CALL TO ORDER:

The Regular Meeting of the Mayor and Board of Trustees of the Village of Bolingbrook was called to order at the hour of 7:30 p.m. on April 08, 2025, in Bolingbrook, Illinois, by Mayor Mary S. Alexander-Basta.

PLEDGE OF ALLEGIANCE:

Mayor Mary S. Alexander-Basta requested resident Pat Ronna to lead the pledge to the Flag.

RESOLUTIONS:

RESOLUTION 25R-015

APPROVING AN AGREEMENT WITH TERRA ENGINEERING LTD. FOR VILLAGE ENGINEERING PROGRAM MANAGEMENT FOR FISCAL YEAR 2026:

Motion Kelly, second Quintero to adopt a resolution approving an agreement with Terra Engineering LTD for Village Engineering Program Management for fiscal year 2026:

The Village engaged Terra Engineering for in-house and on-call services for FY 2025 with numerous notable successes and efficiencies. This Agreement continues the partnership with Terra Engineering for Fiscal Year 2026 in an amount not to exceed $1,400,000.00. Reviewed and approved by Public Services Committee.

RESOLUTION 25R-016

APPROVING THE PROPOSAL OF JOHNSON CONTROL SECURITY SOLUTIONS LLC FOR THE PURCHASE OF WIRELESS FIRE ALARM RADIO BOXES:

Motion Zarate, second Kelly to adopt a resolution approving the proposal of Johnson Control Security Solutions LLC for the purchase of wireless fire alarm radio boxes:

Purchase of twenty (20) radio boxes for installation in newly constructed buildings to monitor the fire alarm systems in each business. The cost is "recaptured" by invoicing the building managers per Village Ordinance. Total cost not to exceed $26,648.00, which is $1,648.00 over the budgeted amount of $25,000.00. Reviewed and approved by Public Safety Committee

RESOLUTION 25R-017

AUTHORIZING THE PURCHASE OF AXON INTERVIEW CAMERAS FROM AXON ENTERPRISE, INC.:

Motion Quintero, second Doris to adopt a resolution authorizing the purchase of Axon interview cameras from Axon Enterprise, Inc.

Axon Interview is an audio and video recording system from Axon Enterprises with cloud- based storage access and integration with the Police Department's current software. Will be used by the Police Department investigations and patrol divisions. Cost is $36,189.52, which is $29,810.48 under the budgeted amount of $66,000.00. Five-year contract for a total of $180,947.60, includes installation, cameras, equipment, maintenance and storage. Reviewed and approved by Public Safety Committee

RESOLUTION 25R-018 AUTHORIZING THE PURCHASE OF ONE NEW CHEVROLET TRAVERSE AND ONE NEW TAHOE AND EQUIPMENT FOR THE POLICE DEPARTMENT:

Motion Zarate, second Kelly to adopt a resolution authorizing the purchase of one new Chevrolet Traverse and one new Tahoe and equipment for the Police Department.

Two (2) Chevy Malibu's are aged (2009), too costly to maintain and will be traded in. Vehicles will be purchased from Advantage Bolingbrook Chevrolet for $56,102.70 and $43,623.00 for a total of $99,725.70. Equipment will be purchased from Fleet Safety ($2,629.22) and Camz Communications ($2,395.00). Total cost not to exceed $110,000.00 to be reallocated from existing budget year. Reviewed and approved by Public Safety Committee.

RESOLUTION 25R-019

AUTHORIZING THE PURCHASE OF PORTABLE BARRIER SYSTEMS FROM MERIDIAN

RAPID DEFENSE GROUP:

Motion Doris, second Kelly to adopt a resolution authorizing the purchase of Portable Barrier Systems from Meridian Rapid Defense Group:

Meridian Rapid Defense Group provides barrier systems that can be rapidly set up to prevent vehicle entry into Village events. The Village hosts well attended events year around that can benefit from these safety measures. Total cost of $176,704.22 to be reallocated from the existing budget year. Reviewed and approved by Public Safety Committee.

APPOINTING SARA AGUIRRE TO ACT AS THE VILLAGE'S AUTHORIZED AGENT FOR THE ILLINOIS MUNICIPAL RETIREMENT FUND (IMRF):

Motion Quintero, second Zarate to adopt a resolution appointing Sara Aguirre to act as the Village's Authorized Agent for the Illinois Municipal Retirement Fund (IMRF):

Only one authorized agent permitted. Formerly Scott Pascente, prior Human Resources Manager, was Village's agent (Resolution 24R-096). Notice of Appointment of authorized agent must be sent to IMRF. Reviewed by all relevant personnel and officials.

ORDINANCE 25-006

AMENDING THE VILLAGE FEE SCHEDULE TO MODIFY FIRE PREVENTION, PROTECTION AND CONTROL FEES (AMBULANCE AND RELATED SERVICES): Motion Carpanzano, second Kelly to pass an ordinance amending the Village Fee Schedule to modify fire prevention protection and control fees (Ambulance and Related Services):

Updates ALS/BLS rates for ambulance transports according to HFS' yearly determination. ALS rate increases from $2,653.24 to $2,797.94 ($144.70 increase). BLS rate increases from $2,320.88 to $2,573.71 ($252.83 increase). Effective May 1, 2025. Reviewed by Public Safety Committee.

Motion Quintero, second Zarate to pass an ordinance amending Chapter 6 of the Bolingbrook Village Code decreasing class "D" (full-service) from thirteen (13) to twelve (12) and class "D- 1" (outdoor) from eighteen (18) to seventeen (17) Bar Louie (619 E. Boughton Rd #100):

Business has closed and the class of license must be decreased. Reviewed by all relevant personnel and officials.

