Joliet City Council hears comments on Tallgrass Estates Subdivision

Joliet City Council met Tuesday, July 5.

Joliet is a home-rule city with a council-manager form of government.

Here are the minutes as provided by Joliet:

COMBINED MEETING of the Council of the City of Joliet, Illinois was held on Tuesday, July 5, 2016 at 6:30 P.M. in the Council Chambers, Joliet Municipal Building, 150 W. Jefferson Street, Joliet, Illinois.

III. CITIZENS TO BE HEARD ON AGENDA ITEMS:

Ms. Cynthia San Miguel, 4459 Timber Ridge Court, spoke in opposition of Council Memo #311-16: Ordinance Approving a Preliminary Planned Unit Development for Tallgrass Estates Subdivision (PUD-3-16).

Mr. Ed Mattox, Tallgrass Estates Subdivision developer, addressed the Mayor and Council concerning the proposed Tallgrass multi-family development. He addressed issues with regard to notifying current neighbors of the future development, density of the subdivision, impact on the school district, infrastructure, and owner occupied impact since this development will be rental units. He also discussed the amenities that will be built with this community.

Mr. Gary Pelka, on behalf of his daughter Rachel Pelka at 4427 Timber Ridge Court, spoke in opposition of Council Memo #311-16: Ordinance Approving a Preliminary Planned Unit Development for Tallgrass Estates Subdivision (PUD-3- 16). 

Mr. Daniel Stempien, 4353 Timber Ridge Court, spoke in opposition of Council Memo #311-16: Ordinance Approving a Preliminary Planned Unit Development for Tallgrass Estates Subdivision (PUD-3-16). 

Mr. Mike Baldwin, 20343 SE Frontage Road, spoke in opposition of Council Memo #311-16: Ordinance Approving a Preliminary Planned Unit Development for Tallgrass Estates Subdivision (PUD-3-16). 

Mr. James Jenkins, 4435 Timber Ridge Court, spoke in opposition of Council Memo #311-16: Ordinance Approving a Preliminary Planned Unit Development for Tallgrass Estates Subdivision (PUD-3-16). 

Ms. Lisa Motisi, 20343 SE Frontage Road, spoke in opposition of Council Memo #311-16: Ordinance Approving a Preliminary Planned Unit Development for Tallgrass Estates Subdivision (PUD-3-16). 

The resident at 309 Timber Ridge Court spoke in opposition of Council Memo #311-16: Ordinance Approving a Preliminary Planned Unit Development for Tallgrass Estates Subdivision (PUD-3-16). 

Nicole Alkhatib, 4355 Timber Ridge Court, spoke in opposition of Council Memo #311-16: Ordinance Approving a Preliminary Planned Unit Development for Tallgrass Estates Subdivision (PUD-3-16).

IV. APPROVAL OF AGENDA: 

Motion to approve the Agenda as written with the following changes: table Council Memo #311-16: Ordinance Approving a Preliminary Planned Unit Development for Tallgrass Estates Subdivision (PUD-3-16) and voting on Council Memos #318-16 and #319-16 separately was made by Councilwoman Jan Hallums Quillman.

Motion seconded by Councilman Terry Morris. 

Motion carried by the following vote:

V. COUNCIL COMMITTEE REPORTS:

A. Public Service

Councilman McFarland stated the Public Service Committee met this afternoon in the Executive Conference Room and reviewed the change orders and ordinances and found them all to be in order with the exception of Council Memo #319-16: Request to Award a Contract for Design and Project Management for Rehabilitation of the Billie Limacher Bicentennial Park Fountain to Hitchcock Design Group and asked Councilman Hug to further explain the details.

Councilman Hug explained the Committee's oversight of the $150,000 budget to include both design and construction for the restoration of the Bicentennial Park fountain.

Councilwoman Gavin stated a committee was established to work on the project and she would like the opportunity to hear from the committee regarding the project design and budget.

VI. CONSENT AGENDA:

The minutes of the Pre-Council Meeting of the Council of the City of Joliet, Illinois held on Monday, June 20, 2016 at 5:30 p.m. and of the Regular Meeting of the Council of the City of Joliet, Illinois held on Tuesday, June 21, 2016 at 6:30 p.m. stand approved as recorded.

