Village of Manhattan Board of Trustees met May 21.

Here is the minutes provided by the board:

A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Tuesday May 21, 2019. Mayor Doyle opens the meeting at 7:00 P.M. Roll call: Trustee Biscan aye, Trustee McDonough aye, Trustee Naughton aye, Trustee Dilling, and Trustee Doyle. Trustee Beemsterboer is absent. Also present are Becker, Doyle, Kendall, and Nelson, Pintar, Sing, Taylor and Wazny.

Under Public Comment, Stephanie Irvine who lives at 26210 S Cherry Hill Rd, Manhattan, is concern with North Point Annexing to the Village of Manhattan. Mrs. Irvine points out that the only way North Point could have contiguity the Village of Manhattan is through 2 Parcels of properties, hers and the Sammet Families. Mrs. Irvine points out that neither of them will do this, but during her research she did find out that the Village could take them to court to force an Annexation. Mrs. Irvine explains that she sent emails to each of the Board Member, and Village Administrator Mr. Sing, asking if they would do this, and Village Administrator Sing state it would depend on if they came back with a viable project. This statement has put her family in distress. Mrs. Irvine’s family is now worried that if North Point came back to the Village of Manhattan with a project that the Village thought was viable they would take them to court. Mrs. Irvine wants the Village to know that she will not give up her property for North Point and wants the Village Board of Manhattan to do what is right for the residents and standby what the residents have stated that they do not want the North Point Project.

Christina Sammet, who is the neighbor and the second parcel echo’s what Stephanie Irvine has says and informs the Mayor and Board of Trustees that it has been a long 2 years of her life fighting to keep North Point out of the community, and she is making an emotional plea to the Manhattan Village Board to do what is right for the community and their residents and tell North Point No.

Mayor Doyle thanks both of them for their comments and they will add this to the list of concerns in regards to the North Point Project. Mayor Doyle also reminds everyone that if anyone would like to discuss the North Point Project and their concerns over the project they can make an appointment for a face to face conversation.

Biscan motion to approve the Consent Agenda As Follows: The Regular Minutes of the May 7, 2019, Bills List For May 21, 2019, Consideration To Cancel The July 2nd and August 6th 2019, Regular Board Meetings. Mayor Doyle Points Out That The Meetings Are Being Canceled Due To The Holiday And Vacation Schedules. Doyle second. Roll call: Biscan aye, McDonough aye, Naughton aye, Dilling aye, Doyle aye. (5 ayes, 0 nays, 1 absent). Motion Carried.

Village Administrator Sing informs the Mayor and Board of Trustees that they have before them Approval of State Street Auto Invoices Totaling $186.95. Trustee Doyle is the owner of State Street Auto, for the Village to continue using State Street Auto; we followed the Illinois Municipal Code which sets parameters for doing business with elected officials. The Village Executed the final Contract not to exceed $2,000 annually with State Street Auto. If approved the total expended under the extended contract is $201.95.

Naughton motion to approve the State Street Auto Invoices Totaling $186.95. McDonough second. Roll call: McDonough aye, Naughton aye, Dilling aye, Doyle abstains because of the Personal Interest He Has in State Street Auto, Biscan aye. (4 ayes, 0 nays, 1 abstain, 1 absent). Motion Carried.

The Mayor and Board of Trustee Review the Financial Investment Report. Assistant Finance Director Kendall points out that they will be starting the Budget Process.

The Mayor and Board of Trustee Review the Public Safety Department Monthly Report and at this time have no questions.

The Mayor and Board of Trustee Review the EMA Monthly Report and at this time have no questions.

The Mayor and Board of Trustees Review the Monthly Public Works Department Report and at this time have no questions.

Public Works Supervisor Tyk informs the Mayor and Board of Trustees that they have before them a request for Authorization to Purchase A Bandit Tree Chipper. Public Works is requesting approval to purchase a Bandit Tree Chipper from Atlas Bobcat. This would replace our 2006 Vermeer Chipper. In the past, the Manhattan Park District has borrowed our chipper to clean their park grounds, so we have offered to sell them our old chipper for $5,000.00, rather than trading it in on the new purchase. Having our own chipper is vital to the Villager with all the Tree Trimming that is done in house and during storm events to help clean up town in a timely fashion. This is in the 2019-2020 budget year. Trustee Naughton would like to confirm that Atlas Bobcat discount is without a trade-in discount. Public Works Superintendent Tyk confirms that it is.

Doyle motion to Approve Authorization To Purchase A Bandit Tree Chipper Form Atlas Bobcat In the Amount of $59,100.00. McDonough second. Roll Call: Naughton aye, Dilling aye, Doyle aye, Biscan aye, McDonough aye. (5 ayes, 0 nays, 1absent). Motion Carried.

The Mayor and Board of Trustee Review the Engineers Monthly Report and at this time have no questions. Village Engineer Pintar Updates the Mayor and Board of Trustees on the 52/Gougar Road Project that was awarded to P T Ferro by the State of Illinois. Work is scheduled to begin on May 14th. with a construction completion date of late November. Village Engineer Pintar updates the Mayor and Board of Trustees on the Eastern Ave Box Culvert Project, and also informs them that Staff and she will be meeting with the Will County Governmental League to discuss funding of the project.

The Mayor and Board of Trustees Review the Monthly Building Report and at this time have no questions.

Community Development Director Nelson informs the Mayor and Board of Trustees that they have before them a request for Authorization To Hire A Part-Time Seasonal Building Clerk. As the Building Department enters its busy season, staff is seeking to hire a part time Building Clerk Intern to assist the Building Clerk in filing, data entry and other clerical work. The Village has almost doubled the amount of permits it is processing since 2016 and the intern will allow the Building Clerk to process new residential and miscellaneous permits in a timely manner during the summer months. After conducting several interviews, staff is recommending Tracy Clark. Ms. Clark is a Manhattan Resident. This part time positon is budgeted at a salary of $11.25 per hour at 20 hours per week.

Naughton motion to Approve The Authorization To Hire Tracy Clark As The Part-Time Seasonal Building Clerk At A Rate Of $11.25 Per Hour. Doyle second. Roll Call: Dilling aye, Doyle aye, Biscan aye, McDonough aye, Naughton aye. (5 ayes, 0 nays, 1 absent). Motion Carried.

Mayor Doyle wishes everyone a Happy Memorial Day Holiday, and reminds them to remember the Fallen and Active Service Members.

Trustee McDonough would like to Congratulate all the Graduating Students from Lincoln-Way West and From Manhattan Junior High. Trustee McDonough reminds everyone that there will be a Memorial Service at the State Street Bank at 10:00 A. M. on Saturday, and she also wishes everyone a Happy Memorial Day, as well as remind everyone to be safe and do not drink and drive.

Trustee Doyle wants everyone to know that the Touch A Truck that was held this past Saturday was well attended and everyone seem to have a great time.

Trustee Naughton echo’s Trustee’s Doyle comments about the Touch A Truck Event and he would also like to wish everyone a Happy and Safe Memorial Day.

Trustee Biscan and Trustee Dilling also wish everyone a Happy and Safe Memorial Day.

McDonough motion to adjourn the Regular Meeting at 7:20 P.M. Doyle second. All members are in favor.
