Crest Hill City Council met Dec. 2.

Here is the minutes provided by the Council:

The regular meeting of the City of Crest Hill was called to order by Mayor Raymond R. Soliman at 7:00 p.m. in the Council Chambers, 1610 Plainfield Road Crest Hill, Will County, Illinois.

The Pledge of Allegiance was recited in unison.

Roll call indicated the following present: Mayor Raymond Soliman, City Clerk Vicki Hackney, City Treasurer Glen Conklin, Alderman Scott Dyke, Alderman John Vershay, Alderwoman Claudia Gazal, Alderwoman Tina Oberlin, Alderman Marco Coladipietro, Alderman Nate Albert, Alderman Joe Kubal.

Also present were: City Administrator Heather McGuire, Assistant City Administrator/HR Director Megan Fulara, Deputy City Clerk Janet Serdar, Police Chief Ed Clark, Public Works Director Tom Migatz,

Absent were: Alderwoman Barbara Sklare, Director Scott McMaster, Community Development Director of Water/Wastewater Mark Siefert, Finance Supervisor Ashli Motyka.

Approval of Minutes: Mayor Soliman presented the minutes from the regular meeting held on November 18, 2019 for Council approval.

(#1) Motion by Alderman Kubal, seconded by Alderwoman Gazal, to approve the minutes from the regular meeting held on November 18, 2019 as presented.

On roll call, the vote was:

Ayes: Ald. Dyke, Vershay, Gazal, Oberlin, Coladipietro, Albert, Kubal.

Nayes: None.

Absent: Ald. Sklare. There being seven (7) affirmative votes, the Motion Carried. (32)

(43) Mayor Soliman presented the minutes from the work session held on November 25, 2019 for Council approval.

(#2) Motion by Alderman Kubal, seconded by Alderman Dyke, to approve the minutes from the work session held on November 25, 2019 as presented.

On roll call, the vote was:

Ayes: Ald. Vershay, Gazal, Oberlin, Albert, Kubal, Dyke.

Nayes: None.

Absen: Ald. Sklare.

Abstain: Ald. Coladipietro. There being six (6) affirmative votes, the Motion Carried.

City Administrator: (61) City Administrator Heather McGuire presented An Ordinance of the City of Crest Hill, Illinois Amending the Study Area for an Eligibility and Housing Impact Study to Determine Eligibility of Certain Property for Tax Increment Financing. Administrator McGuire went over the background of the proposed ordinance. This was discussed at a previous work session.

(#3) Motion by Alderwoman Oberlin, seconded by Alderwoman Gazal, to approve An Ordinance of the City of Crest Hill, Illinois Amending the Study Area for an Eligibility and Housing Impact Study to Determine Eligibility of Certain Property for Tax Increment Financing.

On roll call, the vote was:

Ayes: Ald. Coladipietro, Albert, Kubal, Dyke, Vershay, Gazal, Oberlin.

Nayes: None.

Absent: Ald. Sklare. There being seven (7) affirmative votes, the Motion Carried. Ordinance #1832

(93) Administrator McGuire presented a Resolution Authorizing Execution of a Settlement Agreement Regarding Site Development and Economic Incentive Program. Administrator McGuire went over the background of the proposed resolution. This was discussed at a previous work session.

(#4) Motion by Alderwoman Oberlin, seconded by Alderman Vershay to approve a Resolution Authorizing Execution of a Settlement Agreement Regarding Site Development and Economic Incentive Program.

Nayes: None.

(134) Administrator McGuire announced that there will be a work session on Monday December 9, 2019 for discussion on Serafin and Associates Updates and the Logo Options. Administrator McGuire wished City Staff and the residents Happy Holidays.

Public Works Department: (156) Public Works Director Tom Migatz had no agenda items for discussion. He gave an update on the street sweeping program.

Economic Development Department: (176) Administrator McGuire presented a Resolution Authorizing Execution of a Traffic Study With Kloa for Route 53. Administrator McGuire went over the background of the proposed resolution. This was discussed at a previous work session.

(#5) Motion by Alderman Dyke, seconded by Alderman Vershay, to approve a Resolution Authorizing Execution of a Traffic Study With Kloa for Route 53.

On roll call, the vote was:

Ayes: Ald. Gazal, Oberlin, Coladipietro, Albert, Kubal, Dyke, Vershay.

Nayes: None.

(208) Administrator McGuire thanked everyone who helped with the recent Winter Festival on behalf of Economic Development Director Scott McMaster.

Police Department: (233) Police Chief Ed Clark had no agenda items for discussion.

