Village of New Lenox Board of Trustees met May 12.

Here are the minutes provided by the board:

CALL TO ORDER

The Regular Meeting of the New Lenox Village Board of Trustees was called to order at 7:00p.m. by Mayor Baldermann in the Council Chambers of the New Lenox Village Hall.

PLEDGE OF ALLEGIANCE

ROLL CALL

Upon Roll Call by the Clerk, the following members of the corporate authorities answered “Here” or “Present”:

Trustees Christopherson, Reiser, Scalise, Madsen, Wilson, Gugliuzza and Mayor Baldermann

QUORUM

There being a sufficient number of members of the corporate authorities in attendance to constitute a quorum, the meeting was declared in order.

OTHER OFFICIALS IN ATTENDANCE

Also, in attendance were Village Administrator Kurt Carroll, Village Clerk Laura Zilinskas, Community Development Director/Assistant Village Administrator Robin Ellis, Finance Director Kim Auchstetter and Attorney Mike Santschi

OATH OF OFFICE – Trustees

Mayor Baldermann swore in the newly elected incumbent Trustees Christopherson, Gugliuzza, Wilson and Reiser. Congratulations!

At this time each Trustee thanked the Mayor, other Board member, their families and the community for all of the support.

Appointment – ESDA Director – Bill Byerley

Mayor Baldermann asked for a motion to appoint Bill Byerley to the position of ESDA Director. Congratulations!

Motion to appoint Bill Byerley to ESDA Director was made by Trustee Madsen and seconded by Trustee Christopherson

Upon roll call, the vote was:

Appointment – Fire & Police Commission – Roy “Skip” Minger Mayor Baldermann asked for a motion to appoint Roy “Skip” Minger to the position of Fire & Police Commission. Congratulations!

Motion to approve the 12 items of the #25-12 Consent Agenda was made by Trustee Scalise and seconded by Trustee Wilson

Mayor Baldermann noted there was a last-minute change in the contract in our favor. The cost went from $97,802 in went to $95,442

ORDER OF BUSINESS

Consideration for Approval of a Request for Site Plan –Menard Automotive / 12635 Harvey Drive

Ms. Ellis reported this property is located in the Plank Trail Industrial Park east of Schoolhouse Road. The proposal is to build an approximate 8,000 square-foot new facility for Menard Automotive. They do have all of the required parking for this use and for the number of employees and the site will comply with the pre Annexation Agreement landscaping requirements. The front building elevation will meet our masonry requirement and at this time they are not proposing a monument sign although one would be permitted in accordance with the sign code, but they are proposing a wall sign. There is an existing storage building on the rear of the property with some gravel area. The manager of the overall industrial park stores equipment for maintenance of the common areas so they are asking to maintain use of that building.

Mike Pence, developer, discussed the history of the building. The owner of Mendard Automotive has been there for 7-years.

Consideration for Approval of a Setting of Surety – Menard Automotive/12635 Harvey Drive

Motion to approve the setting of surety for Mendard Automotive in the amount of $44,468.75 and with an expiration date of May 12, 2027 was made by Trustee Reiser and seconded by Trustee Scalise

Upon roll call, the vote was:

AYES: 7 Trustees Reiser, Wilson, Madsen, Scalise, Gugliuzza, Christopherson and Mayor

Setting of Surety – 441 DeGroate Road/MD Transport – Sanitary Sewer Extension

Ms. Ellis reported in January the Board approved a site plan for 441 DeGroate Road for some fencing, screening, landscape requirements and they will be paving the parking area. The owner has plans to extend the sanitary sewer to the one of the building. The owner has been working with the Building Department to get permits for remodeling to add bathrooms. This was not part of his initial proposal and therefore was no included in the surety that the Village Board previously set. This surety is in the amount of $151,633.75 with an expiration date of May 12, 2027.

Trustee Reiser asked if this is in addition to the other surety amount. Ms. Ellis stated yes, this is in addition.

Mayor Baldermann added this is just for the sanitary sewer.

Motion to approve the setting of surety was made by Trustee Gugliuzza and seconded by Trustee Scalise

Consideration for Approval of a Resolution #25-35 Authorizing a Sponsorship Agreement – Kona Ice – Crossroads Sports Complex Mayor Baldermann reported this resolution approves a five-year sponsorship agreement with Kona Ice. The annual sponsorship amount is $50,000 annually, which will give them interior signage within the park, a digital advertisement package, as well as exclusive rights to sell shaved ice at the Crossroads Sports Complex.

Consideration for Approval of a Resolution #25-36 Authorizing an Amended and Restated Sponsorship Agreement with Silver Cross Hospital – Crossroads Sports Complex

Mayor Baldermann reported Silver Cross Hospital is seeking an amendment to their original agreement to be the emergency provider at the Crossroads Sports Complex. The amendment merely changes the early termination language to match the language the Village has approved in similar agreements.

REPORTS AND COMMUNICATIONS FROM VILLAGE OFFICIALS MAYOR

Mayor Baldermann thanked the Village Board for his appointments to ESDA and Fire & Police Commission.

Mayor Baldermann congratulated the Village Board for their re-election.

Mayor Baldermann reported on the Crossroads Sports Complex. The opening weekend is Saturday, June 28th from 5:00pm-9:00pm and Sunday, June 29th from noon – 4:00pm. There will be free family activities.

Mayor Baldermann reminded Rick Springfield will perform in the Commons on Friday, June 27th.

VILLAGE ATTORNEY

No report.

VILLAGE ADMINISTRATOR

Mr. Carroll commented on Mendard Automotive saying he is glad to see them expanding.

Mr. Carroll commented on the Board appointments.

Mr. Carroll congratulated the Village Board.

PAYROLL & DISBURSEMENTS

Trustee Madsen made the motion to approve our bi-monthly disbursements in the amount of $3,121,670.29. In addition to these disbursements, approval is needed for a payroll in the amount of $507,209.34 paid on May 2, 2025.

Trustee Scalise seconded the motion.

QUESTIONS AND/OR COMMENTS FROM THE FLOOR The owner of Menard Automotive addressed the Village Board thanking them for the opportunity to expand his business. He thanked the community for their support.

TRUSTEE COMMENTS

Trustee Scalise

Trustee Scalise congratulated the Trustees and looks forward to working with them.

Trustee Scalise commented on Menard Automotive.

Trustee Wilson

Trustee Wilson commented on the construction going on in the Village. He asked people to be careful driving in the subdivisions trying to avoid this construction.

Trustee Gugliuzza

Trustee Gugliuzza congratulated the Trustees and the new appointments. She looks forward to the future.

Trustee Christopherson

Trustee Christopherson thanked the community and is honored to serve New Lenox.

Trustee Madsen

Trustee Madsen congratulated the Trustees and thanked Mayor Baldermann for his appointments.

Trustee Reiser

Trustee Reiser commented on the success of the sponsorships for the Crossroads Sports Complex.

Trustee Reiser thanked the community for their support and he is looking forward to serving them.

EXECUTIVE SESSION

None.
