinar echoed what Trustee Greco stated about Wagonblott. Great job and we are so happy to have you.

Trustee Scott Slocum and Trustee Scott McMillin -- Community Development Trustee Slocum stated that IDOT put up couple of signs, one eastbound and one westbound on Route 6, that point to Bluff and to Navajo Road. They have been up for a few months. Durkin contacted IDOT and they will be getting that fixed because it is Navajo Drive. He asked Petrick if the I&M gateway project is still slated to start Wednesday.

Petrick stated not quite yet. The Village Attorney is taking a look at some of the language in the contract for the I&M Canal Gateway.

Trustee Mark Scaggs and Trustee Chantal Host – Public Works and Facility

Scaggs asked Dolezal if he has contacted Ozinga regarding the dust. They may want to sweep more often.

Dolezal stated that our Code Enforcement Officer has been in contact.