Motion Doris, second Quintero to pass an ordinance Amending Chapter 6 of the Bolingbrook Village code decreasing Class "D" (full-service) from twelve (12) to eleven (11) and Class "D- 1" (Outdoor) from seventeen (17) to sixteen (16) BD'S Mongolian Grill (619 E. Boughton Road # 150):

Business no longer has a State License to sell liquor so the Village must rescind ours. Per our Municipal Code, the Class of license must be decreased. Reviewed by all relevant personnel and officials.

Motion Kelly, second Zarate to pass an ordinance amending Chapter 6 of the Bolingbrook Village Code decreasing Class "D-2" (full-service) from seventeen (17) to sixteen (16) and Class "D-1" (outdoor) from sixteen (16) to fifteen (15) Krafted Burger + Tap II (641 E. Boughton Rd #110)

Business no longer has a State License to sell liquor so the Village license must be rescinded. Per our Municipal Code, the Class of license must be decreased.

ORDINANCE 25-010

APPROVING A SPECIAL USE PERMIT WITH EXTENDED HOURS FOR A COMMERCIAL RECREATION FACILITY AT 352 COMMONS DRIVE (CRUNCH FITNESS):

Motion Doris, second Quintero to pass an ordinance approving a Special Use Permit with extended hours for a commercial recreation facility at 352 Commons Drive (Crunch Fitness):

Crunch Fitness is a national fitness chain that is open and staffed 24 hours a day, seven days a week. The subject property is located in the B2 zoning district in the Bolingbrook Commons Shopping Center (1-55 and Rt. 53). Recreation Facilities require a special use permit to operate in this zoning district and also permits Crunch Fitness to operate 24 hours a day. Reviewed and approved by Plan Commission on March 19, 2025.

QUESTIONS/COMMENTS FROM THE AUDIENCE/PRESS:

Resident Sean Salisbury raised two issues:

He stated that he thought taxes are too high and that he is visiting each taxing body to express his concerns. The Mayor explained that the Village's portion of the property tax bill is no more than 10%. She commented that the school districts are responsible for the biggest portion of the tax bill (~70%), and that the State of Illinois is not paying its fair share as required by the Constitution, which specifies that the State pay 50% of the cost of education. It is currently at less than 30%, leaving the shortfall to be made up by local residents. She further explained that the Village is holding the line on our tax rate and expenses.

Mr. Salisbury objected to the new Clow Airport sign that was built on the corner of Boughton and Weber Roads, re: Resolution 25R-003 as passed by the Board. He objected to the expense, and indicated that he thought it was placed in the wrong location. The Mayor explained that the Illinois Aviation Museum covered $15,000 of the cost, with the rest paid for by grant money.

BOARD COMMENTS AND REPORTS:

TRUSTEE LAWLER: Absent

TRUSTEE ZARATE: Asked for clarification as to what items will be accepted at the recycling event. Administrator Teppel provided details.

TRUSTEE KELLY:

The Village is celebrating Arbor Day on Saturday, April 26th. It will open with the dedication and tree planting ceremony for Jerry Hix Park, 502 Golden Star Drive, and will continue at Town Center with a festival including food, games, prizes, expert tree advice, and tree giveaways.

TRUSTEE QUINTERO:

4Kids Sake is hosting a Make a Basket/Take a Basket event on Saturday, April 12, at 505 S. Weber Road, Unit 315.

TRUSTEE CARPANZANO:

Lions Club/4 Kids Sake will be hosting an Easter Egg Hunt at the Tee-Ball Fields at the Annerino Center, 201 Recreation Drive, on Saturday, April 12th.

The Village is holding its annual Budget Workshop on Saturday, April 12th in the Board Room at Village Hall. It is open to the public.

TRUSTEE DORIS:

The Village is hosting an electronic recycling event at Town Center on Saturday, May 3rd sponsored by Will County Green. Appointments are required. This is for residential household electronics only; no commercial items will be accepted. Also NO TIRES.

MAYOR ALEXANDER-BASTA:

Provided some back-story and update regarding the Promenade construction project. It was started in October 2024, and once underway, the contractors discovered some problems from previous work that had to be resolved before the project could continue. Then the weather changed, and construction had to be shut down until spring. It has resumed and will hopefully be completed before the Taste of Bolingbrook on May 31st. All businesses remain open during construction.

She reminded residents that the Promenade is private property, not owned by the Village, so that other than issuing permits, the Village has no control over the construction project. She also indicated that the mall now has a new owner, and the Village will continue to have dialogue with them going forward.

Updates on the mall: the Brazilian steak restaurant will be opening in the old Rock Bottom location. Mago will be taking over Francesca's soon.

The Bolingbrook Area Chamber of Commerce is hosting their Best of Bolingbrook Businesses Awards on Thursday, April 17th at the Bolingbrook Golf Club, with a "prom❞ theme.

She also reminded residents that Code Enforcement will be out en force to help keep Bolingbrook beautiful. She emphasized that the first encounter with Code is never a citation (ticket with a fine). The first is always a notification of the violation, referencing the section of the municipal code that is violated. Residents are given a time limit during which they are to fix the problem, the simpler the fix, the shorter the time frame. She also indicated that Code is willing to work with residents in terms of working out the scheduling, etc. based on materials or contractor availability. She emphasized that Code Enforcement is not a money-maker - it costs more to send Code Enforcement officers out and do follow-up than the Village receives in fines.
