Here is the minutes provided by the Board:

A regular meeting of the Village of Manhattan President and Board of Trustees was held on Tuesday May 2, 2017. Mayor Doyle opens the meeting at 7:00 P.M. Roll call: Trustee Beemsterboer aye, Trustee McDonough aye, Trustee Reeves aye, Trustee Biscan aye, Trustee Doyle aye, Trustee Naughton aye. Also present are Doyle, Kendall, Nelson, Pintar, Sing, Hopkins, Tyk and Wazny.

Deputy Clerk Kendall swears in newly elected James Doyle as Mayor for a term of 4 years ending May of 2021.

Deputy Clerk Kendall swears in newly elected Erin McDonough as Trustee for a term of 2 years ending May of 2019.

Deputy Clerk Kendall swears in newly elected David Beemsterboer, Thomas Biscan and Thomas Doyle as trustees for a term of 4 years ending May of 2021.

Mayor Doyle and the Board of Trustee present a Star Certificate to Guy Fitzer for receiving the 2017 Manhattan Junior High School Giraffe Award. Guy Fitzer was an active participant in the Dyslexia Buddy Network.

Mayor Doyle congratulated Kirby’s Korner Bakery for 29 years of service in the community.

Wally Sternisha, 355 Park St, Manhattan addressed the Mayor and Board of Trustees regarding the current pavement project on Whitson Street. Sternisha stated that there is a cavity in the pavement and that it is just going to get worse if not taken care of. Public Works Superintendent Tyk stated that this issue is going to be addressed with liquid materials that he has planned on trying to fix that area. Sternisha asked why the pavement wasn’t done sidewalk to sidewalk. Tyk explained that side aisles are not usually done because those areas were done by residents and not the village at first. These are the type of areas that the liquid material would be good for. Village Engineer Pintar also reiterated that the drive aisles have a good base while the side aisles do not. If you went down 2 inches in the side aisles, you would run into black dirt. The side aisles would need a total reconstruction to be paved.

Anthony Fehrenbacher, 425 Park St, Manhattan addressed the Mayor and Board of Trustees regarding pavement side aisles in front of his property. Fehrenbacher complained that it looked terrible and needs to be fixed. Tyk stated he would stop by tomorrow morning and look at the situation.

Biscan motions to approve the consent agenda as follows: The regular minutes of the April 18, 2017, and bills list for May 2, 2017. Reeves second. Roll call: McDonough aye, Reeves aye, Biscan aye, Doyle aye, Naughton aye, Beemsterboer aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Village Administrator Sing informs the Mayor and Board of Trustees that they have before them an approval of State Street Auto invoices totaling $419.42. Trustee Doyle is the owner of State Street Auto, for the Village to continue using State Street Auto; the Village has to follow the Illinois Municipal Code which sets parameters for doing business with elected officials. The Village executed the final contract not to exceed $2,000 annually with State Street Auto. If approved the total expended under the extended contract is $1,730.77.

Reeves motions to approve State Street invoices in the amount of $419.42. McDonough second. Roll call: Reeves aye, Biscan aye, Doyle abstain, because of the personal interest he has in State Street Auto, Naughton aye, Beemsterboer aye, McDonough aye. (5 ayes, 0 nays, 1 abstain, 0 absent). Motion Carried.

Village Administrator Sing informs the Mayor and Board of Trustees that they have before them a resolution authorizing the execution of a General Automotive Service Agreement (State Street Auto). Trustee Doyle is the owner of State Street Auto. For the Village to continue using State Street Auto, we must now follow the Illinois Municipal Code which sets parameters for doing business with elected officials. The Municipal Code requires the execution of an agreement not to exceed $2,000, with a limit of 2 agreements per year so long as they do not exceed $4,000. Staff has requested that we continue to do business with State Street Auto, as it is the only business in town to perform maintenance on our fleet of vehicles. If the Village had to go elsewhere, the cost of our maintenance will increase.

Reeves motions to approve a resolution authorizing the execution of a General Automotive Service Agreement (State Street Auto). Beemsterboer second. Roll call: Biscan aye, Doyle abstain, because of the personal interest he has in State Street Auto, Naughton aye, Beemsterboer aye, McDonough aye, Reeves aye. (5 ayes, 0 nays, 1 abstain, 0 absent). Village Administrator Sing informs the Mayor and Board of Trustees that they have before them a resolution authorizing the execution of a lease agreement by and between the Village Of Manhattan, Will County, Illinois and the Manhattan Township Historical Society. The lease agreement is for rent of $1 a month for a term of four (4) years. The Manhattan Township Historical Society has been utilizing the first floor of 245 S. State since October 2014 and 255 S. State since September 2015. They have prepared an annual report listing the success of the museum since that time. The current leases expired on April 30, 2017. The society is very interested in continuing to use the space.