Mayor: (241) Mayor Soliman presented a request for a donation for Lockport Township High School for Late Night 2020 per the letter dated October 2019. This was discussed at a previous work session.

(#6) Motion by Alderman Albert, seconded by Alderman Coladipietro, to approve a donation for Lockport Township High School for Late Night 2020 in the amount of $100.00 per the letter dated October 2019.

On roll call, the vote was:

Ayes: Ald. Kubal, Dyke, Vershay, Gazal, Oberlin, Coladipietro, Albert.

Nayes: None.

Absent: Ald. Sklare. There being seven (7) affirmative votes, the Motion Carried.

(266) Mayor Soliman presented a request for the approval of the appointment of Alderman Joe Kubal as the liaison between the City and the Lockport Park District per the memo dated November 27, 2019. Mayor Soliman went over the background of the request. This was discussed at a previous work session.

(#7) Motion by Alderman Albert, seconded by Alderwoman Gazal, to appoint Alderman Joe Kubal as the liaison between the City and the Lockport Park District per the memo dated November 27, 2019.

On roll call, the vote was:

Ayes: Ald. Dyke, Vershay, Gazal, Oberlin, Coladipietro, Albert, Kubal.

Nayes: None.

Absent: Ald. Sklare. There being seven (7) affirmative votes, the Motion Carried.

(301) Mayor Soliman thanked everyone who attended or volunteered for the annual Winterfest. Mayor Soliman thanked everyone who helped put the festival together and the vendors who were in attendance. Alderwoman Gazal thanked everyone who attended the annual festival. She also thanked Mayor Soliman for hosting the annual bowling party.

City Clerk: (361 City Clerk Vicki Hackney had no agenda items for discussion.

City Treasurer: (369) City Treasurer Glen Conklin presented the regular and overtime payroll from November 11, 2019 through November 24, 2019 in the amount of $234,029.65.

(379) Treasurer Conklin presented the list of bills in the amount of $177,546.86 for Council approval.

(#8) Motion by Alderwoman Oberlin, seconded by Alderman Dyke, to approve the list of bills in the amount of $177,546.86 as presented.

On roll call, the vote was:

Ayes: Ald. Coladipietro, Albert, Kubal, Dyke, Vershay, Gazal, Oberlin.

Nayes: None.

Absent: Ald. Sklare. There being seven (7) affirmative votes, the Motion Carried.

Unfinished Business: (401) There was no unfinished business.

New Business: (403) There was no new business.

Committee/Liaison Reports: (405) Alderwoman Oberlin reminded the residents that the application for the Holiday Lights Contest are due by December 6, 2019. The winners will be announced at the December 16, 2019 Council meeting. Alderman Albert announced that the forms are available online or in the lobby of the City Building.

Council Comments: (459) Alderman Albert thanked Richland School for hosting Donuts with Dudes. Alderman Albert commended everyone who participated in the annual Winter Fest. Alderwoman Oberlin reminded everyone to get their Holiday Lights Contest entry forms in. Alderwoman Gazal announced that the Richland band will be presenting a concert on Tuesday.

Public Comment: (523) Tom Planker, Oakland Avenue expressed concern about the recent flooding on Oakland Avenue. He felt that the City should be investing money in the flooding issue, not a new Municipal Center. Another concern is the bus company starting their busses very early in the morning and there is a lot of exhaust fumes. There is also an increase in truck traffic on Oakland Avenue. Chief Clark explained there is a time frame that they can have the busses running and would be looked into it. Discussion followed on the number of busses that are housed in that area of the City. Mr. Planker then questioned the construction trucks that are using Oakland Avenue. Discussion followed on the construction of a new Municipal Center. The current City building is at least 80 years old and is constantly in need of repair. Discussion followed on the flooding in the City and the number of homes that are still illegally connected to the sanitary sewer. Steve Peterson, Oakland Avenue expressed concern over the condition of 1908 Oakland. There is also a problem at 1920 Oakland. The yard is constantly flooded, the sidewalk is collapsed and is covered in a slimy substance.

Mayor Soliman welcomed the students from the JJC political science class.

There being no further business before the Council, a motion for adjournment was in order.

(#9) Motion by Alderman Dyke, seconded by Alderman Vershay, to adjourn the December 2, 2019 City Council meeting.

On roll call, the vote was:

Ayes: Ald. Gazal, Oberlin, Coladipietro, Albert, Kubal, Dyke, Vershay.

Nayes: None.

Absent: Ald. Sklare. There being seven (7) affirmative votes, the Motion Carried.