B. COUNCIL MEMO #306-16: Regular Payroll for May 13 – May 26, 2016 – $3,325,283.53 

The Biweekly Payroll Summary Reports of the total cost of regular salaries for the period May 13 through May 26, including a Summary of Overtime and an Overtime Budget Status Report, were accompanied by a recommendation from the City Manager that said Regular Payroll be approved.

C. COUNCIL MEMO #307-16: Regular Payroll for May 27 – June 9, 2016 – $3,200,051.74 

The Biweekly Payroll Summary Reports of the total cost of regular salaries for the period May 27 through June 9, including a Summary of Overtime and an Overtime Budget Status Report, were accompanied by a recommendation from the City Manager that said Regular Payroll be approved.

Motion to concur in the recommendations of the City Manager was made by Councilwoman Jan Hallums Quillman.

Motion seconded by Councilman Michael F. Turk.

The City Manager gave a brief overview of this Council Memo. 

Mr. Ramiro Sanchez, 509 N. Chicago Street and owner/operator, spoke regarding the Special Use Permit.

Motion to adopt COUNCIL MEMO #313-16: Ordinance Approving a Special Use Permit to Allow a Restaurant, a B-3 (General Business) Use in an I-2 (General Industrial) District, Located at 328 McDonough Street (PETITION 2016-31) was made by Councilman Michael F. Turk. 

Councilman Gerl entered the meeting at 7:16 p.m.

XI. CITY MANAGER: 

Corporation Counsel Marty Shanahan addressed the Council concerning vicious dog hearings for 2016. 

XII. NEW BUSINESS (Not For Final Action Or Recommendation): 

Councilman McFarland and the City Manager briefly discussed partnering with Will County for a monthly electronic recycling pick-up. The City Manager stated Waste Management may also be an option. 

Councilman McFarland and the City Manager briefly discussed the pick-up, disposal, and recycling of tires. 

Councilman McFarland asked City staff to have wood chips placed in the median on Route 30 outside of the Louis Joliet Mall.

Councilman Morris and the City Manager briefly discussed the removal of dead parkway trees. 

Councilman Hug further discussed the City's removal process of diseased parkway trees. 

Councilwoman Quillman discussed increasing City fines associated with dogs and children left unattended in hot vehicles. 

Mayor O'Dekirk encouraged resident to attend Nitro night on Thursday, June 7, 2016.

XIII. PUBLIC COMMENTS: 

Christopher Pedersen addressed the Mayor and Council 

Candace Johnson addressed the Mayor and Council concerning Evergreen Terrace and the possible demolition of a historic home at 209 Union Street. 

The City Manager stated, once the City takes possession of the Evergreen Terrace property, Holsten Group will hire a professional firm to evaluate the condition of each unit at Evergreen Terrace. 

Mary Beth Gannon, 513 Western Avenue, addressed the Mayor and Council concerning the possible demolition of 209 Union Street. 

The Council discussed 209 Union Street having historic value and options available to the public to obtain and restore the property.

XIV. MAYOR AND COUNCIL COMMENTS: 

Councilwoman Gavin thanked Chief Benton and the Joliet Police Department for the development of the Advisory Committee. She also thanked the Police Department for another successful PACT (Police and Children Together) Camp where police officers become camp counselors. 

Councilwoman Quillman, Councilman Hug, and Jim Trizna briefly discussed maintenance of retention ponds.

Councilman Turk thanked Bicentennial Park and the Joliet Park District for their firework displays. 

Mayor O'Dekirk also expressed thanks for the firework displays and the Joliet Park District for the Taste of Joliet. 

Mayor O'Dekirk congratulated the Joliet Housing Authority on their new developments. 

Mayor O'Dekirk thanked Road One for coming to Joliet and bringing jobs to the Joliet area.

XV. CLOSED SESSION to discuss the following subjects: 

Motion to enter closed session to discuss personnel, collective bargaining, land acquisition or conveyance and pending or threatened litigation after which the meeting will be adjourned was made by Councilwoman Bettye Gavin.
