Will County Historic Preservation Commission met May 2.
Here is the minutes provided by the Commission:
1. Call to Order
Vasko called the meeting to order at 7:01 p.m.
2. Roll Call – Establishment of a Quorum

A quorum was present.
3. Approval of Agenda
Panozzo moved that the agenda be adopted as presented. McCollum seconded the motion, which passed unanimously.
4. Approval of April 4, 2018 Minutes
Panozzo moved that the minutes be approved as presented. Seggebruch seconded the motion, which passed unanimously.
Seggebruch noted that the April minutes reflect the Black Walnut School as being located in Crete Township, which is incorrect. After the April 4th meeting, it was clarified that the Black Walnut School is located in Monee Township.
5. Public Comments
No Public Comments.
6. Chairman’s Report
Vasko stated that Gina Wysocki will be moving forward to nominate both the Gemini Giant and the Launching Pad restaurant. Although the restaurant is not architecturally significant, Vasko instructed Wysocki to nominate both structures since they are located together on one site.
Vasko stated that Jim Johnston will be moving forward to nominate the First Presbyterian Church of Wilmington. Staff provided Johnston a nomination form via email and USPS.
Chief Judge Schoenstedt has asked Vasko to be a member of a committee charged with relocating historic artifacts from the existing Will County Courthouse to the new Will County Courthouse. Within the new courthouse, there will be an area dedicated to the judicial history of Will County.
7. Staff’s Report
Farrell met with Ken Itle of WJE on April 20th regarding the Washington Township Rural Survey. The survey field work has now begun. In an effort to further outreach regarding the survey, a press release was issued. Farrell has shared the press release with local agencies such as the Township, Village of Beecher, and the local library. The press release is on the Will County website and the Commission’s Facebook page. Commissioners directed Farrell to send the press release to local newspapers: Kankakee Journal, Peotone Vedette, and the Farmer’s Weekly.
8. Old Business
Seggebruch discussed the Black Walnut School Will County Landmark nomination and clarified that the school is located in Monee Township, not Crete Township as was previously thought. Farrell sent the nomination to Nagel who in turn stated she will work with the Monee Historical Society on drafting the research.
Seggebruch’s daughter has been working on a new logo for the Commission. Seggebruch distributed an updated drawing which incorporates edits which were previously discussed. Additional edits that the Commission would like to see include: update outline of the County and wording as a result of that change, and change the barn roof to gambrel. The Commissioners agreed that “less is more” and overall liked the draft design. Mock suggested that in order to give the artist credit, a resolution should be presented to her by the County Board at the time that the logo is officially adopted.
9. New Business
1. Discussion: CLGs in Will County
Vasko discussed a situation which occurred at the Will County Historical Museum and Research Center recently. During road and sidewalk construction, a limestone sidewalk slab was to be removed in front of the museum. Since the sidewalk is located within a National Register Historic District, Vasko reached out to the City of Lockport and Illinois State Historic Preservation Office (SHPO) for assistance. The agencies attempted to track down the Section 106 review that was completed for the project. Vasko instructed the Commissioners to use this as a cautionary tale to be vigilant regarding construction projects which might require a Section 106 review, particularly within the Peotone Historic District. Farrell clarified the Section 106 process for the newer Commissioners. Nagel mentioned that a TIF district was recently adopted for the downtown Peotone area. Nagel will speak with Peotone regarding the potential to use the 20% Historic Rehabilitation Tax Credit in conjunction with the TIF district.
10. Commissioner Discussion
Seggebruch distributed a Chicago Tribune article regarding WWI and ethnic relations which mentions German immigrants in Will County. Commissioners discussed WWI era Will County.
Panozzo asked for lists of local Will County historical societies and CLGs. Vasko will send Panozzo the historical society list. Farrell directed Panozzo to the SHPO’s website for a full list of Illinois CLGs.
Nagel is a member of the Peotone Public Library District. The library recently received a machine which can digitize slides.
11. Announcements
Vasko will be speaking at the Home Makers Bureau meeting on 5/8 at the American Legion Post 1080 in Joliet. Tickets are available.
The Monee Historical Society will be holding a history of Monee presentation on 5/10.
12. Adjournment
Panozzo moved that the meeting be adjourned. Galik seconded the motion which passed unanimously at 7:50 p.m. The next meeting will be June 6, 2018.
