Village of Frankfort Board of Trustees met April 7.

CALL TO ORDER & ROLL CALL

Mayor Keith Ogle called the regular meeting of the Frankfort Village Board to order on Monday, April 7, 2025, at 7:01 P.M., at the Village Administration Building, 432 W. Nebraska Street, Frankfort, Illinois.

Village Clerk Katie Schubert called the roll. In attendance were Mayor Keith Ogle, Clerk Katie Schubert, Trustees Adam Borrelli, Michael Leddin, Jessica Petrow, Maura Rigoni, Dan Rossi, and Gene Savaria. Also in attendance were Attorney Hannah Lamore, Village Administrator Rob Piscia, Assistant Administrator John Burica, and Police Chief Leanne Chelepis.

PLEDGE OF ALLEGIANCE

Mayor Ogle led the Pledge of Allegiance to the Flag.

APPROVAL OF SPECIAL ORDERS - UNANIMOUS CONSENT AGENDA

All items on the Omnibus Agenda are considered to be routine in nature and are enacted in one motion. There is no separate discussion of these items unless a board member makes a request, in which event, the item will be removed from the Consent Agenda and will be considered separately.

A. Approval of Minutes

1. Regular Meeting (March 1 7, 2025)

B. Approval of Bills - $1,175,734.32

C. Committee of the Whole Report

1. Fiscal Year 2026 Budget - Approval

Accept the recommendation of the Committee of the Whole and approve the Village of Frankfort's fiscal year 2026 budget.

D. Plan Commission Report Summary

1. Sleeman Construction, Inc. Residence - 235 S. Maple Street

a. Multiple Zoning Variances - Ordinance

Accept the Plan Commission recommendation, waive the First and Second Readings, and pass AN ORDINANCE (NO. 3496) GRANTING MULTIPLE ZONING VARIANCES FOR CERTAIN PROPERTY LOCATED WITHIN THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS (SLEEMAN CONSTRUCTION INC. RESIDENCE - 235 S. MAPLE STREET) to bring the property into legal non-conformance and for the construction of a new single-family home: a lot width variance from 100 feet to 92 feet, a lot depth variance from 150 feet to 147.74 feet, a lot area variance from 15,000 square feet to 14,119 square feet, a building materials variance from the first floor masonry requirement to allow the use of non-masonry materials, a front yard setback variance from 30 feet to 25 feet, and a lot coverage variance from 25 percent to 26.5 percent, in accordance with the reviewed plans, public testimony, and Findings of Fact.

b. Sleeman Estates Subdivision Preliminary and Final Plat -Approval

Accept the Plan Commission recommendation and approve the Preliminary and Final Plat of Subdivision for Sleeman Estates Subdivision, prepared by Martin M. Engineering, Inc., dated 04.01.2025, in accordance with the reviewed plans.

Trustee Petrow moved, seconded by Trustee Rigoni, to approve the Unanimous Consent Agenda.

Following a motion to approve, Trustees Leddin, Rigoni, and Rossi presented a brief overview of the consent agenda docket items under consideration for approval.

Clerk Schubert called the roll. Ayes: Trustees Borrelli, Leddin, Petrow, Rigoni, Rossi, and Savaria. Nays: None. The motion carried.

MAYOR'S REPORT

• Mayor Ogle extended his gratitude and congratulations to Fire Chief Sean Fierce in recognition of his 26 years of dedicated service to the Frankfort Fire Protection District. He wished Chief Fierce all the best in his future endeavors.

• Mayor Ogle announced that the Village's 2025 branch collection program began today, April 7, and will continue through mid-October. Collection will follow a biweekly schedule:

o East Brush Route (residential areas east of 45): First and third Monday of each month

o West Brush Route (residential areas west of 45): Second and fourth Monday of each month

• Mayor Ogle highlighted several upcoming community events:

o State of the Village - April 23

o Earth Day/ Arbor Day Community-Wide Cleanup - April 26

o Frankfort Country Market - April 27

o Coffee with a Cop - April 29

• Mayor Ogle reported that the Village is currently accepting applications to fill a vacancy on the Plan Commission.

• Mayor Ogle wished everyone a Happy Easter.

BOARD COMMENTS

Clerk Schubert reported that over 900 voters participated in Early Voting at the Village Hall for the 2025 Consolidated Election. She announced that the next Committee of the Whole meeting is scheduled for Wednesday, April 9, at 5:30 P.M., and the next Village Board meeting will be held on April 21, at 7:00 P.M.

The Board extended congratulations to Fire Chief Sean Fierce on his retirement from the Frankfort Fire Protection District and wished him all the best in his future endeavors.

Sleeman Construction and the Gronowski's were congratulated on their proposed home at 235 S. Maple Street, with appreciation expressed for their efforts to preserve as many trees as possible on the property.

Three new businesses were welcomed to the Frankfort community.

Residents were encouraged to apply for the current vacancy on the Plan Commission.

It was noted that April is Autism Awareness Month, and residents were encouraged to "light it up blue" in support.

Village staff was recognized and thanked for their work with the fiscal year budget. Congratulations were extended to the winners of the 2025 Consolidated Election.

Birthday wishes were shared for Trustee Leddin's granddaughter on her 4th birthday and for Trustee's Petrow's grandfather on his 95th birthday.

Happy Easter wishes were extended to all.

OTHER BUSINESS

There were no other items of business.

PUBLIC COMMENT

No public comments were addressed to the Village Board.

ADJOURNMENT

Hearing no further business, Mayor Ogle called for a motion to adjourn. Trustee Borrelli moved, seconded by Trustee Savaria, to adjourn the regular board meeting of Monday, April 7, 2025. A voice vote was taken. All were in favor. The motion carried. The meeting adjourned at 7: 18 P .M.
