Analysis: Will County fire, police pension funds paid $40 million, lost $647K on investments in 2016

Will County’s 38 police and fire pension funds paid out a total of $40,749,996 in benefits to 667 retirees and inactive recipients in 2016 while losing $647,696 on their investments, according to a Will County Gazette analysis of the funds' mandated financial filings with the Illinois Department of Insurance.

The Gazette analyzed financials reported by firefighter and police funds across Will County, including Bolingbrook, Joliet, Frankfort and Romeoville. Collectively, the 38 funds hold approximately $678 million in assets and paid out $43.8 million more in 2016 than they earned, including $2,414,746 in fees to investment advisers, according to the filings.

Recipient numbers were not provided for the University Park Police Pension Fund.

$53 million from Will County property taxpayers

Will County property taxpayers made up more than the difference, subsidizing the funds last year to the tune of $53,062,222.

Joliet property taxpayers paid the most to pension funds, at $25.9 million in 2016. The city’s funds lost a total of $1.49 million, spending $854,046 on investment adviser fees. 

Bolingbrook property taxpayers contributed $6.77 million to their city’s funds, followed by Lockport ($3,934,129), Mokena ($2,163,626) and Romeoville ($2,048,727).

Thirteen of the 38 funds lost money in 2016, when the S&P 500 returned 12 percent.

Joliet’s police officers’ fund lost $1.06 million on $171 million in assets (-0.62 percent) and paid out $12.16 million in benefits.

Lockport’s firefighters’ fund lost $758,811 on $37.45 million in assets (-2.03 percent) and paid out $2.19 million in benefits.

Bolingbrook’s firefighters’ fund lost $696,706 on $46.72 million in assets (-1.49 percent) and paid out $3.42 million in benefits.
