The regular meeting of the Lemont Village Board was held on Monday, February 27, 2017 at 6:30 p.m., with Mayor ProTem

Paul Chialdikas presiding.

I. PLEDGE OF ALLEGIANCE

III. CONSENT AGENDA

Motion by Miklos, seconded by Blatzer, to approve the following items on the consent agenda by

omnibus vote:

A. Approval of Minutes

1. February 13, 2017 Village Board Meeting Minutes

2. February 13, 2017 Committee of the Whole Meeting Minutes

B. Approval of Disbursements

C. Ordinance O-13-17 Authorizing Sale and Disposal of Surplus Village Property

D. Ordinance O-14-17 Amending O-27-07 and Extending Special Use Approval for a Residential

Planned Unit Development (Notting Hill Subdivision) Located at 15325 129th Street

Roll Call: Miklos, Sniegowski, Stapleton, Blatzer, Chialdikas; 5 ayes. Motion passed. Virgilio

absent.

IV. MAYOR’S REPORT

A. The St. Patrick’s Day Parade is this Saturday starting at 1 p.m. in Downtown Lemont.

B. Our Art and Culture Commission is hosting a “Gifted Gala” on March 18 at the Lithuanian

World Center Art Museum which includes a juried exhibit with over 25 artists,

entertainment, door prizes and more. Visit the Lemont Center for the Arts Facebook page

for details.

C. The Mayor’s State of the Village Address will be held this Thursday. You can visit the

Chamber’s website to register. For those that can’t make it, it will be rebroadcast on

Channel 6 and be available on YouTube at a later date.

D. This year’s Heritage Quarry Restoration Event will be on April 29 and you can register for

that through our Village Facebook page. We are especially in need of Crew Leaders for the

shifts which are at 8 a.m. or 10:30 a.m.

1. Ordinance O-15-17 Amending Ordinance O-13-02, An Ordinance Approving a Zoning

Map Amendment from R-1 Single Family Residence District to B-3 Arterial Commercial

District and Approving a Special Use in the B-3 District (Look Nu Carwash 1388 State St,

Lemont, IL). Motion by Stapleton, seconded by Blatzer, to adopt said ordinance. Roll

Call: Miklos, Sniegowski, Stapleton, Blatzer, Chialdikas; 5 ayes. Motion passed.

Virgilio; absent.

2. Ordinance O-16-17 Authorizing the Execution of an Amended Annexation Agreement

for Rolling Meadows (Rolling Meadows 3A Lot 1). Motion by Miklos, seconded by

Blatzer, to adopt said ordinance. Roll Call: Miklos, Sniegowski, Stapleton, Blatzer,

Chialdikas; 5 ayes. Motion passed. Virgilio; absent.

3. Ordinance O-17-17 Annexing to the Village of Lemont Approximately.04 Acres Located

East of Willow Drive and Southwest of Interstate 355, in Lemont, Illinois (Rolling

Meadows 3A Lot 1). Motion by Miklos, seconded by Sniegowski to adopt said

ordinance. Roll Call: Miklos, Sniegowski, Stapleton, Blatzer, Chialdikas; 5 ayes. Motion

passed. Virgilio; absent.

4. Ordinance O-18-17 Amending the Zoning Map of the Village of Lemont for Rolling

Meadows Phase 3A Lot 1 Located East of Willow Drive and Southwest of Interstate 355,

in Lemont, Illinois (Rolling Meadows 3A Lot 1). Motion by Blatzer, seconded by

Sniegowski to adopt said ordinance. Roll Call: Miklos, Sniegowski, Stapleton, Blatzer,

Chialdikas; 5 ayes. Motion passed. Virgilio; absent.

C. Resolutions

1. Resolution R-11-17 Approving a Plat of Subdivision for a Property in Rolling Meadows

3A Lot 1 Located East of Willow Drive and Southwest of Interstate 355, in Lemont,

Illinois (Rolling Meadows 3A Lot 1) Motion by Stapleton, seconded by Miklos, to adopt

said resolution. Roll Call: Miklos, Sniegowski, Stapleton, Blatzer, Chialdikas; 5 ayes.

Motion passed. Virgilio; absent.

2. Resolution R-12-17 Approving a Plat of Vacation for a Public Utility and Drainage

Easement (Rolling Meadows IIIA Lot 1 Public Utility and Drainage Easement Vacation).

Motion by Blatzer, seconded by Miklos, to adopt said resolution. Roll Call: Miklos,

Sniegowski, Stapleton, Blatzer, Chialdikas; 5 ayes. Motion passed. Virgilio; absent.

VI. Village Corporation Counsel/Deputy Village Administrator Report

A. A distinguished Budget Award, as well as an Audit Award was received by the Village.

VII. Village Administrator Report

A. Budget discussion had been underway previously, tonight core discussion will continue.

March 13 and 27 discussion are the Public Hearing dates for the Budget. Packet for Budget

is available online.

IX. Staff Reports

A. Police Department

1. Chief Maton spoke regarding current phone/email scams. Residents have reported

callers claiming to be from the Sherriff’s Department calling about Jury Duty and

money pertaining to it. No Police Agency will call and ask for money by phone.

Reports have also been noted regarding “IRS” calls and emails that have been received.

These callers ask the resident to validate that it is ok to file. The IRS would never call or

request money via the phone or an email.

Session to discuss under Chapter 5 ILCS, Section 2(c) 1 of the Open Meetings Act:

Sniegowski, Stapleton, Blatzer, Chialdikas; 5 ayes. Motion passed. Virgilio; absent.

XIII. Motion to Adjourn

There being no further business, a motion was made by Blatzer, seconded by Stapleton, to adjourn
