Village of Bolingbrook Board of Trustees met May 14.

CALL TO ORDER:

The Regular Meeting of the Mayor and Board of Trustees of the Village of Bolingbrook was called to order at the hour of 7:30 p.m. on May 14, 2024, in Bolingbrook, Illinois, by Mayor Mary S. Alexander-Basta.

PLEDGE OF ALLEGIANCE:

Mayor Mary S. Alexander-Basta requested Mike Martin to lead the pledge to the Flag.

ROLL CALL:

Village Clerk, Martha M. Barton, called the roll:

Present were: Mayor Mary S. Alexander-Basta, Trustees Maria A. Zarate, Michael T. Lawler, Michael J. Carpanzano, Troy J. Doris, Jose Quintero, and Jean M. Kelly.

Absent: none

Also present were:

Village Clerk, Martha M. Barton; Village Attorney, Ross Secler substituting for Burt Odelson; Administrator, Lucas Rickelman; Finance Director, Rosa Cojulun; Director of Public Works, Andres Orrego; Police Chief, Michael Rompa; and Director of Community Development, Matt Eastman.

Absent: Administrator, Ken Teppel; Chief Information Officer, James Farrell; and Fire Chief, Jeff LaJoie

JOURNAL OF PROCEEDINGS:

Motion Quintero, second Zarate to approve the minutes of the regular meeting of April 23, 2024, as submitted by the Village Clerk.

Voice vote. Motion carried.

APPROVAL OF AGENDA/ADDITIONS:

Village Attorney Secler indicated that there were no additions or corrections to the Agenda, but that the minutes should note that he was substituting for Village Attorney Burt Odelson.

Motion Lawler, second Carpanzano to approve the Agenda as presented.

Voice vote. Motion carried.

SWEARING IN-BOARDS AND COMMISSIONS: None

RESOLUTIONS:

24R-031

APPROVING PROPOSAL FROM G. FISHER COMMERCIAL CONSTRUCTION, INC. FOR THE EMERGENCY REPAIR OF FIRE STATION 3 AT 376 EAST BOUGHTON ROAD:

Motion Lawler, second Quintero to adopt a resolution approving proposal from G. Fisher Commercial Construction, Inc. for the emergency repair of Fire Station 3 at 376 East Boughton Road:

Approximately two years ago, the department noticed numerous cracks in the bricks and contacted an engineering firm. This Resolution addresses an emergency need in Fire Station 3 related to the safety of our staff and operations. The foundation has shifted, creating a brick wall to crack and separate. This Resolution authorizes measures that will ensure the shoring of the foundation to keep the wall from collapsing and other remedies to keep it safe going forward. Estimated cost of $200,860.95. Reviewed and approved by Public Safety Committee.

APPROVING PURCHASE OF A SPECIAL EVENT VEHICLE (SEV), MINI AMBULANCE, FROM DIVERSIFIED GOLF CARS, INC. FOR USE BY THE FIRE DEPARTMENT:

Motion Kelly, second Doris to adopt a resolution approving purchase of a special event vehicle (SEV), mini ambulance from diversified Golf Cars, Inc. for use by the Fire Department:

This action will replace the current unit which was purchased in 2006. The Village applied for a $10,000.00 grant from Metropolitan Mayors Caucus and ComEd (Powering Safe Communities Grant Program) which would assist in paying for the vehicle. The cost shall not exceed $27,755.00. Reviewed and approved by Public Safety Committee.

APPROVING LICENSE AGREEMENT BETWEEN THE VILLAGE AND MARTHA S. KIRSCH, (804 NORTH ASHBURY AVE):

Motion Quintero, second Doris to adopt a resolution approving license agreement between the Village and Martha S. Kirsch, (804 North Ashbury Ave):

This action will license the use of Village property as shown in the survey. It allows the resident to improve and maintain property adjacent to their property. The resident will assume care and continue maintenance of the property and will secure a $1,000,000.00 dollar insurance policy naming the Village as an additional insured. The resident cannot erect permanent structures on this Village property. The agreement is in effect for a period of 25 years with the current owner and may be assigned to new owners with written approval from the Village. Either party may terminate this agreement with 180 days' notice. Reviewed by all relevant personnel and officials.

BOARD COMMENTS AND REPORTS:

MAYOR ALEXANDER-BASTA: Mentioned that Code Enforcement has been respectful to the "No Mow May" sentiment among residents, but reminded them that since Mother's Day has passed, it is time for residents to mow their grass.

TRUSTEE CARPANZANO:

Thanked the Beautification Commission for their energy and enthusiasm in bringing back the Arbor Day Coloring Contest.

Announced the Congenital Heart Disease (CHD) walk on May 19th at the Promenade. Acknowledged the Safewise Community ranking of being among the top 100 safest cities in the nation and all those who are intentional in bringing that about.

TRUSTEE QUINTERO:

Congratulated the Bolingbrook Police Department on their proclamation and the Safewise recognition.

Announced the F.O.C.U.O.S gala on May 30th at the Bolingbrook Golf Club.

TRUSTEE KELLY:

Thanked the Bolingbrook Police Department for all they do.

Announced the Cop on a Rooftop initiative on May 17th at the local Dunkin Donuts locations, supporting the Special Olympics.

TRUSTEE DORIS:

Mentioned the Campfire last-of-the-season Chess Celebration at Camp KataKani on May 19th

TRUSTEE ZARATE:

Announced EMS Week Celebration on Tuesday, May 21st at UC Chicago/Advent Health featuring a taco truck and ice cream.

Thanked all those who participated in the Beautification Commission's coloring contest.

TRUSTEE LAWLER:

Echoed the Mayor's reminder for residents to cut their grass.

Announced the Village's Memorial Day services at Boardman Cemetery (9:00 a.m.), Hillcrest Cemetery (10:00 a.m.), and at the Veterans Memorial in front of Village Hall at 11:00 a.m.

Acknowledged the VFW and American Legion and announced their "Hope Springs Eternal" blood drive on May 25th at the Bolingbrook Recreation and Aquatic Center.

ADJOURNMENT:

Motion Carpanzano, second Quintero to adjourn the meeting. Voice vote. Motion carried and meeting adjourned at 8:31 p.m.
