City of Wilmington City Council met Jan. 7.

Here are the minutes provided by the council:

MAYOR BEN DIETZ CALLED TO ORDER THE REGULAR MEETING OF THE WILMINGTON CITY COUNCIL AT 7:00 P.M.

ROLL CALL

After the pledge of allegiance, the following answered to Roll Call: Alderpersons Kevin Kirwin, Ryan Jeffries, Dennis Vice, Ryan Knight, Leslie Allred, Jonathan Mietzner, and Thomas Smith. Alderperson Todd Holmes was absent. The number present constitutes a quorum.

Also present: Attorney Bryan Wellner, City Administrator Jeannine Smith, Finance Director Nancy Gross, Public Works Director James Gretencord, Police Chief Adam Zink and Deputy City Clerk Joie Ziller.

CONSENT AGENDA

1. Approve the Regular Meeting Minutes from December 17, 2024

2. Approve the Accounts Payable Report

Alderperson Kirwin made a motion and Alderperson Mietzner seconded to approve the Consent Agenda for the January 7, 2025, City Council meeting

Upon roll call, the vote was:

AYES: 7 Kirwin, Mietzner, Jeffries, Vice, Smith, Allred, Knight

NAYS: 0

ABSENT: 1 Holmes

The motion carried.

ORDER OF BUSINESS

Alderperson Jeffries made a motion and Alderperson Knight seconded to approve the Comfort & Joy Holiday Lighting, Inc. Invoice #153 in the amount of $5,435 for the Claire’s Corner Holiday Lighting 2024

Upon roll call, the vote was:

AYES: 7 Jeffries, Knight, Kirwin, Mietzner, Vice, Smith, Allred

NAYS: 0

ABSENT: 1 Holmes

The motion carried.

REPORTS AND COMMUNICATION FROM CITY OFFICIALS

City Attorney – Bryan Wellner – No Report

City Administrator – Jeannine Smith – Emailed the draft Comprehensive Plan and Master Parks Plan which will be reviewed at the January 14, 2025, Committee of the Whole meeting. The mural project installation has been extended until the end of May 2025.

Finance Director – Nancy Gross – No Report

Public Works Director – James Gretencord – The river intakes showed signs of blockage on New Year’s Eve. Emergency divers were called out and the blockage was cleared. Chamlin Engineers will be developing and concept plan for replacing or lining the pipe, moving the pump station, and drilling a new well.

Chief of Police – Adam Zink – No Report

Alderperson Allred made a motion and Alderperson Mietzner seconded to go into Executive Session at 7:12 PM to discuss Matters of Land Acquisition [5 ILCS 2(c)(5) and 2(c)(6)] and Probable or Imminent Litigation and Pending Litigation [5 ILCS 2(c)(11)]

Upon roll call, the vote was:

AYES: 7 Allred, Mietzner, Kirwin, Knight, Jeffries, Vice, Smith

NAYS: 0

ABSENT: 1 Holmes

The motion carried.

Alderperson Allred made a motion and Alderperson Mietzner seconded to close Executive Session at 7:32 PM

Upon roll call, the vote was:

AYES: 7 Allred, Mietzner, Kirwin, Knight, Jeffries, Vice, Smith

NAYS: 0

ABSENT: 1 Holmes

The motion carried.

ACTION OF EXECUTIVE SESSION

ADJOURNMENT

The motion to adjourn the meeting was made by Alderperson Mietzner and seconded by Alderperson Knight. Upon the voice vote, the motion carried. The City of Wilmington City Council's regular meeting on January 7, 2025, adjourned at 7:33 p.m.
