Village of Peotone Village Board met May 22.

Here are the minutes provided by the board:

I. The Pledge of Allegiance was led by Mayor March at 6:00 pm.

II. Roll call

Village Clerk, Stacey Hartwell, conducted the roll call and following persons were present: Trustee Hudson, Trustee Richards, Trustee Sluis and Trustee Strba. Also present were the Village Administrator, Police Chief Public Works Manager and Village Attorney.

III. Oath of Office for Newly Elected Official - Clerk gave Oath of Office to Todd Sandberg who was present.

IV. Public Comments:

Victoria Bullard said she was there to comment on her concerns about the air quality issues that chickens may create. Jodi Becker said she trusts that the Board has done due diligence and obtained information from credible resources and she would appreciate a vote of no for chickens. Kathryn Mahn said she was there to show support for backyard hens and thinks it should be allowed. Amanda Babiarz said she was there in support of having chickens and hopes research has been done. Pat Bowden said he is not for chickens and does not think they should approve it and encourages strong restrictions, enforcement and rescinding of license if not followed and also recommended adding a sunset provision. Rick Hansen spoke about his concerns about 206 North Street being taken down and that he would like to be listed in the insurance for demolition in case of any repercussions to his property when it is done, he said it a historical building being torn down he said it is structurally sound and that the Village could have painted it, put some new windows and redone the porch for less than they will spend on demolition. Jolane Walenga said she wanted to personally thank the Board for listening to the request and for putting chickens on the agenda, she said she isn't forcing chickens on people that don't want them.

V. Approval of Consent Agenda:

A. Approve the Minutes of the May 8, 2023, Regular Village Board meeting.

B. Approve Payroll/Accounts Payable

VI. Staff Committee Reports:

A. Public Works - 88th Avenue is in full swing, waiting for cost estimates on MFT and sidewalk program, banners are up, flags will be up, planters are done, flower hanging baskets will be picked up and street sweeper will be out, Bob advised residents to please keep grass out of the street for safety reasons.

B. Engineer - Troy was absent, Administrator gave report. MFT street resurfacing, wrapping up plans and specs and sending to IDOT for review, prices are coming out lower, possible bid opening June 20th, sidewalk project this year is Corning west of 50 and other locations.

VII. Mayors Comments - Mayor mentioned the annual American Legion Memorial Day celebration and parade to the cemetery for a ceremony, Community Garage Sales are coming up June 16th and 17th, he advised to please be careful around I-57 due to construction and shifting lanes.

IX. New Business

A. Special Event and Amp Permit-Peotone Chamber of Commerce Small Town Sounds Music Event, June 24, 2023, 12pm-8pm, Road Closures at Main St. & First St. and also North St. and Second St.

Trustee Sluis represented the Chamber of Commerce and gave an overview of the event. There will be two bands each at a different time and location. Only bands, no other activities.

B. Special Event Permit-Kody Lathus /Exclusive Realtors, Music Days Event, June 24, 2023, 11am-10pm, Road Closure on Second Street from Crawford to Main St.

This item was removed from the agenda per the petitioner's request.

C. Motion to Approve Ordinance Amending Chapter 91 of the Village Code to Establish Regulations for the Licensing, Permitting and Keeping of Chickens Withing the Village

The Mayor read the amendments to the Ordinance, he also recommended adding a right of entry 24 hour notice will be given. Trustee Hudson said he does not think the ordinance should be changed from the original ordinance, he recommended enforcing the current ordinance and feels the majority of residents do not want it and will lose trust in the board. Trustee Richards recommended reevaluating the fee amount and making it higher. Trustee Sluis recommended a two year trial basis and then review, the Mayor suggested three years. Trustee Sandberg had concerns about electricity and recommended it should be required. The Mayor asked for thoughts on the amount for the license, Trustee Richards replied $250-$300, Trustee Sluis said she was ok with that and that she agrees with Trustee Sandberg on electricity. The Mayor asked for a motion with the following changes to be added: electricity will be required, a sunset clause for three years, fee will be changed to $250 and 24 hour notice will be provided for inspection. The Ordinance will go into effect on July 1, 2023.

D. Motion to Approve Resolution for Waiving Competitive Bidding and Authorizing Acceptance of a Proposal from KLF Enterprises for Demolition at 206 N. Second St. in the amount of $30,000

Has been put out to bid twice. First contractor did not want to comply with agreement, no bids second time. The Village contacted a firm and they gave a proposal that covers demolition and asbestos removal. Trustee Sandberg asked if it included removing foundation walls, Administrator replied yes. Trustee Hudson asked if it included everything from the original scope, Administrator replied yes except for Utilities which were already done. Trustee Sluis asked if the Company had any concerns/issues about it falling onto adjacent property, the Administrator replied no but any issues would be covered by liability insurance.
