A bill introduced by state Sen. Michael E. Hastings (D-Frankfort) seeking to expand access to utility bill assistance programs recently passed the Senate Energy and Public Utilities Committee.
The Low-Income Energy Assistance Program (LIHEAP) and Percentage of Income Payment Plan (PIPP) helps eligible low-income residential utility customers pay for their gas and electric utility service by offering them bill assistance. Both programs are through the Illinois Department of Commerce and Community Affairs (DCEO).
"The COVID-19 pandemic forced many working families into untenable situations with skyrocketing energy bills they cannot afford, Hastings said in an April 2 Facebook post. "As a public servant, I take the responsibility to safeguard the livelihood of our most vulnerable residents very seriously, and I believe the legislature has the chance to do so by acting to expand access to utility bill relief programs."
Senate Bill 265 would establish a priority application process for households with children under the age of 6 and extend LIHEAP and PIPP availability to all eligible low-income Illinois residents.
Under the bill, families earning above 60% of the Illinois median income level would be excluded from LIHEAP and PIPP eligibility.
This legislation now heads to the Senate for further review and consideration.
