Village of Mokena Board of Trustees met July 10.

Here is the minutes provided by the Board:

Call to Order

Mayor Frank Fleischer called the Regular Session of the Board of Trustees to order at 7:00 p.m.

Pledge of Allegiance

The Board of Trustees and members of the audience recited the Pledge of Allegiance.

Roll Call/Establishment of Quorum

Clerk Hersted called the roll and the following Trustees were present:

Jim Richmond Debbie Engler George Metanias Joseph E. Budzyn John Mazzorana Joe Siwinski

Also present were: Village Clerk Jillian Hersted; Village Administrator John Tomasoski; Finance Director Barb Damron; Civil Engineer Dan Peloquin; Public Works Director Lou Tiberi; Police Chief Steve Vaccaro; Community/Economic Development Director Alan Zordan; and Village Attorney Carl Buck.

Mayor Fleischer asked for a motion to change the agenda by tabling item 11a and moving item 8a after item 4.

Truste Mazzorana made a motion to table item 11a and move item 8a after item 4. Trustee Richmond seconded.

Community Calendar

Clerk Hersted Presented The Community Calendar.

Discover Mokena

Dave Molinari presented information on Festa Italiana. A fest celebrating Italian music and heritage, and celebrating the Feast of Our Lady of Mount Carmel. The fest begins at 11am with a procession starting at Mokena Intermediate School then proceeding to the Front Street Metra Lot.

Mr. Molinari introduced one of the fest performers who then proceeded to give a preview of the entertainment that would be available at Festa Italiana.

Michael Ruiz provided information on Athletico Physical Therapy, 19843 Wolf Road. They offer a variety of physical therapy and rehabilitation services with the goal of getting patients back to doing what they love to do.

Cindy Gamboa thanked all the volunteers involved with the 4th of July parade and presented trophies to the winning entries.

Chief Howard thanked the Chamber for naming the Fire Department as Grand Marshal for the parade. He also thanked everyone for their help with the Fire District’s 100th Anniversary celebration.

Melissa Fedora presented Cindy Gamboa with a plaque commemorating her 20 years as parade chairperson.

Clerk Hersted read a proclamation honoring Cindy Gamboa’s 20 years as parade chairperson.

Community/Economic Development Director Alan Zordan gave a powerpoint presentation thanking Cindy Gamboa for her years of service to the community.

Mayor Frank Fleischer thanked Cindy Gamboa and her family for the time they put into the parade.

Consent Agenda

Village Administrator John Tomasoski presented (4) items on the Consent Agenda for Board approval. These items are strictly administrative in nature.

a. Motion to adopt Ordinance No. 2017-O-023, an Ordinance pertaining to the classification and number of Liquor Licenses issued in the Village of Mokena; and to authorize the Village President and Village Clerk to execute same. b. Motion to accept the recommendation of the Site Plan and Architectural Review Committee, thereby approving the landscape plan and building elevations as depicted on the attached exhibits for the property located at 11225 Front Street with the following condition: 1. Additional landscaping be installed along the south property line in the east parking lot and north property line along the west parking lot.

Motion to approve a $10,000.00 Downtown Façade Improvement Grant, for the building elevations, as depicted on the attached exhibits for the property located at 11225 Front Street. c. Motion to approve minutes from June 19, 2017 Work Session. d. Motion to approve minutes from the June 26, 2017 Board Meeting.

Trustee Mazzorana made a motion to approve Consent Agenda Items 7 (a), (b), (c) and (d) as depicted in the July 6, 2017 Request for Board Action prepared by the Village Administrator. Trustee Siwinski seconded.

Finance Report

Finance Director Damron presented the accounts payable list for July totaling $1,375,693.18. She highlighted the following invoices to be paid.

• $18,500.00 IL EPA-Fiscal Service - NPDES Permits for Stormwater &

Sludge

• $26,186.67 LW Public Safety Facility - Monthly Dispatching Service

• $19,500.00 Melrose Pyrotechnics Inc. – July 4th Fireworks Display

• $313,773.00 SWARM - Annual Workers Comp & Liability Insurance

Premiums

Trustee Engler made a motion to approve the monthly accounts payable in the amount of $1,375,693.18. Trustee Metanias seconded.

Old Business

Proposed Elected Officials Salary Adjustment This item was tabled.

11225 Front Street Community/Economic Development Director Alan Zordan presented a request from Michael Glenn, owner of the property at 11225 Front Street, to rezone the property from C-1, Traditional Shopping to C-4, Traditional Downtown Commercial. If the request is approved, the property will be in compliance with the Comprehensive Plan. Mr. Glenn is also requesting approval to participate in the Façade Improvement Program.