Doyle motions to approve a resolution authorizing the execution of a lease agreement by and between the Village Of Manhattan and the Manhattan Township Historical Society. McDonough second. Roll call: Doyle aye, Naughton aye, Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Chief Wazny informs the Mayor and Board of Trustees that they have before them a request for authorization to hire two part-time police officers. He is requesting Village Board approval to add two additional part-time police officer positions and increase our part-time staffing level from seven (7) to nine (9) part-time police officers. Our current part-time staffing level of seven (7) police officers is insufficient to cover the required shifts necessary to staff the patrol shifts and special events. The candidates being recommended are Joseph Guzman and Brian Adcock. Mr. Guzman is a security specialist with Exelon Corp, and until recently, he was a part-time Park City police officer. Mr. Adcock is a full-time Frankfort Firefighter and Paramedic, and he recently resigned as a part-time police officer for the Forest View Police Department. Mr. Guzman resides in Plainfield and Mr. Adcock resides in Crest Hill, both Mr. Guzman and Mr. Adcock are in good standing and fully certified by the Illinois Law Enforcement Training & Standards Board.

Beemsterboer motions to approve authorization to hire two (2) Part-Time police officers - Joseph Guzman and Brian Adcock at rate of $21.00 per hour. Doyle second. Roll call: Naughton aye, Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye, Doyle aye. (6 ayes, 0 nays, 0 absent). Motion Carried

Chief Wazny informs the Mayor and Board of Trustees that they have before them an authorization to purchase a new 2016 Chevrolet Tahoe Police Patrol Pursuit 4X4. It is currently in-stock at Currie Motors Fleet through the Suburban Purchasing Cooperative. Staff conducted a dealer locate for the same or similar new vehicle unsuccessfully. There is only one new built unit available in the lower 48 states. Chevrolet is not accepting fleet orders on the current year model at this time. The Suburban Purchasing Cooperative price for this vehicle at Currie Motors in Forest Park, IL, is $38,077.89. This vehicle will replace the 2007 Ford Expedition, which will probably be sent to auction.

Biscan motions to approve the authorization to purchase a new 2016 Chevrolet Tahoe Police Patrol Pursuit 4X4 from Currie Motors Fleet at a total cost of $38,077.89. Doyle second. Roll call: Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye, Doyle aye, Naughton aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Village Engineer Pintar and Village Administrator Sing inform the Mayor and Board of Trustees that they have before them a request to approve awarding the 2018 Motor Fuel Tax Bid. Bids were received and publicly read on April 18, 2017. The engineers have reviewed the bids and found them to be correct and in order and therefore, recommend that the Village award the contract to the low responsive responsible bidder, Austin Tyler Construction, in the amount of $77,763.93.

Community Development Director Nelson informs the Mayor and Board of Trustees that they have before them an ordinance granting an amendment to a Special Use permit for a Comprehensive Sign Plan (Manhattan Firehouse Restaurant).( 14-12-20-213-016- 0004 and 14- 12-20-220-032-0000) First Read. In 2013, the Manhattan Firehouse Grill received approval for a Comprehensive Sign Plan to permit a wall mural and signage at the entrance to the business. The new owner of Manhattan Firehouse Grill would like to remove the existing wood sign along the Route 52 frontage and replace it with an aluminum wall sign to provide better visibility for the business. Any change in size from the approved signage requires an amendment to the Special Use Permit. The proposed size of the new design would be nineteen (19) feet by two (2) feet or thirty- eight (38) square feet. The Planning and Zoning Commission held a Public Hearing regarding the amendment and unanimously recommended approval.

Reeves motions to approve the ordinance granting an amendment to the Special Use Permit for a Comprehensive Sign Plan for Manhattan Firehouse Restaurant. McDonough second. Roll call: Biscan aye, Doyle aye, Naughton aye, Beemsterboer aye, McDonough aye, Reeves aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Mayor Doyle would like to recommend the appointment of Gus Jendraszkiewicz to the Planning and Zoning Commission for a term ending May 1, 2019. Mr. Jendraszkiewicz has been a Village resident since 2006 and works as an IBEW member for the City of Chicago. Mr. Jendraszkiewicz also has been a MYAA coach and is interested in becoming more involved in the community.

Doyle motions to approve the appointment of to the Planning and Zoning Commission for a term ending May 1, 2019. McDonough second. Roll call: Doyle aye, Naughton aye, Beemsterboer aye, McDonough aye, Reeves aye, Biscan aye. (6 ayes, 0 nays, 0 absent). Motion Carried.

Mayor Doyle informs the Board of Trustees that they have before them an Ordinance Amending Section 2-3-10 of the Village of Manhattan Code (Liquor Control Regulations- Increase Number of “I” License), for First Read.

Doyle motions to adjourn the regular meeting at 7:45 p.m. McDonough second. All members are in favor.
