Village of Channahon Board of Trustees met Oct. 16.

Here are the minutes provided by the board:

VP Moorman Schumacher called the meeting to order at 6:59 p.m. and led the Pledge of Allegiance. 

Roll call was taken with Trustees Greco, Host, McMillin, Perinar, Scaggs and Slocum present. 

Also present were Village Administrator Thomas Durkin, Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Director of Public Works Ed Dolezal, Chief of Police Shane Casey, Village Attorney David Silverman and Village Clerk Kristin Hall. 

VP Moorman Schumacher informed everyone present that anyone who speaks at the meeting shall be deemed to have given his/her consent to the recording of their likeness and speech. This meeting is being recorded.

Trustee Scaggs made a motion to approve the consent agenda as read. Seconded by Trustee Greco.

REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS 

A. VILLAGE PRESIDENT 

Reminder - Trick or Treat Hours are 4 p.m. to 7 p.m. on Halloween, October 31, 2023 VP Moorman Schumacher stated that she received a thank you note from the Louis Joliet Chapter of the National Society of the Daughters of the American Revolution, for passing a Resolution to support Constitution Week. There was a lot of commotion going on Saturday, with lights and sirens, and it was a police escort back into town for our Channahon Junior High cross-country teams. The boy's cross-country team took 4th place at State and the girls cross country team are State Champions. She reached out to Coach Bertani so we can bring those athletes in to recognize them at the Board level and we want to get State Champion signs ordered for Route 6. 

B. VILLAGE ADMINISTRATOR 

Consider Approval -- Hiring of an Accounting Clerk 

Jodi Denton, HR Manager, stated that a vacancy occurred in the Finance Department on September 5, 2023. The Board was notified of the vacancy and the intent to fill the position. The notice of this position was posted on the Village website, Facebook, Public Salary E-Blast, IGFOA, IML and internally on September 6, 2023 with a deadline of "Open until Filled". Per the International Union of Operating Engineers, Local 150 collective bargaining agreement wage schedule, the 2023/2024 annual salary is $45,822. Fifteen (15) applications were received and reviewed by herself along with Durkin and Wagonblott. Six (6) candidates were chosen for interviews which were conducted by on September 26th and September 27th, Second interviews were scheduled with the top three candidates, for October 5th, with one declining the interview. The entire Finance Department was included in the second interviews along with herself and Durkin. After the interviews were conducted, it was determined that Ms. Carrie Bogart has the qualities and experience that the Finance Department is looking for. Staff is recommending the board make a conditional offer to Ms. Bogart for the Accounting Clerk position at the salary of $45,822. 

VP Moorman Schumacher asked if we had medical and background tests back. 

Denton stated yes, that actually all came back today so this hiring would be contingent on Board approval. 

Trustee Perinar made a motion to approve the Hiring of an Accounting Clerk, Carrie Bogart. Seconded by Trustee Slocum.

Consider Approval – Authorize the Selection of TranSystems and the Execution of a Contract Regarding Traffic Impact Study Review and Development Services Related to the Chicagoland Logistics Hub 

Trustee Slocum made a motion to approve Authorize the Selection of TranSystems and the Execution of a Contract Regarding Traffic Impact Study Review and Development Services Related to the Chicagoland Logistics Hub not to exceed $104,000. Seconded by Trustee Scaggs. 

ROLL CALL AYES: Greco, Host, McMillin, Perinar, Scaggs and Slocum. 

NAYS: NONE

Discussion - Statistical Monthly Report - September 2023 Durkin stated that the monthly report was attached if there were any questions. We switched to Comcast phones a few months ago. We were on their coax network and part of the arrangement included placing us on their fiber network. That is being done, so on Wednesday, Thursday and Friday of this week our phones will be out for a short period of time. The phones will be out for about an hour, between the hours of 8:00 a.m. and 11:00 a.m. Staff is preparing information to be put on the website. 

C. COMMUNITY DEVELOPMENT & INFORMATION 

Consider Approval – Final Plat of Subdivision for Creekside Estates Unit 2 

Trustee Perinar made a motion to approve the Final Plat of Subdivision for Creekside Estates Unit 2. Seconded by Trustee Host. 

ROLL CALL AYES: Greco, Host, Perinar, Scaggs and Slocum. 

NAYS: McMillin 

Consider Approval – Site Plan for I&M Gateway 

MOTION CARRIED 

Trustee Perinar made a motion to approve the Site Plan for I&M Gateway. Seconded by Trustee Greco. 

Trustee McMillin asked if there was still time for them to adjust the things he had talked about, if he were to vote yes. He stated specifically the restrooms, snow mobile parking, etc. 

Petrick stated that he didn't think the dimensions of the parking lot would be able to change much, but whether we allow them to park across the lines is up to us.

Wagonblott stated that the monthly reports were attached if there were any questions. 

E. POLICE DEPARTMENT 

Consider Approval -- Purchase of 25 Motorola Body Worn Cameras and Related Accessories 

Trustee Host made a motion to approve the Purchase of 25 Motorola Body Worn Cameras and Related Accessories. Seconded by Trustee Scaggs. 