On May 15, 2017, the Village Board reviewed this request. While the Board generally supported granting façade money to the applicant, they requested that he rezone the property to be in compliance with the Comprehensive Plan. The Village Board unanimously recommended that this proposal be forwarded to the Planning Commission for a public hearing.

On June 15, 2017, the Planning Commission held a public hearing. The Planning Commission unanimously recommended approval to rezone the property to C-4, Traditional Downtown Commercial.

Community/Economic Development Director Zordan stated that Mr. Glenn recently purchased the building and has arranged for the longtime video store to stay. He has also had interest from a women’s clothing boutique and yoga instructor to possibly occupy the two remaining tenant spaces.

Trustee Engler made a motion to adopt Ordinance No. 2017-O-024 rezoning certain territory described therein, owned by Michael Glenn, to C-4, Traditional Downtown Business District commonly known as 11225 Front Street and authorize the Village President and Village Clerk to execute same. Trustee Metanias seconded.

New Business

Village Administrators Comments

Administrator Tomasoski requested Economic Development Director Alan Zordan to update the Board on development and business activities. Mr. Zordan provided an update on pending development projects, announced new businesses and highlighted businesses offering senior services

Trustee’s Comments

Trustee Siwinski commented on the 4th of July activities this past weekend.

Trustee Budzyn thanked Lou Tiberi and the Public Works Department for their quick response to the road buckle on Wolf Road last week. He thanked the Chamber of Commerce and everyone else involved on the 4th of July parade for a great job. He congratulated his daughter and new son-in-law on their recent marriage. He said hello to his grandchildren who are temporarily staying at his house. He also announced that Park Commissioner Bartos’ son was injured in an accident and asked eveyone to keep him in their prayers.

Trustee Mazzorana asked Chief Vaccaro if he knew how Commissioner Bartos’ son was doing.

Chief Vaccaro provided an update.

Trustee Mazzorana commented on the 4th of July parade and how well-attended it was. He encouraged everyone to attend the Firecracker Dance and Festa Italiana.

Trustee Metanias commented on the 4th of July and looks forward to it every year. He recently went to Doc’s BBQ. He stated the food was great and the place was packed. He extended his condolences to the Hogan family on the loss of their son.

Trustee Engler enjoyed the parade and the Fire Department’s Touch a Truck event. She extended her sympathy to the Hogan family. She announced that the Chamber’s 2017 Christmas ornament is now available.

Trustee Richmond extended his sympathy to the Hogan family. He enjoyed his announcer role with Trustee Mazzorana for the parade. He provided an update on the renovation for the cannon at Pioneer Cemetery.

Clerk’s Comments

Clerk Hersted commented on how much her family enjoyed the parade and fireworks.

Mayor’s Comments

Mayor Fleischer thanked Public Works Director Lou Tiberi for the quick response with the road buckle on Wolf Road. He spoke about the use of fireworks in neighborhoods and asked staff to research ticketing a residence or location where fireworks are being detonated.

Executive Session

Mayor Fleischer called for a motion to enter into Executive Session.

Trustee Mazzorana made a motion to enter into Executive Session at 8:01 p.m. to discuss minutes of meetings lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06 pursuant to 2(c)(21) (21). Action possible

The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity pursuant to 5 ILCS 120/2 (c)(1). Action possible. Trustee Siwinski seconded.

Reconvene Regular Meeting

Village President Fleischer recalled the Board back into Regular Session.

Trustee Siwinski made a motion to return to regular session at 8:14 p.m. Trustee Mazzorana seconded.

Trustee Engler made a motion to approve closed session minutes for the following closed session dates; February 9, 2015; July 27, 2015; August 12, 2015; August 13, 2015; August 15, 2015, August 24, 2015; August 29, 2015; September 8, 2015; September 14, 2015 and December 14, 2015 and destroy the verbatim records for said meetings. Trustee Siwinski seconded.

Trustee Engler made a motion to find that the necessity for confidentiality remains for all remaining closed session minutes. Trustee Siwinski seconded.

Trustee Mazzorana made a motion for the Village to pay 89% of the current family group health and dental insurance premiums for August and September of 2017 upon the retirement of Dan Rankovich. Trustee Siwinski seconded.

Adjournment

Trustee Engler made a motion to adjourn the Regular Session at 8:15 p.m. Trustee Siwinski seconded.
