Councilman Morris stated the Land Use and Legislative Committee met on

March 1, 2017 at 9:00 a.m. He stated representatives from Hawk Auto came

before the Committee proposing to build a new Subaru dealership at Route

59 and Theodore Street. He stated the Committee also

discussed Ordinances amending licenses giving the City's Mayor

authorization for emergency closure of businesses. He stated Alfredo

Melesio, Director of Neighborhood Services, discussed with the Committee

a bank-owned abandoned property registration Ordinance. He stated the

Committee also discussed abandoned above-ground swimming pool

regulations, update on the proposed dog Ordinance, absenteeism of

Council Members, temporary summer farm stands and potential expansion

of same, Ordinance prohibiting the sale, delivery, and possession of drug

paraphernalia, intergovernmental agreement with the Forest Preserve and

Village of Shorewood for connecting the path from Rock Run over I-55. He

stated the next meeting of the Land Use and Legislative Committee is

Monday, March 20, 2017 at 9:00 a.m.

Mayor and Corporation Council briefly discussed the proposed dog

Ordinance with regard to the pending litigation of a Chicago case to prevent

any law suits when the City adopts an Ordinance.

B. Public Service

Councilman Hug stated the Public Service Committee met yesterday

evening at 4:30 p.m. to discuss the 2017 deteriorated roadway resurfacing

projects. He stated the Committee also reviewed the contracts, change

orders, pay estimates, and final payments and found them all to be in order

and recommended their approval.

Program

A communication from the City Manager contained his recommendation that

the Mayor and Council approve the 2017 Deteriorated Roadway

Resurfacing Program and authorize the administration to pursue the

engineering plans and advertisements for bids for the program.

XI. CITY MANAGER:

The City Manager stated he had nothing to report.

XII. NEW BUSINESS (Not For Final Action Or Recommendation):

Councilwoman Hernandez Brewer briefly discussed the flags throughout the City.

Councilman Morris invited everyone to the Eastside Neighborhood Organization

meeting where honored guest students from Joliet Central High School will be in

attendance. He stated the meeting will be held next Tuesday at 6:30 p.m. at

the Eastside Church of Christ 314 Manhattan Road.

Mayor O'Dekirk and the City Manager briefly discussed the replacement of

handicap parking sign.

Mayor O'Dekirk and Jim Ghedotte, Director of Finance, briefly discussed the

removal of the water billing grace period.

XIII. PUBLIC COMMENTS:

Mr. Miguel Rojas 226 Krakar Avenue resident of the Ridgewood neighborhood,

which is outside of the City limits but has City of Joliet sanitary services,

addressed the Council concerning his sanitary, water, and garbage services

and bills.

XIV. MAYOR AND COUNCIL COMMENTS:

Councilwoman Hernandez Brewer highlighted the ribbon cutting for Comcast

Cable TV.

Councilwoman Gavin stated she and Councilwoman Hernandez Brewer attended

the presentation of 60 Kindle Fires and 500 gift cards by Amazon at A.O. Marshall

Elementary School.

Councilman Hug thanked Inspector General Chris Regis and Chief Benton for

being proactive regarding the emergency suspension license Ordinances. He also

congratulated the Plainfield Central High School Pom Cat Dance Team for

qualifying and competing in the state competition.

Councilwoman Quillman congratulated the Miracle League of Joliet on their 10

year anniversary.

Councilman Turk thanked Bicentennial Park for hosting an Oscar Party on

February 26, 2017.

Mayor O'Dekirk and Corporation Counsel Marty Shanahan briefly discussed

money received from one of the sanitary sewer districts.

Mayor O'Dekirk highlighted the Joliet West High School R.O.T.C. Suicide Walk,

new Comcast customer service center. He thanked the first responders for their

work during the storms last week and Joliet Junior College for hosting his State of

the City address. He asked for a moment of silence in memory of Sue Klein a

community activist.
