Village of Manhattan Board of Trustees met March 21.

Here is the minutes provided by the Board:

A Regular Meeting of the Village of Manhattan President and Board of Trustees was held on Wednesday March 21, 2018. Mayor Doyle opens the meeting at 7:00 p.m. Roll call: Trustee Beemsterboer aye, Trustee McDonough aye, Trustee Reeves aye, Trustee Biscan aye, Trustee Doyle aye, Trustee Naughton aye. Also present are Becker, Doyle, Kendall, Nelson, Pintar, Sing, Taylor, and Wazny.

Naughton motion to approve the Consent Agenda As Follows: The Regular Minutes of the March 6, 2018, And Bills List For March 21, 2018. McDonough second. Roll call: Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye, Doyle aye, Naughton aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Village Administrator Sing informs the Mayor and Board of Trustees that they have before them Approval of State Street Auto Invoices Totaling $50.00. Trustee Doyle is the owner of State Street Auto, for the Village to continue using State Street Auto; we followed the Illinois Municipal Code which sets parameters for doing business with elected officials. The Village Executed the final Contract not to exceed $2,000 annually with State Street Auto. If approved the total expended under the extended contract is $1,290.50.

Reeves motion to approve the State Street Auto Invoices Totaling $50.00. Biscan second. Roll call: McDonough aye, Reeves aye, Biscan aye, Doyle abstains because of the Personal Interest He Has in State Street Auto, Naughton aye, Beemsterboer aye. (5 ayes, 0 nays, 1 abstain, 0 absent). Motion Carried.

The Mayor and Board of Trustee Review the Finance Department Monthly Report and at this time have no questions.

The Mayor and Board of Trustee Review the Public Safety Department Monthly Report and at this time have no questions.

Chief Wazny informs the Mayor and Board of Trustees that they have before them a Request For Approval To Hire a Part-Time Officer. Our current staffing level of seven (7) part-time Police Officers is insufficient to cover the required shifts necessary to staff the patrol shifts and special events. The candidate that I am recommending is Zachary Entwistle. Mr. Entwistle is a currently a Grundy County Sheriff’s Officer and is certified by the Illinois Law Enforcement Training & Standards Board. Mr. Entwistle resides in Morris.

Beemsterboer motion to Approve The Authorization To Hire Zachary Entwistle As A Part-Time Police Officer At The Rate Of 21.75 Per Hour. McDonough second. Roll call: Reeves aye, Biscan aye, Doyle aye, Naughton aye, Beemsterboer aye, McDonough aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

The Mayor and Board of Trustee Review the EMA Monthly Report and at this time have no questions.

The Mayor and Board of Trustees Review the Public Works Monthly Report and at this time have no questions.

Village Administrator Sing informs the Mayor and Board of Trustees that they have before them A Resolution Authorizing The Execution Of An Engineering Agreement With Robinson Engineering (Century East Lift Station). This project has been discussed before in the past, but has been postponed for over 5 years. We have been having issues with the pumps and the electrical on continuous bases. Robins Engineering has proposed an estimate of $195,000.00 for the entire project, which includes the Engineering Cost. The Plan would be to gut the existing wet well and replace the pumps and accessories along with the electrical components and adding a backup generator to this station.

The Mayor and Board of Trustee Review the Engineering Monthly Report and at this time have no questions.

Village Engineer Pintar updates the Mayor and Board of Trustees on the Manhattan MS4 Program, which is required by the state annually and must be done on the state’s fiscal year. This report is for the water quality; the report is compiled on what is already in place and done by Supervisor Tyk and Development Director Nelson. A representative from IEPA was out recently to conduct an audit.

The Mayor and Board of Trustee Review the Development Department Monthly Report and at this time have no questions.

Village Administrator Sing informs the Mayor and Board of Trustees that they have before them a Site Plan Approval For United Methodist Church Parking Lot. The United Methodist Church is proposing to pave the 0.16 acre existing gravel lot plus 0.10 acre of new pavement in the rear of the property located at 335 East North Street. The parking lot will drain to the existing storm inlet (12” pipe) at the NW Corner of the parking lot. The applicant is proposing to install a curb to direct the drainage to the inlet. There will be Two (2) access points into the parking area from Eastern Avenue. The Planning and Zoning Commission has unanimously recommended approval. Trustee Naughton wants to make sure that the drainage will not flow toward the home next door. Village Engineer Pintar explains that when Eastern Ave Project was completed they installed a catch basin for this.

Doyle motion to Approve The Site Plan For United Methodist Church Parking Lot. Naughton second. Roll call: Doyle aye, Naughton aye, Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Village Administrator Sing informs the Mayor and Board of Trustees that they have before them An Ordinance Authorizing The Publication Of The Official Zoning Map, First Read. Illinois State Statues require the Village publish its Zoning Map no later than March 31st of each year provided that there have been zoning changes in the previous year. The Village recently annexed and rezoned the Pascale Property. The Village Attorney has recommended that the Village take action on the Official Zoning Map through an Ordnance to ensure compliance with Statues.

Biscan motion to Approve Waiving The First Read Of An Ordinance Authorizing The Publication Of The Official Zoning Map. Doyle second. Roll call: Naughton aye, Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye, Doyle aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Naughton motion to Approve An Ordinance Authorizing The Publication Of The Official Zoning Map. Doyle second. Roll call: Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye, Doyle aye, Naughton aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Village Clerk Becker Thanks the Mayor, Board of Trustees and Staff for all their prayers, sympathy, condolences, cards and flowers on the recent passing of her father in law, who was 100 years old.

Mayor Doyle recommends the reappointment of Karleen Kendall as Trustee To The Manhattan Police Pension Fund, for a term ending May 1, 2020.

Naughton motion to Approve The Authorization To Reappoint Karleen Kendall As Trustee To The Manhattan Police Pension For A Two (2) Year Term Ending May 1, 2020. Beemsterboer second. Roll Call: Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye, Doyle aye, Naughton aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Mayor Doyle recommends the reappointment of Mike O’Neill To The Planning And Zoning Commission For A Five Year Term Ending May 1, 2023.

Naughton motion to Approve Authorization To Reappoint Mike O’Neill To The Planning And Zoning Commission For A Five (5) Year Term Ending May 1, 2023. Doyle second. Roll call: McDonough aye, Reeves aye, Biscan aye, Doyle aye, Naughton aye, Beemsterboer aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Trustee McDonough reminds everyone that the Parking Ban has expired, so the parking on the sidewalk is now back in effect, but if we get the snow storm that they are predicting for Saturday and the snow is over 2 inches, everyone will be required to move the vehicles off the street and consideration for parking on sidewalks will be back in effect.

Trustee Biscan would like to Thank Emergency Services for responding so well to a recent car accident.

Trustee Reeves would like to say Thank You to the Police Department, EMA, and Public Works for all the hard work they did during Irish Fest.
