MAYOR:
State of the City - Mayor O'Dekirk
The Mayor gave a condensed version of the State of the City Address. He reviewed last years finances, including the effects of COVID; gave an overview of the City's leadership role in the COVID response, including the vaccine response; the City's response to civil unrest - Joliet Police Department minimized the damage and maintained control; and the historic decision of choosing Chicago as the new water source for the City. The Mayor spoke about recent Economic Development - NorthPoint project, reopening of Chicago Street, Tony Finer Foods located at Jefferson and Larkin, downtown developments, Cullinan property at I-55 and I-80, and the Harbor Freight Distribution Center.
Councilman Hug thanked Councilwoman Quillman for putting the well-being of others before herself and her campaign by focusing on getting the community vaccinated. He also spoke regarding NorthPoint.

Ordinance Amending the 2021 Annual Budget for the City of Joliet to include Funding of $440,830.00 and Approval of Amendment No. 2 to the Professional Engineering Services for the Project Management Services to Oversee the Houbolt Road (I-80 - US Route 6) Interchange Modification and Roadway Reconstruction Project Phase I, II, and III to T.Y. Lin International in an amount not to exceed $740,830.00
At the request of Mayor O'Dekirk, the City Manager explained the expenditure for this item is for the Phase 1 engineering allowing the city oversight of the project.
Councilman Hug discussed cost sharing and the city's oversight of the project. A brief discussion was held regarding the Houbolt bridge project.

CITY MANAGER:
Mr. Capparelli asked for future communication recommendations between him and the Mayor and Council since a recent confidential email he sent was given to the media.
Mayor O'Dekirk concurred with the City Manager that personnel matters should not be discussed with the media.
NEW BUSINESS (Not for Final Action or Recommendation):
Mayor O'Dekirk thanked the City Manager and Chief Malec for addressing unresolved administrative issues from the last police administration.
PUBLIC COMMENTS:
Karl Ferrel spoke regarding a Citizens Review Board. He also requested the Council submit a letter to the Department of Justice and Attorney General for possible police misconduct in the Eric Lurry case.

Councilman Hug encouraged residents to vote tomorrow.
Councilman Turk thanked the City Manager, Derek Conley, and Gabe Friend for their assistance with Senor Tequilla on Jefferson Street.
Mayor O'Dekirk discussed the Council returning to the dais and the possibility of life returning to normal with the administration of the COVID vaccines.
