Village of Plainfield Committee of the Whole met Feb. 24.

Here is the minutes provided by the committee:

Trustee Bonuchi called the meeting to order at 7: 00 p.m. Board Present: Trustee Calkins, Trustee Kalkanis, Trustee Larson, Trustee Wojowski, Trustee Benton, and Trustee Bonuchi. Board absent: Mayor Collins. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Jon Proulx, Planning Director; Lonnie Spires, Building Official; Dan Biermann, Water Superintendent; and John Konopek, Chief of Police. There were approximately 50 persons in the audience. 

Trustee Larson moved to appoint Trustee Bonuchi as this evening' s Chair. Second by Trustee Wojowski. Vote by roll call. Calkins, yes; Kalkanis, yes; Larson, yes; Wojowski, yes; Benton, yes; Bonuchi, yes. 6 yes, 0 no. Motion carried.

Trustee Larson moved to approve the Minutes of the Committee ofthe Whole Workshop held on February 24, 2020. Second by Trustee Bonuchi. Voice Vote. All in favor, 0 opposed. Motion carried. Motion carried.

PRESIDENTIAL COMMENTS

Trustee Bonuchi stated that at the request of the applicant, Redwood Communities Concept Plan will not be discussed this evening.

WORKSHOP

1) PLAINFIELD VILLAGE CENTER

Mr. Jon Proulx stated that the applicant is submitting a concept plan for review and input. The project was originally annexed as part of the Wallin Woods Development in the mid- 1990' s. The 37-acre parcel was formally entitled in 2008 with approval of an amendment to the annexation agreement and special use for planned development for approximately 800 residential units and more than 200,000 square feet of commercial development. The applicant is proposing a series of modifications to the approved plans. The revised plan proposes 22 duplex homes, 93 townhomes, and 282 apartment units.

Mr. Jim Hughes and Mr. Mike Schoppe reviewed the proposed changes, building elevation, club house elevation, and the land plan. Mr. Hughes pointed out that the townhomes would be rentals.

Trustee Larson expressed concern regarding the number of rental units, density, square footage of the studio apartments, and its effect on the school district. Trustee Larson stated that the proposed plan has better aesthetics than the previously approved plan.

Trustee Benton expressed concern regarding the rentals, price points, and transportation.

Trustee Wojowski expressed concern regarding not having a concept plan for the entire site, rentals, density, and effect on the school district. Trustee Wojowski pointed out that he likes the buffer of the townhomes from the apartments.

Trustee Calkins expressed concern regarding density, traffic, location, not having a plan for the entire site.

Trustee Kalkanis expressed concern regarding the number of rental units.

Trustee Bonuchi expressed concern regarding the number of rental units.

Administrator Murphy stated that staff will continue working with the applicant.

On a motion from Trustee_Larson and second by Trustee Bonuchi, the meeting adjourned at 7: 57 p.m.
