City of Lockport Committee of the Whole met May 3.

Here are the minutes provided by the committee:

REGULAR MEETING of the Committee of the Whole of the City of Lockport, Illinois was held on Wednesday, May 3, 2023 in the Board Room, 3rd Floor, of the Central Square Building, 222 E. Ninth Street, Lockport, Illinois. Mayor Steve Streit called the Meeting to order at 7:11 pm.

a. City of Lockport received Illinois Fluoridation Act Award from the Illinois Department of Public Health

ITEMS RECOMMENDED TO BE PLACED ON THE AGENDA FOR CONSENT OR ACTION AT THE NEXT REGULARLY SCHEDULED CITY COUNCIL MEETING

CA-1. Stakeholder Meeting for the City of Lockport to Utilize DCEO Grant Funds in the Amount of $360,245.00 for Maryknoll Dr. Watermain Installation Project

City Administrator, Ben Benson, extended thanks to Brent, Lisa and Lance, who prepared the presentation for the grant. Director of Community & Economic Development, Lance Thies, shared details about how the grant funds will be used for the watermain project.

Deskin raised question about the route of the watermain; an easement will be obtained.

CD-1. Final Development Plan Review for a Restaurant with a Drive-Thru Facility, Lot 1A (Panda Express) in Rose Lockport Center /PZC Case #2023-003

Director of Community & Economic Development, Lance Thies, presented the Staff Report for the proposed development for Panda Express.

DIRECTION: Add to the Consent Agenda for the May 17 City Council Meeting

Alderman Darren Deskin recused himself prior to the Council review of agenda item CD-2.

CD-2. Special Use Permit to Allow Expansion of the Existing Lockport Cemetery for the Property Generally Located East of Madison Street and North of 7th Street

Director of Community & Economic Development, Lance Thies, presented the Staff Report. The Applicant is seeking to acquire an adjacent plot which requires review and rezoning of the entire property. The cemetery is privately held.

DIRECTION: Add as an Action Item to the Agenda for the May 17 City Council Meeting

Alderman Darren Deskin returned to the Council meeting upon completion of discussion on agenda item CD-2.

PW-1. Release of Bond and Initial Acceptance of Site Improvements for Homer Tree Service, Inc.

Director of Public Works, Brent Cann, presented the Staff Report to release the surety bond in its entirety.

AT-1. Amendment to Section 130.01 of Lockport Code of Ordinances Correcting the Definition of Assault

City Attorney, Sonni Choi Williams, presented the Staff Report. The amendment is intended to correct an error on the definition of Assault; it is currently defined the same as Battery. The issue was identified by City Police.

DIRECTION: Add to the Consent Agenda for the May 17 City Council Meeting

AT-2. Amendment to Chapter 111 of the City's Liquor Code Amending Class M (Haunted House/Paint Ball), Class N (Truck Stops), Increase the Caps on Class M and N, and Prohibit the Sale of Mini-Sized Packaged Liquor

City Attorney, Sonni Choi Williams, presented the Staff Report for the amendment to City’s Liquor Code for retail liquor sales. The sales is limited to off-site consumption, not sales for on site consumption.

Discussion among the Council ensued to clarify the Class N truck stop, large truck stop requirements to sell packaged liquor. The combined total of liquor licenses to be approved by the Liquor Commissioner will be limited to a max of 3 for Class N, and a max of 2 for Class M. Regular gas stations within the City of Lockport do not sell packaged liquor.

Motion To Adjourn The Committee Of The Whole Meeting, At 7:51 Pm. Motion By Bartelsen, Seconded By Gillogly. Motion Passed By Voice Vote.
