Village of Manhattan Board of Trustees met May 7.

Here is the minutes provided by the board:

A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Tuesday May 7, 2019. Mayor Doyle opens the meeting at 7:00 P.M. Roll call: Trustee Beemsterboer aye, Trustee McDonough aye, Trustee Reeves aye, Trustee Biscan aye, Trustee Doyle and Trustee Naughton aye. Also present are Becker, Doyle, Kendall, and Nelson, Pintar, Sing, Taylor and Wazny.

Village Clerk Becker Swears in Newly Elected Trustees For A Four (4) Year Term, Robert Dilling, Erin McDonough, And Michael Naughton.

Mayor Doyle and the Village Board present Star Certificate to Manhattan Junior High Addison Griffith, for winning the Giraffe Award. Addison Griffith is a 6th grader at Manhattan Junior High.

Mayor Doyle Reads a Proclamation declaring May 14, 2019, “Apraxia Awareness Day In the Village of Manhattan. Amber Smith and Matthew Cernauskas, Thank the Mayor and Board of Trustees for recognizing this disorder. Amanda Smith invited everyone to wear blue on May 14, 2019, and to stop by the Ace Hardware and buy some bake goods. Matthew Cernauskas hands out to each of the Board Members a wrist band supporting the Apraxia Awareness.

Mayor Doyle Reads a Proclamation declaring May 13-May 19, 2019, “National Police Week” in the Village of Manhattan.

Several residents are in attendance to voice their concerns over the Northpoint Project. Mayor Doyle reminds everyone that the Public Comments will be not be an answer and question, and each speaker is limited to 5 minutes. Mayor Doyle explains that if anyone has questions or would like to talk more about the project, please see them after the meeting. They can also email or set up a meeting with him and staff. Delilah LaGrett, has reviewed the Village Zoning Map and she does not see how North Point could be contiguous to the Village, she also points out that this developer is not Trust Worthy. Mr. Dan De Capprio of the Manhattan School Board reads a Proclamation approve by School District #114, not supporting North Point, that it would not be in the best interest of the district. Cherie Galle informs the Mayor and Board of Trustees that she has lived here over 20 years and if North Point comes to Manhattan her and most of her Neighbors will have to leave Manhattan, and she and her neighbors want the Village Board to tell North Point No, they are not trustworthy and her and her neighbors do not want the warehouses or the traffic. Township Supervisor James Walsh also explains that the Manhattan Township has also passed a Resolution not supporting the North Point Development, and his Board also feels that North Point is not needed in Manhattan and Mr. Walsh points out that Erin Gallagher did extensive research on North Point and they are not to be trusted. Mr. Walsh recommends that the Village Board do a lot of research and study before talking to North Point. Sarah White, who has lived in Elwood and Manhattan, is glad Mayor Doug Jenco of Elwood shut North Point Down and she wants the Village of Manhattan to shut them down, and not even talk to them. Sarah White recommends that the Village look at family friendly developments like a wave park. Mary Baskerville feels that the Elected Leaders should listen to the voice of the people, and also look at how this development will affect the whole region. Kevin Fromer has lived here 13 years and cannot believe the Village Board would even consider talking to North Point. Mr. Fromer points out that they are not trust worthy, would be lousy neighbors, feels it would ruin Manhattan and if Joliet wants it let them have it, and then at least the Village of Manhattan did not allow them to affect the area or the community. Mayor Doyle thanks everyone for their comments and for coming out, and again recommends that if anyone would like to email them or set up a meeting to discuss their concerns please contact staff.

Biscan motion to approve the Consent Agenda As Follows: The Regular Minutes of the April 16, 2019, Executive Session Minutes Not For Release April 16, 2019 And Bills List For May 7, 2019. Doyle second. Roll call: Beemsterboer aye, Biscan aye, McDonough aye, Naughton aye, Dilling aye, Doyle aye.

(6 ayes, 0 nays, 0 absent). Motion Carried.

Village Administrator Sing informs the Mayor and Board of Trustees that they have before them Approval of State Street Auto Invoices Totaling $140.00 for 2018/2019. Trustee Doyle is the owner of State Street Auto, for the Village to continue using State Street Auto; we followed the Illinois Municipal Code which sets parameters for doing business with elected officials. The Village Executed the final Contract not to exceed $2,000 annually with State Street Auto. If approved the total expended under the extended contract is $1,617.85.

Naughton motion to approve the State Street Auto Invoices (2018/2019) Totaling $140.00. Beemsterboer second. Roll call: Biscan aye, McDonough aye, Naughton aye, Dilling aye, Doyle abstains because of the Personal Interest He Has in State Street Auto, Beemsterboer aye. (5 ayes, 0 nays, 1 abstain, 0 absent). Motion Carried.

Village Administrator Sing informs the Mayor and Board of Trustees that over the past few years there has been attempts and discussion about hosting a carnival for the community. As you know with any event is volunteers and funding can be an issue. There have been discussions recently in an attempt to add a carnival to Manhattan On Tap, Friday and Saturday, but it is to short of a timeframe and we would only be able to obtain the “B” rides. The purpose of discussion tonight with the Board is to gauge your interest and support for a carnival, in the future. The discussions will assist staff in understanding how to structure an event or carnival, maybe for an October Fest. The October Fest would celebrate the German Heritage of the Village. One item that will need your assistance is the cost for port o lets and police protection. The estimated cost for those Two (2) items for the Manhattan On Tap weekend is $4,200. Leading these discussions have been Mayor Doyle, Trustee McDonough, and Manhattan Resident Kevin Schuster and they would like to make this a family friendly event, celebrating the German Heritage of the Community. Trustee McDonough points out that they would like to get the businesses involved in supporting the event. The Mayor and Board of Trustees support the concept.

