Village of Channahon Board of Trustees met Aug. 5.

Here are the minutes provided by the board:

VP Moorman Schumacher called the meeting to order at 7:25 p.m. and led the Pledge of Allegiance.

Roll call was taken with Trustees Greco, Slocum, Perinar, Host and Scaggs present. Trustee McMillin was absent.

Also present were Village Administrator Thomas Durkin, Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Chief of Police Adam Bogart, Village Attorney Eric Hanson and Deputy Clerk Leti Anselme. Village Clerk Kristin Hall was absent.

VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

CONSENT AGENDA

A. Consider Approval - Minutes - Committee - July 15, 2024

C. Consider Approval- Minutes - Executive Session -July 15, 2024

D. Approve Payment of the Bills List of August 5, 2024 for $836,352.86

E. Approve Payment of Manual Checks of August 15, 2024 for$$ 11,429.04

F. Approve Payment of Net Payroll Expenses for the period ending July 21, 2024 for $168,668.44.

Trustee Perinar made a motion to approve the consent agenda as read. Seconded by Trustee Scaggs.

ROLL CALL AYES: Greco, Slocum, Perinar, Host and Scaggs.

NAYS: NONE MOTION CARRIED

REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS

A. VILLAGE PRESIDENT

Consider Approval - Appointment of Assistant Village Administrator VP Moorman Schumacher stated that this will be tabled and brought back at our next Board meeting on August 19, 2024.

She stated that the Special Needs Day is this Wednesday, August 7. This is one of her favorite days of the festival. Last she heard was that there was 1,600 people registered and they had to stop registration a few weeks ago.

If you have done the Open Meetings Act training and may be unable to open tab on the attorney general's website on your laptops, you can use the desktops here in the office.

B. VILLAGE ADMINISTRATOR

Consider Approval-Approval of Agreement for a Town Center Master Plan Update - Ginkgo Planning and Design

Durkin asked the Board to approve an agreement with Ginkgo Planning and Design in a not to exceed amount of$45,000.

Trustee Slocum made a motion to approve the agreement with Ginkgo Planning and Design to not exceed the amount of $45,000. Seconded by Trustee Greco.

ROLL CALL AYES: Greco, Slocum, Perinar, Host and Scaggs.

NAYS: NONE MOTION CARRIED

Consider Approval - Staff Reorganization

VP Moorman Schumacher stated that this was already discussed as to start the advertising for a position of Director of Community Development, upon acceptance of the offer made for the Assistant Village Adminish·ator position.

Durkin stated that we have received 11 responses for the public works facility statement of qualifications request, so staffis reviewing them and scoring them. We hope to have them down to the top four and five. Dolezal asked that the Trustees 'fill out the review card that is with the • packet of information they received.

C. COMMUNITY DEVELOPMENT & INFORMATION

Petrick stated that the Planning and Zoning Meeting scheduled for next Monday, August 12, 2024. He will have something to review for Northfield Block and then a text amendment for the September meeting.

Trustee Perinar asked what was going on with Quik Trip.

Petrick stated that there was a bit of confusion with stormwater flows on the site. They have been given direction and are moving forward.

VP Moorman Schumacher also mentioned the property next to BP, which the owner purchased and cleared out. That property is unincorporated Will County. He tore up the concrete and said that he is just cleaning it up. She asked that Durkin and Petrick follow up with County.

Trustee Greco asked about 3 Rivers Cafe and the issue of an electronic sign posted on the wall.

Durkin stated that our code enforcement officer reached out to him by letters that he needed to remove the electronic sign and he was fined, since a permit is required. The sign has been removed.

VP Moorman Schumacher stated that the opening date may be September.

D. FINANCE DEPARTMENT

E. POLICE DEPARTMENT

Bogart stated that this past week they have secured their help, drones, bike officers for the festival this week.

F. PUBLIC WORKS DEPARTMENT

Consider Approval - Approval of National Wash Authority, LLC Proposal for the Cleaning of Water Towers 2 and 4

Trustee Host made a motion to approve the proposal provided by National Wash Authority on 7/11/2024, for the cleaning ofChannahon's Water Towers 2 and 4 in the amount of$15,800.00. seconded by Trustee Slocum.

ROLL CALL AYES: Greco, Slocum, Perinar, Host and Scaggs.

NAYS: NONE MOTION CARRIED

G. VILLAGE ATTORNEY

Village Attorney Eric Hanson stated that he had no report.

LIAISON REPORTS

Trustee Sam Greco and Trustee Patricia Perinar - Finance/Human Resources Trustee Greco stated that Governor Pritzker was expected to sign the house bill 3144 regarding the elimination of the grocery tax.

Trustee Scott Slocum and Trustee Scott McMillin - Community Development

Trustee Mark Scaggs and Trustee Chantal Host - Public Works and Facility Trustee Scaggs stated that there are 11 firms which we list the pros and cons. Dolezal asked him to fill out the score card.

Trustee Sam Greco and Trustee Mark Scaggs - Community & Legislative Affairs

Trustee Chantal Host and Trustee Patricia Perinar - Public Safety/Emergency Support Trustee Host stated that on Friday, August 16, Nathan Shaughnessy is expected to graduate from the academy. Also, school will be starting and the school will be putting on the School Experience on August 14, which means there will be a lot of traffic, so be aware and careful.

Trustee Scott McMillin and Trustee Scott Slocum - Natural Resources and Open Spaces

OLD BUSINESS / NEW BUSINESS

Petrick stated that Lucky Dogs will be opening up on Monday, August 12 at 10 a.m.

EXECUTIVE SESSION

ADJOURNMENT

Trustee Perinar made a motion to adjourn the meeting at 7:42 p.m. Seconded by Trustee Greco.