ROLL CALL AYES: Greco, Host, McMillin, Perinar, Scaggs and Slocum. 

NAYS: NONE 

MOTION CARRIED 

VP Moorman Schumacher stated it's no secret that Chief Casey has officially given his letter announcing his retirement with a potential end date. She has talked to the Board about moving forward once Chief Casey decides to retire, tentatively January 5, 2024. She was very happy to get 100% agreement from the Board in offering that position to DC Bogart. She did let the staff know, because she wanted to give them a nice transition period, where it was easy and smooth. 

Soon she will ask Sydney to put something together with Chief Casey and DC Bogart, so that we can announce that publicly. 

Discussion – Statistical Monthly Report – September 2023 

Casey stated that it is a great segue for him and he appreciates that. On the statistical report, we are investigating less cases because they had to pull on of the investigators out to help patrol, since we are down staff. His departure will create a vacuum at the bottom and he is looking for Board Direction for the authority to fill two positions. 

Board Direction was to move forward with filling the two positions. 

DC Bogart stated that he thanks the Board for the opportunity and he hopes to serve the Village of Channahon for many years to come. 

Trustee Greco asked DC Bogart how long he has been employed by the Village. 

DC Bogart stated 16 years. 

VP Moorman Schumacher asked Casey if he had been here for 28 years. 

Casey stated 28 years, today.

Discussion - Statistical Monthly Report - September 2023 

Dolezal stated that the monthly report was attached if there were any questions. He wanted to let the Board know that our Utilities Streets Superintendent, Jeff Barrett, has completed his 3-year training at the Illinois Public Service Institute. Also, we did tell everybody in Heritage Lakes that we will be back with a decision in December, so we need to figure that out for our budget. He further stated that we can update any costs, and postcards will go out mid-November. 

Trustee Slocum stated that we should discuss before that meeting, so we have some sort of consensus. 

Trustee Scaggs stated that he does a lot of bike riding over there, if you split it into thirds, it is really only one third that needs to be replaced. 

G. VILLAGE ATTORNEY 

Village Attorney David Silverman stated he had no report. 

COMMITTEE REPORTS 

Trustee Sam Greco and Trustee Patricia Perinar – Finance/Human Resources Trustee Greco stated that the application for the EPA related to the WIFIA funding for the water commission will be submitted by January 12, 2024. The finance directors from the six municipalities who are members of the water commission and will be gathering the information needed over the next month or so. The auditors are about to issue the final annual comprehensive financial report and overall the audit went well. An auditor from Miller Cooper will present the ACFR and the related audit reports at an upcoming Board meeting. The Finance Department will complete the other required filings, such as the IDOI Report, the Comptroller Reports and the two required TIF Reports before the due date of October 30, 2023. 

VP Moorman Schumacher would like to give a kudos to Wagonblott. She stated she hears such good things. 

Trustee Scott Slocum and Trustee Scott McMillin - Community Development Trustee Slocum stated the people were asking him about the projects going on in the Village. If you ever need to know because someone asks you, the Development Department does a great job of putting it out on the website. Everything we are thinking about doing is up there. It is all there so direct residents to the website and no one can ever say that we didn't tell them. It is all right there and the Development Department does a great job of updating it. 

Petrick stated we try to keep it light on the potentials, we keep it descriptive until the Board has a chance to see it. He stated that as it evolves more information can be added. 

Trustee Mark Scaggs and Trustee Chantal Host – Public Works and Facility 

Trustee Sam Greco and Trustee Mark Scaggs – Community & Legislative Affairs 

Trustee Greco stated that our state legislators are going back in session, October 24-26, 2023 and November 7-9, 2023 for a veto session. 

Trustee Chantal Host and Trustee Patricia Perinar- Public Safety/Emergency Support Trustee Perinar stated that the Channahon Haunted Squad will be at GameChangers on October 28, 2023 from 2-4 p.m. Casey will also have a wonderful honor and experience that he will be able to share with us next time. He was selected to be a flag recipient, this Wednesday, for a direct service burial at Abraham Lincoln National Cemetery. He was chosen to receive the folded flag from a fallen member, which occurs when the family is unable to attend or the person has no living family members. She wants to applaud Jeff Barrett for his tenacity and dedication to his career here.

NEW BUSINESS 

Petrick stated that we have a builder who has recently went through some difficulties completing his projects. The builder does have three homes under construction that have come to a halt. He also stated that today he toured the three homes with another builder to see if it was possible for them to still be viable or if they needed to be torn down. At this point it does look like they are viable to be able to be completed and there is another builder who is approaching the possibility of purchasing those to be able to close them prior to winter, so that no further damage is incurred. It is his hope that the three in the Village of Channahon will be able to be remedied. He also stated that there are some in the Village of Minooka that may not have the same fortune. 

Trustee McMillin stated that as for protecting the Village of Channahon's interests, can we send our guys in to protect that pond with the appropriate silt fencing. 

Petrick stated that we can.
