Village of Channahon Board of Trustees met May 6.

Here are the minutes provided by the board:

VP Moorman Schumacher called the meeting to order at 7:45 p.m. and led the Pledge of Allegiance.

Roll call was taken with Trustees Greco, Host, McMillin, Perinar, Scaggs and Slocum present.

Also present were Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Chief of Police Adam Bogart, Village Attorney David Silvennan and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech, This meeting is being recorded.

Trustee Perinar made a motion to approve the consent agenda as read. Seconded by Trustee Slocum.

Trustee Host made a motion to approve the Reappointments. Seconded by Trustee Scaggs.

Consider Approval - Appointments for the Arts and Culture Committee

Trustee Perinar made a motion to approve the Appointments for the Arts and Culture Committee. Seconded by Trustee Host.

VP Moorman Schumacher gave a reminder to everyone about the 10th Annual Pink Heals Mother's Day Walk on Sunday here at the Village Hall.

Consider Approval - Revisions to Optional Education Program

VP Moorman Schumacher stated that we will clean up the language on that and move it to the next agenda.

Consider Approval - A Resolution Authorizing the Execution of a Purchase and Sale Agreement and the Authorization to Purchase Certain Real Estate - Brannick Family Farms

Trustee Slocum made a motion to approve the A Resolution Authorizing the Execution of a Purchase and Sale Agreement and the Authorization to Purchase Certain Real Estate - Brannick Family Farms. Seconded by Trustee Greco.

Consider Approval - Temporary Use Permit for Families of Faith Ministries on June 6 to June9

Trustee Perinar made a motion to approve the Temporary Use Permit for Families of Faith Ministries on June 6 to June 9. Seconded by Trustee Slocum.

NAYS: NONE MOTION CARRIED

Consider Approval - Request for Renewal of Placer.ai Software License Consider Approval - Annual Renewal of Google Services

Trustee Perinar made a motion to approve the Request for Renewal of Placer.ai Software License and the Annual Renewal of Google Services. Seconded by Trustee Host.

ROLL CALL AYES: Greco, Host, McMillin, Perinar, Scaggs and Slocum.

NAYS: NONE MOTION CARRIED

Consider Approval - A Resolution of the Village of Channahon, Illinois, Objecting to the Issuance of a Special Use Permit to Allow a Solar Energy Facility on Property Situated in Close Proximity to the Corporate Limits of the Village

Trustee Perinar made a motion to approve A Resolution of the Village of Chaunahon, Illinois, Objecting to the Issuance of a Special Use Permit to Allow a Solar Energy Facility on Property Situated in Close Proximity to the Corporate Limits of the Village. Seconded by Trustee Host.

ROLL CALL AYES: Greco, Host, McMillin, Perinar, Scaggs and Slocum.

NAYS: NONE MOTION CARRIED

Reminder - Planning and Zoning Commission Regular Meeting, Monday, May 13, 2024 at the Channahon Municipal Building at 6:00 p.m.

Petrick stated that the two things on the agenda are Mighty' s Towing requesting a Special Use Permit for the operation of a towing service and the final plat for Ravine Woods Unit 3.

VP Moorman Schumacher stated that we did tell Mighty's before they located there that they could not do this.

Petrick stated yes, they were told it would not be applicable to the 1-1, it would require a Special Use permit. It didn't seem to be something that we would issue a Special Use Permit for but it is their right to apply, regardless of what we tell them.

D. FINANCE DEPARTMENT

Consider Approval - Renewal of Lease Agreement with Quadient Leasing for the Folding/Stuffing/Sealing Machine

Attorney Silverman stated that ifwe could include in the motion to the minutes that we are entering into a multi year lease based on our Home Rule authority. There is new case law out there and we want to specifically state that.

Trustee Perinar made a motion to approve the Renewal of Lease Agreement with Quadient Leasing for the Folding/Stuffing/Sealing Machine, based on our Home Rule authority. Seconded by Trustee Greco.

ROLL CALL AYES: Greco, Host, McMillin, Perinar, Scaggs and Slocum.

NAYS: NONE MOTION CARRIED

Consider Approval - Annual Police Pension Treasurer's Report - Fiscal Year 2024

Trustee Perinar made a motion to approve the Annual Police Pension Treasurer's Report- Fiscal Year 2024. Seconded by Trustee Scaggs.

NAYS: NONE MOTION CARRIED

E. POLICE DEPARTMENT

Consider Approval - Hiring of an Officer

Trustee Host made a motion to ratify and approve the Hiring of an Officer, William Philyaw. Seconded by Trustee Perinar.

ROLL CALL AYES: Greco, Host, McMillin, Perinar, Scaggs and Slocum.

NAYS: NONE MOTION CARRIED

F. PUBLIC WORKS DEPARTMENT

Consider Approval-Award 2024 ADA Improvements Project

Consider Approval - Award Heritage Lakes PCC Rehabilitation Project

Consider Approval -Award Quality Assurance Materials Testing Services to Rubino Engineering

Consider Approval-Award Traffic Signal Maintenance Agreement for District 3 Signals

Trustee Perinar made a motion to approve and Award 2024 ADA Improvements Project, Award 2024 MFT Resurfacing Project, Award Heritage Lakes PCC Rehabilitation Project, Award Quality Assurance Materials Testing Services to Rubino Engineering and Award Traffic Signal Maintenance Agreement for District 3 Signals. Seconded by Trustee Host.

G. VILLAGE ATTORNEY

Village Attorney David Silverman stated he had no report.

LIAISON REPORTS

Trustee Sam Greco and Trustee Patricia Perinar - Finance/Human Resources Trustee Perinar congratulated and thanked the Finance Department. She asked that it be shared with the finance staff about how proud the board is of the work and a job well done.

Trustee Scott Slocum and Trustee Scott McMillin - Community Development Trustee Slocum stated that we don't know when Dairy Queen is opening but they had family members there this past Saturday.

Trustee Mark Scaggs and Trustee Chantal Host- Public Works and Facility Trustee Sam Greco and Trustee Mark Scaggs - Community & Legislative Affairs

Trustee Chantal Host and Trustee Patricia Perinar - Public Safety/Emergency Support Trustee Host stated that on April 20th the Police Commissioners administered the National First Line Supervisor test to eligible candidates. This test is the first step to getting a new promotional list, which should be finalized in the next couple of weeks. On April 28th , Officers Price and Nelli in cooperation with the Channahon Citizen's Police Academy Alumni Association, hosted the Slam the Scam event. It was an educating effort for the residents of Remington Woods on the latest ways to exploit senior citizens while having a little bit of fun with bingo. The event was well received and the police department is thinldng of bringing it to similar audiences in the future.
