Village of Frankfort Committee of the Whole met April 4.

CALL TO ORDER
Mayor Keith Ogle called the Committee of the Whole meeting to order at 6:30 P.M., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.
REQUEST FOR ELECTRONIC ATTENDANCE & PARTICIPATION
Village Clerk Katie Schubert reported she received an Electronic Attendance Request from Trustee Adam Borrelli to participate electronically at the April 4, 2022 Committee of the Whole meeting.
After being duly identified by image with audio capabilities on a video conference, Trustee Borrelli stated the reason for not being physically present was because of traveling for employment purposes.
ROLL CALL
Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Margaret Farina, Jessica Petrow, Daniel Rossi, and Gene Savaria. Staff in attendance included Village Administrator Rob Piscia, Asst. Administrator John Burica, Police Chief Leanne Chelepis, Deputy Clerk Theresa Cork, Director of Building Services Adam Nielsen, and Director of Community and Economic Development Michael Schwarz.
In attendance by means of video conference: Trustee Adam Borrelli.
Clerk Schubert noted a quorum of the public body was physically present.
Trustee Michael Leddin arrived at 6:33 P.M., following the vote to participate via electronic conferencing.
PARTICIPATION BY BOARD MEMBER VIA ELECTRONIC CONFERENCING
Mayor Ogle entertained a motion from the floor to allow Trustee Borrelli to participate and vote by means of electronic conferencing.
Trustee Savaria made a motion (#1), seconded by Trustee Petrow, to approve participation and voting via electronic conferencing by Trustee Borrelli.
Clerk Schubert called the roll. Ayes: Trustees Farina, Petrow, Rossi, and Savaria. Nays: None. The motion carried.
APPROVAL OF MINUTES (MARCH 7, 2022)
Trustee Farina made a motion (#2), seconded by Trustee Savaria, to approve the minutes of the Committee of the Whole meeting of March 7, 2022.
Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Petrow, Rossi, and Savaria. Nays: None. The motion carried.
ADMINISTRATION CARPET REPLACEMENT PROJECT – BID CONSIDERATION
Director Nielsen reported the Village’s Annual Budget for FY 2021/2022 includes funding for remodeling efforts for the offices of the Building Department located on the second floor of the Administration Building. The proposed work includes painting and the removal and installation of roughly 3,900 square feet of carpet. He reported the painting has been completed by Public Works staff members and of the $40,000 budgeted, staff has expensed approximately $5,000.
Director Nielsen reported staff developed specifications and solicited competitive bid proposals for the tear out and replacement of the carpet. He stated the Village received two bids that included installation of 24” X 24” Mohawk Enlivened carpet with optional padding. The lowest qualified bid of $26,664.00 (without padding) and $27,563.00 (with padding) was submitted by Tiles in Style, LLC.
Members briefly discussed the project and were in consensus to include the optional Flex-Aire underlayment to help reduce noise and extend the life of the carpet.
Trustee Petrow made a motion (#3), seconded by Trustee Savaria, to forward a recommendation to the Village Board to accept the low bid and award the contract to Tiles in Style, LLC, for the carpet replacement project, in an amount not to exceed $28,000.00.
Clerk Schubert called the roll. Ayes: Trustees Borrelli, Farina, Leddin, Petrow, Rossi, and Savaria. Nays: None. The motion carried.
OPENING OF 2 SMITH STREET PROPOSALS
Mayor Ogle reported the Village of Frankfort advertised for sealed bids for the purchase of all or a portion of the surplus property commonly known as 2 Smith Street.
Clerk Katie Schubert publicly opened and read aloud the four contract purchase proposals submitted for the subject property: 1) Morgan Premier Properties; 2) Integrus Development; 3) Fulton Homes and Garden, LLC; and 4) Jill Plesha and Jason Verbeek.
Mayor Ogle announced the four proposals were compliant and will be published on the Village website within the next two days for public inspection. He noted the proposals will be discussed at the April 13th Committee of the Whole meeting.
OTHER BUSINESS
Trustee Petrow inquired if the Village received any notice regarding the Rebuild Downtowns & Main Streets Capital Grant. Director Schwarz reported that the Village has not received any updates regarding successful grantees at this time. He further reported the award processing was expected to be completed within 90 days of the January 10, 2022 application deadline.