Chief Wazny informs the Mayor and Board of Trustees that this Thursday May 10, 2019, is the 38th Will County Law Enforcement Memorial Day. There will be a Mass at 10:30 A.M. and then a Memorial Service will be held at noon at the Will County Court House. This Year they will be adding a new name of Ernest Wehr, who was with the Will County Probation Department and who was gunned down by an inmate. Chief Wazny will be the Master of Ceremony at the event and the guest speaker is The Honorable Michael Frerichs, Illinois State Treasurer. Chief Wazny invites everyone to event.

Public Works Supervisor Tyk informs the Mayor and Board of Trustees that they have before them an A Resolution Authorizing The Execution Of An Engineering Agreement With Strand Engineering (WWTP Expansion). Last year, the Village conducted a RFQ to update our Waste Water Facility Plan. That process resulted with Village approving an updated Waste Water Facility Plan prepared by Strand Associates. On average it takes Five (5) years to design, permit and construct additional waste water capacity. Since we only have capacity for the lots on the books we should plan to construct additional capacity. The Engineering Agreement will design a Waste Water Expansion to 2.1 million gallons per day as approved in our Facility Plan and assist with permitting the construction of the expansion. The Village Attorney has reviewed the agreement. Village Administrator Sing points out that this 6.2% of construction cost, at 21 Million. Trustee Beemsterboer is concern with the estimates being today’s numbers and not the cost numbers in 5 years. Village Administrator explains that the 21 Million is the estimate for 5 years.

Public Works Supervisor Tyk informs the Mayor and Board of Trustees that they have before them the 2019 Summer Employee Roster. Staff is requesting the approval to hire Five (5), at an hourly rate of $11.25. The roster if approved would be Zach Paymaster, Jacob McGrath, Brandon Bird, Justin Saldivar and Nolan LaRue.

Public Works Supervisor Tyk informs the Mayor and Board of Trustees that they have before them a Request for Authorization To Purchase A Finish Mower. Public Works would like to purchase a Progressive 15.5 ft. Tri-Deck Finishing Mower. This mower would be used on the back of our Kubota Tractor to cut grass throughout town; it will allow us to cut larger areas in a shorter amount of time. This would replace one of our Xmark mowers. Staff did receive 4 bids, and this was budgeted for in the 2019/1020 Budget. Trustee Naughton is concern with the 3 out of state bids. Public Works Superintendent explains that only certain dealers can sell them.

Biscan motion to Approve The Purchase A Finishing Mower From Burris Equipment In The Amount Of $15,371.00. McDonough second. Roll call: Doyle aye, Beemsterboer aye, Biscan aye, McDonough aye, Naughton aye, Dilling aye. (6 ayes, 0 nays, 0 absent). Motion Carried

Mayor Doyle informs the Board of Trustees that they have before them An Ordinance Amending Section 2-3-10(I) Of The Village Of Manhattan Code, Will County, Illinois (Liquor Control Regulations-Number of Licenses). First Read. The Village has received a Liquor License Application for an establishment to be located at 24600 Rt. 52, Unit F. This application is part of the family that owns CD Liquors and is for “A” liquor License. This License allows the retail sale of alcoholic liquor for consumption on premises. The applicant has successfully completed a background check. This Ordinance will increase the number of “A” Licenses. Trustee Naughton would like to know the location. Mayor Doyle explains that it will be next door to Betsy’s and C D Liquors, with separate entrances.

McDonough motion to Approve The Following Trustee Committee Appointments: Erin McDonough- Community Affairs, Thomas Doyle-Finance, Dave Beemsterboer-Public Safety/Emergency Preparedness, Mike Naughton-Community Development, Thomas Biscan-Public Works And Robert Dilling-Information Technology. Naughton second. Roll call: McDonough aye, Naughton aye, Dilling aye, Doyle aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Mayor Doyle points out that we were lucky and did not get hit as hard as other communities with all of the rain and flooding. Public Works Supervisor Tyk explains that we are lucky we have the lagoon; it holds 7 Million Gallons and is full.

Trustee McDonough wants to Congratulate the Manhattan Junior High Symphonic Band, Orchestra and Choir on there first place and second place wins at the Music in the Park Competitions. They also won for the Best Behaved School at the Event. Trustee McDonough would like to Thank the parents for raising great kids and supporting the music department.

Trustee Beemsterboer would like to congratulate the Trustees that were sworn in tonight and welcome Trustee Dilling to the Board of Trustees. Trustee Beemsterboer would also like to Thank out going Trustee Reeves on his years of service.

Trustee Dilling would like to Thank outgoing Trustee Reeves for his years of service.

Trustee Biscan, Trustee Doyle and Trustee Naughton also want to congratulate the Trustees that were sworn in tonight and also like to Thank out going Trustee Reeves on his years of service.
