COMMUNICATIONS

1. Reminder: Visit with Senator Patrick Joyce on Tuesday, November 14th, 10 am - 2 pm at Crete Village Hall, 524 W. Exchange Street.

2. Reminder: Crete Chamber of Commerce sent a reminder to share the 2023 Crete Country Christmas Forms. There are no trolley stops this year as they have been replaced with Community Events.

3. The Parade of Lights will be held on Saturday, December 2 at 6 pm.

4. Crete Creative has been doing the Gnome for the Holidays scavenger hunt on the Saturday morning of Crete Country Christmas. It is a fun event for families that is well-attended. Attached is a letter from Crete Creative regarding donations for their scavenger hunt prizes.

5. A “Thank You” letter was received from the Jensen Family for the great service and services provided every day of the year by the Crete Police Department, Crete Fire Department and the Crete Village Administration Department.

6. Letter of concern was received from Linda Hoffmeyer, a resident of Sangamon Street, voicing her opinion on the decisions to be made on the proposed Solar Farm by Ironwood Renewables and the possible affects it may have on the residents in the proposed area.

OLD BUSINESS:

1. Authorization for the Village President to sign the Call Handling and Aid outside Jurisdictional Boundaries Agreement, Will County Emergency Telephone System. Board action may be taken.

2. Consideration to expand posting municipal notices in the public forum IML has created on a dedicated website. Board action may be taken.

3. Recommendation from Planning and Zoning: At the meeting held on October 26, 2023 an approval was recommended for the rezoning at 25608 S. Dixie Hwy. upon annexation from R-E to B-2 with a special use permit to operate a self-storage facility with outdoor storage. A second recommendation to rezone upon annexation the former Bedford Farm Site from R-E to AG and further recommended the granting of a special use permit to build and operate a solar farm with the following conditions: to maintain the existing water course and include a more decorative fence along the residential properties.

4. Ordinance No 2023- : An Ordinance amending Chapter 28 (Zoning) of the Crete Code of Ordinances to allow commercial solar farms as a special use in the AG (agriculture) District. This ordinance would create the possibility of solar farms in AG zoned districts upon applications received. Board action may be taken.

5. Ordinance No. 2023- : An Ordinance approving the execution of a Pre-Annexation Agreement (Ufkes and Ramsey Properties, LLC). PINs: 23-15-17-402-018-0000; 23-15-17-405-011-0000; 23- 15-17-405-016-0000; and part of 23-15-17-402-015-0000. Board action may be taken.

6. Ordinance No. 2023- : An Ordinance annexing certain property into the Village of Crete, Will County, Illinois (Generator Tech. 25664 S. Dixie Hwy., Crete, IL 60417; PIN: 23-15-20-202-002- 0000). Board action may be taken.

7. Ordinance No. 2023- : An Ordinance annexing certain property into the Village of Crete, Will County, Illinois (HSS Crete, LLC, 25608 S. Dixie Highway, Crete, IL 60417; PIN: 23-15-20-202- 010-0000). Board action may be taken.

8. Ordinance No. 2023- : An Ordinance rezoning certain property upon annexation to the Village of Crete from its current zoning classification of Will County 1-1 (Limited Industrial) to a new zoning classification of Crete B-2 (Highway Service District) at HSS Crete, LLC, 25608 S Dixie Hwy, Crete, IL 60417; PIN:23-15-20-202-0101-0000). Board action may be taken.

9. Ordinance No. 2023- : An Ordinance granting a Special Use Permit for certain property located within the Village of Crete, Will County, Illinois. (HSS Crete, LLC, 25608 S Dixie Hwy, Crete, IL 60417; PIN: 23-15-20-202-010-0000). Board action may be taken.

10. Consideration of text from the current village code relevant to special use permits proposed and discussion on a future meeting with Chief Pieritz concerning the golf cart ordinance along with the draft ordinance itself. A future meeting with the Mayor and Police Chief of Manteno to discuss the events experienced in Manteno is planned.

11. Ordinance No, 2023- : An Ordinance creating a new Article IV (Operation of non-highway vehicles) within Chapter 24 (traffic) of the Village Code of the Village of Crete, Will County, Illinois. This ordinance is in draft form only and will not be adopted at this meeting.

NEW BUSINESS:

1. Ratification of the board members poll taken on October 23, 2023 to authorize the President to sign the Crete Energy Park Subdivision II Plat. The vote by board members was unanimous in favor with 7 (seven) Ayes (Milburn, Wiater, Phelan, Bruns, Johnson, Seifert and President Einhorn.) Board action will be taken.

2. Resolution No. 2023- : A Resolution authorizing an Intergovernmental Agreement for participation in the Mutual Aid Box Alarm System (MABAS) MABAS Master Agreement 2022. Board action is anticipated.

3. Resolution No 2023-_____: A Resolution to hold the annual Crete Country Christmas Parade on Saturday, December 2, 2023 and to close Illinois Route 1 from Burville Road to Milburn Avenue from 5:30 p.m. until 7:30 p.m. Board action is anticipated.

4. Ordinance No. 2023- : An Ordinance regarding the Illinois Paid Leave for All Workers Act for the Village of Crete. Board action may be taken.

5. Ordinance No. 2023- : An Ordinance amending Chapter 2 (Administration),Article V (Fees and Fines Schedule), Section 2-301 (Comprehensive Listing) and Chapter 9 (Fire Prevention and Protection), Article 1 (In General), Section 9-34 (Ambulance Service; Scene Treatment) of the Village of Crete Municipal Code. Board action may be taken.
