City of Lockport Committee of the Whole met April 2.

REGULAR MEETING of the Committee of the Whole of the City of Lockport, Illinois was held on Wednesday, April 2, 2025 in the Board Room, 3rd Floor, of the Central Square Building, 222 E. Ninth Street, Lockport, Illinois. Mayor Steve Streit called the Meeting to order at 7:16 pm.

CD-1. Special Use Permit for an Auto Repair Shop for the Property Located at 1603 S. State Street/PZC Case #2025-001

Director of Community & Economic Development, Lance Thies, presented the Staff Report. Applicant was present to answer questions.

Discussion among the Council ensued. Question raised about ingress/egress; existing access easement. Questions about the owner’s intent for the business, BMW repair and parts stales.

DIRECTION: Add to the Consent Agenda for the April 16, 2025 City Council Meeting

CD-2. Amendment to Preliminary/Final Development Plans for a Coffee Kiosk (Drive-Thru Only) Facility for Lockport Square Lot 9B (7-Brew Coffee)/PZC Case #2024-014

Director of Community & Economic Development, Lance Thies, presented the Staff Report. Applicant representative, Chris George, was present to answer questions. Seven Brew is a drive thru only concept, no inside service. Presentation on the proposed Circulation Plan; circulation was a question raised during the presentation to Planning & Zoning.

CD-3. An Intergovernmental Agreement (IGA) Between the Regional Transportation Authority (RTA) and the City of Lockport to Develop an Equitable Transit-Oriented Development Plan

Director of Community & Economic Development, Lance Thies, presented the Staff Report.

CD-4. 2025 Official Zoning Map Update; Adopting and Authorizing the Publication of the Updated City of Lockport Official Zoning Map

Director of Community & Economic Development, Lance Thies, presented the Staff Report. DIRECTION: Add as an Action Item to the Agenda for the April 16, 2025 City Council Meeting

NEW BUSINESS

1. Bartelsen – question raised about the possibility of having Aldermen-at-large. Interim City Attorney, Tom Thanas, informed the Council that any change to the policy would require a referendum requiring residents to vote to change the City’s form of government. The current structure identifies representation from across the City to ensure a balanced Council.

MOTION BY BARTELSEN, SECONDED BY SABAN TO ADJOURN THE CITY COUNCIL MEETING AT 7:35 PM. VOICE VOTE ON THE MOTION.
