CITY OF LOCKPORT: Notice of Changes in Illinois State Codes

City of Lockport issued the following announcement on Jan. 9.

As 2019 begins the State of Illinois is incorporating changes to some of the state adopted codes. This notice will outline which codes are changing and some of the changes they incorporate. City staff is working currently in the process of notifying all local contractors and developers.

Illinois Accessibility Code

Effective October 23, 2018 the 2018 version of the Illinois Accessibility Code took effect under 71 ILCS Admin Code, section 400. This code like its predecessor (1997 version) is mandatory state law and covers accessibility to sites, facilities, buildings and elements. The new code is easier to read and follows more closely to federal ADA standards.

Illinois Energy Code

Effective on or about March 1, 2019, the Capitol Development Board will be enacting the new State of Illinois Energy Conservation Code, version 2018. The code is based off the 2018 International Energy Conservation Code which has been adopted and amended by the state through the Capitol Development Board. The law (20 ILCS 3125/) requires all new commercial and residential construction for which a building permit application is received by a municipality or county to follow a comprehensive statewide energy conservation code. Some of the changes in the new version include but are not limited to a new climate zone map, reorganization of the commercial mechanical requirements, reduced air infiltration, detailed requirements for mechanical controls, thermal envelope inspections, new requirements for electrical lighting and controls, heat traps for hot water storage tanks, lower U factors for residential windows and residential air leakage rates decreasing to four air changes per hour.

Please be aware that the above listed codes are mandatory state law and the City of Lockport or any other unit of local government does not have the authority to grant relief, change or amend any code or portion thereof. The codes will be enforced as written with no exceptions unless directed otherwise by State of Illinois Attorney General’s Office or Capitol Development Board.
