Village of Plainfield Committee of the Whole met July 22.

Here is the minutes provided by the committee:

Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee Wojowski, Trustee Benton, Trustee Bonuchi, Trustee Calkins, Trustee Larson, and Trustee Newton. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Derek Wold, Engineer; Steve Amann, Engineer; Jake Melrose, Economic Development Manager; Allen Persons, Public Works Director; Jon Proulx, Planning Director; Lonnie Spires, Building Inspector; Traci Pleckham, Management Services Director; and John Konopek, Chief of Police. There were approximately 2 persons in the audience.

Trustee Larson moved to approve the Minutes of Committee of the Whole Workshop held on June 10, 2019. Second by Trustee Bonuchi. Voice Vote. All in favor, 0 opposed. Motion carried. Motion carried.

PRESIDENTIAL COMMENTS 

Mayor Collins expressed condolences for the loss of Tyler Dufour and stated that he is very proud of the Village' s Honor Guard.

TRUSTEE COMMENTS 

Trustee Wojowski expressed condolences to the family of Tyler Dufour and to the Plainfield Police Department.

Trustee Larson thanked everyone that helped with the Plainfield Fest.

Trustee Benton commented a ride along he had with the Police.

Trustee Bonuchi thanked Chief Konopek for his leadership and thanked the Riverfront Foundation and Public Works for the Plainfield Fest.

WORKSHOP

1) REVIEW OF STANDARD ANNEXATION AGREEMENT REGARDING IMPACT FEES 

Jake Melrose reviewed the proposed changes to the standard form of annexation agreement. The template sets forth a number of obligations for the developer, including the imposition of impact fees such as traffic impact fee, municipal facility fee, and annexation fee. Mr. Melrose noted that the new fees proposed would be frozen for only the first five years of the agreement and would then re-set to whatever fee amount is in place per Village policy in the future. Mr. Melrose also noted that a new provision is proposed to allow the Village the right to require developers to construct sidewalks and parkway trees upon the Village' s request following two (2) years after the final plat approval.

There was some general discussion regarding the proposed changes. It was the consensus ofthe Board to proceed with the proposed changes and to bring it back for formal adoption.

2 PROPOSED SUBDIVISION CODE AMENDMENTS REGARDING PROFESSIONAL SERVICE FEE 

Mr. Jake Melrose reviewed a proposed change text amendment to the Subdivision Code in how engineering review fees are charged for preliminary engineering stage of development projects as a cost savings. Staff is proposing to revert the preliminary engineering stage back to a time and material basis with a limit equivalent to the developer deposit currently in effect. Also, staff is proposing a modest increase in the per diem compensation for the Plan Commission.

It was the consensus of the Board to bring the proposed changes back for formal approval.

Mayor Collins read the reminders.

On a motion from Trustee Larson and second by Trustee Bonuchi, the meeting adjourned at 7: 3 •. m.
